Bucks County Community College seeks an entrepreneurial and revenue-driven Vice President for Workforce, Public Safety, and Continuing Education to join our vibrant community and evolve our workforce & continuing education division into a more market-responsive organization that increases revenue through offerings that meet regional employer and workforce needs. Reporting directly to the President & CEO, the Vice President for Workforce, Public Safety, and Continuing Education fills a highly visible Cabinet level position who leads a diverse and fast-paced division and interacts with business leaders, government officials, and community partners. This person is responsible for executive leadership, strategic direction, and financial and operational oversight to expand delivery of education and training services to individuals, companies, organizations, and government agencies.

As a member of the Cabinet, the VP works collaboratively with colleagues across the College, from other institutions that form consortia to deliver regional workforce training, and with government and civic leaders in education and training for their agencies. This individual focuses on revenue and income-generating partnerships and offerings, workforce programming and talent pipeline initiatives, and public safety training for both police and fire services. Offices that directly report to the VP include the Center for Workforce Development, Continuing Education, Police Academy, Fire School, and Corporate & Customized Training.

An exciting opportunity for the VP will be to lead the College’s current expansion of offerings to meet the changing needs of the workforce in areas such as the digital economy and healthcare, and to determine other initiatives that contribute to evolving regional employer and community needs. Such initiatives will include developing and delivering workforce and continuing education programs that align the college’s educational offerings with regional economic and labor market needs; and generating income from the College’s specialized assets, facilities, and instructor expertise through community, government, corporate, and industry partnerships.

ESSENTIAL JOB FUNCTIONS

Leadership and Oversight

  • In consultation with the President and in partnership with others across the College, develop and shape the College’s non-credit offerings as complementary to the College’s credit-bearing programs so that they constitute a comprehensive data-informed and market-responsive portfolio that meets regional employer and community needs.

  • Establish and maintain strong relationships with business and industry officials, state and local government officials, and workforce and economic development officials and agencies.
  • Participate in relevant state and national programs and organizations related to workforce training initiatives. Serve as the primary point of contact for college engagement in business recruitment and workforce training initiatives by state, local, and non-governmental economic development agencies.
  • Ensure the College consistently delivers on its partnership commitments, building cross-functional accountability so that external promises are matched by reliable internal execution.

Fiscal, Budget & Resource Management:

  • Report regularly on financial forecasting and variance analysis to achieve targets. Report on progress, pipeline, and return on investment.

  • Generate revenue from the College’s specialized assets, facilities, and instructor expertise. Partner with colleagues across the College and external partners to put these assets to productive use through partnerships, collaborations, sponsored use, and entrepreneurial initiatives.

Program Development and Credentials

  • Identify market opportunities and lead the creation and expansion of programs that align with what employers and prospective students seek in an evolving labor market.
  • Build a pipeline of organizational partners and clients. Negotiate partnership agreements, service contracts, sponsorships, and other revenue-generating arrangements.
  • Design and execute data-driven recruitment strategies that attract adult learners, career changers, corporate cohorts, and underrepresented populations into non-credit, certificate, apprenticeship, and stackable credential pathways.
  • Ensure robust student recruitment and programmatic enrollment growth to maximize use of facilities and College revenue. Ensure Student Career Readiness success through integration of career coaching, resume building, and job-placement support directly into the recruitment and training lifecycle to bolster institutional certification graduations and employment metrics.
  • Promote Credit Alignment through collaboration with the Vice President for Academic Affairs to ensure seamless transition for students wishing to convert qualified non-credit workforce certificates into credit-bearing associate degree programs.
  • Analyze divisional financial and performance metrics to identify underperforming programs, evaluate operational effectiveness and financial sustainability, and lead strategic decisions regarding program improvement, restructuring, or discontinuation to align with institutional goals and resource priorities.

The Division of Workforce & Continuing Education consists of its administration and departments. The Vice President’s administrative office is supported by a Division Coordinator and a business management team consisting of an Executive Director of Business Management and a Project Coordinator. These positions support division-wide administration, budget development and monitoring, financial reporting, purchasing, and operational planning across the portfolio. The division engages more than 500 contract instructors across the following five departments:

The Center for Workforce Development is led by an Associate Vice President and includes 18 staff positions supporting program management, instruction, recruitment, student services, grant development, and facilities. The department oversees the approximately 28,000-square-foot Center for Advanced Technologies at the Epstein Campus at Lower Bucks, with specialized shops, equipment, and classrooms for advanced manufacturing and skilled trades training. Programs include welding, electrical, HVAC, and pre-apprenticeships in metalwork, industrial maintenance, building and construction trades, and healthcare. The department also oversees Allied Health career training, including dental assisting and pharmacy technician programs; English as a Second Language; and in-school and out-of-school youth workforce programs. Programs combine technical instruction, career preparation, industry credentials, and employer connections to support employment and advancement. The CWD serves 1,000 students per year.

Corporate College & Customized Training has four staff positions: an Executive Consultant, a Senior Consultant, and two Program Managers supporting sales and engagement operations. The department develops employer partnerships and delivers customized technical, industrial safety, leadership, and professional development training at employer locations, College facilities, and online. Corporate College services connect employees with admissions, academic advising, and educational support to pursue College credentials and degrees. The department also oversees approximately 1,000 square feet of classroom space at Keystone Trade Center, extending access to education and training for approximately 50 employers and their employees.

Community Education & Professional Certification has three regular staff positions: a Program Manager, and two support staff, supplemented by contracted instructors and seasonal personnel. The department oversees non-credit career development, professional certificate preparation, personal enrichment, and lifelong learning. Offerings include business, technology, creative arts, culinary skills, languages, health and wellness, and other areas of community interest. Programming uses College classrooms, studios, and other instructional spaces, supplemented by online offerings and community partnerships.

The Fire School has 15 staff members, including a Director, supported by a network of instructors and evaluators. The department provides entry-level and advanced training, continuing education, and professional certification for volunteer and career firefighters, emergency responders, and industrial safety personnel. It oversees training operations at the Bucks County Public Safety Training Center in Doylestown and the Lower Bucks Public Safety Training Center in Croydon. Training is also conducted across the State and at US based and international DOD bases. Facilities include classrooms, live-fire training structures, and specialized equipment and props for practical emergency-response instruction. Programs include Basic and Advanced Fire Academies, hazardous materials, rescue, fire officer and instructor development, industrial safety, and high school firefighter training. The department supports approximately 25,000 training participations annually and maintains Pro Board accreditation across 57 certification levels.

The Municipal Police Academy is a developing program scheduled to launch in 2027 and has two staff positions: a Director and one Specialized Support staff member. The Academy will provide Act 120 basic municipal police training in alignment with requirements of the Pennsylvania Municipal Police Officers’ Education and Training Commission (MPOETC). Instruction will combine classroom learning, practical skills, scenario-based exercises, firearms training, and physical fitness preparation. Oversight includes regulatory compliance, staffing, enrollment, budgets, specialized instructional facilities, secure equipment storage, and partnerships with law enforcement agencies. Initial planning anticipates two cohorts annually.
