The Fraud Ops Intermed Analyst is a senior level positions responsible for contributing to the development of fraud management policies, processes and procedures to minimize the impact of fraud in coordination with the Operations - Services team. The overall objective of this role is to manage fraud losses by ensuring analysts make appropriate decisions using risk/reward balance methodology.

The Risk and Control Officer for Fraud and Authorization will play a pivotal role in safeguarding Citi's financial integrity. This strategic position demands a visionary leader to develop, implement, and continuously enhance our fraud risk management framework.  This individual will spearhead initiatives to proactively identify, rigorously assess, and effectively mitigate complex fraud risks, ensuring the deployment of robust controls. Responsibilities will include the timely review of quality program by monitoring transactions and call quality, identifying gaps and improvement opportunities and provide timely feedback to line managers, insightful analysis, and decisive escalation of unusual activity, all while upholding strict adherence to internal policies and external standards.  Key focus will be on critical processes such as fraud and authorization quality review ensuring full compliance and audit requirements.  Beyond technical expertise, this individual will serve as a trusted subject matter expert, mentoring team members and fostering collaborative partnerships across the organization to fortify our defenses against both internal and external fraud threats.

Key Responsibilities:

Strategic Leadership & Program Management:

  • Lead the design, implementation, and continuous improvement of the Fraud Risk Management framework and procedures within the Fraud and Authorization department, especially establishing robust control frameworks to govern and safeguard high-value activities for Ultra-High-Net-Worth customers.
  • Develop and execute strategies to proactively identify, assess, and mitigate emerging fraud risks across all business activities.
  • Drive the integration of fraud risk management best practices into daily operations and new processes development.
  • Act as a primary point of contact and subject matter expert for all fraud risk and control matters within the department.
  • Mentor and guide team members, fostering a culture of strong risk awareness and control effectiveness.

Risk Assessment & Control Implementation:

  • Conduct advanced fraud risk assessments, including scenario analysis and impact assessments, to identify vulnerabilities and potential loss exposures.
  • Design, implement, and monitor effective fraud controls, ensuring they are aligned with global policies, regulatory requirements, and industry best practices.
  • Oversee the execution of the Manager's Control Assessment (MCA) for fraud-related processes, ensuring thoroughness and accuracy.
  • Lead Root Cause Analysis (RCA) for significant control breaches incidents, identifying systemic weaknesses and implementing corrective actions.
  • Ensure adherence to the relevant policies and standards, driving the dissemination of insights and preventing recurrence of control breaches incident.
  • Manage non-conformances with the Fraud Risk Management Policy and Standard, developing and tracking remediation plans.
  • Ensure the flawless execution of Continuity of Business tasks, thereby guaranteeing zero impact on ongoing business activities.
  • Maintain robust security posture by consistently reviewing and updating the entitlement and security matrix.
  • Oversee the governance of End-User Computing (EUC) and macro environments, ensuring compliance with established standards.

Data Analysis & Reporting:

  • Develop and maintain comprehensive fraud risk controls framework to monitor the effectiveness of controls.
  • Prepare detailed reports and presentations on fraud risk posture, control effectiveness, and incident analysis for senior management and relevant committees.
  • Ensure the integrity, accuracy, and completeness of fraud risk-related data, overseeing data quality initiatives.

Stakeholder Engagement & Collaboration:

  • Collaborate extensively with internal audit, compliance, legal, technology, and business units to ensure a holistic approach to fraud risk management.
  • Represent the Fraud and Authorization department in cross-functional projects and initiatives related to risk and control.
  • Engage with stakeholders and regulators on fraud risk matters as required.
  • Provide expert guidance and support during independent assurance reviews with stakeholders.

Policy & Training:

  • Ensure all team members complete mandatory fraud awareness training and any additional role-specific training.

Competence:

Knowledge/Experience/Qualifications:

  • Bachelor's degree in Finance, Risk Management, Business Administration, or a related field. Master's degree or relevant professional certifications (e.g., CFE, FRM) preferred.
  • Extensive experience in fraud risk management, risk and controls, or operational risk within a financial services environment, with a focus on fraud and authorization.
  • Proven track record of leading and implementing complex risk and control initiatives.
  • Strong analytical skills with the ability to interpret complex data, identify trends, and draw actionable conclusions.
  • Excellent communication, presentation, and interpersonal skills, with the ability to influence and collaborate effectively with all levels of the organization.
  • In-depth knowledge of fraud typologies, prevention techniques, risk and control framework and industry best practices.
  • Familiarity with regulatory requirements and compliance standards related to fraud risk management.
