**CONTINGENT UPON CONTRACT AWARD**

Location: Washington DC (Hybrid)
Position: Lead Architecture Technician

Overview: ITC Defense is seeking a Lead Architecture Technician to support the United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC). This position supports the development, analysis, maintenance, and management of Solution and Reference Architecture products that enable the planning, engineering, modernization, and sustainment of Coast Guard C5I systems and services.

Working closely with Government personnel, systems engineers, and technical stakeholders, the Lead Architecture Technician leads a small team responsible for developing and maintaining As-Is and To-Be Solution Architectures, supporting architecture baseline analysis, integrating architecture with requirements, and maintaining Security and Information Delivery Infrastructure Reference (SIDIR) Architectures. This position provides technical leadership, ensures architecture products comply with applicable Coast Guard Enterprise Architecture (CGEA) guidance, DoDAF/DM2 standards, and Systems Engineering Life Cycle (SELC) processes, and supports both baseline and surge requirements.

Responsibilities:
  • Lead and coordinate a small team performing Solution and Reference Architecture development, analysis, management, and maintenance activities.
  • Collaborate with Government personnel, systems engineers, technical leads, and stakeholders to develop and maintain architecture products supporting Coast Guard C5I systems.
  • Develop and maintain As-Is and To-Be Solution Architectures in accordance with the Coast Guard Enterprise Architecture (CGEA) Practice Manual.
  • Develop architecture products using TEARS/Cameo and other Government-approved architecture repositories and modeling environments.
  • Analyze engineering documentation, system requirements, technical manuals, and design artifacts to develop and maintain architecture products.
  • Develop architecture products in accordance with DoDAF, DM2, CGEA, and applicable C5ISC Systems Engineering Life Cycle (SELC) and Change Management policies.
  • Analyze and update functional and allocated architecture and requirements baselines as engineering changes occur.
  • Integrate architecture products with requirements maintained in Government Requirements Management Systems, including Launch Pad and other approved repositories.
  • Develop, maintain, and update Security and Information Delivery Infrastructure Reference (SIDIR) Architectures supporting Endpoint Device, Communications, Computing Nodes, and Security Infrastructure.
  • Develop architecture reports, technical documentation, templates, and other supporting deliverables.
  • Provide technical guidance, quality assurance, and mentoring to architecture team members.
  • Communicate architecture status, risks, issues, recommendations, and project progress to Government stakeholders and project leadership.
  • Prepare project status reports, level-of-effort estimates, and technical briefings.
  • Participate in on-site and virtual technical meetings, engineering reviews, Integrated Product Teams (IPTs), and working groups.
  • Travel within CONUS as required to support customer meetings and program execution.
  • Perform other duties as assigned.
Minimum  Qualifications
  • Associate degree in Engineering, Information Technology, Computer Science, Business, or another related technical discipline, or an equivalent combination of education and directly related experience.
  • Minimum of five (5) years of experience supporting Enterprise, Solution, or Reference Architecture development, analysis, management, or maintenance activities.
  • Minimum of two (2) years of experience leading technical teams or coordinating architecture or engineering efforts.
  • Demonstrated proficiency developing and maintaining Enterprise, Solution, and Reference Architecture products.
  • Experience developing and maintaining Solution Architecture and architecture baseline products.
  • Experience using System Architect, Cameo, TEARS, or comparable enterprise architecture modeling tools.
  • Working knowledge of DoDAF, DM2, architecture repositories, and configuration management principles.
  • Experience collaborating with Government customers, engineers, and technical stakeholders.
  • Strong written and verbal communication skills with the ability to develop technical documentation, reports, and briefings.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint) and Adobe Acrobat.
  • Ability to work effectively in a hybrid work environment supporting both on-site and remote activities.
  • Ability to travel within CONUS as required.
  • Active U.S. Government SECRET security clearance.
  • U.S. Citizenship required.
Preferred  Qualifications
  • Bachelor's degree in Engineering, Computer Science, Information Technology, Systems Engineering, or another related technical discipline.
  • Experience supporting the U.S. Coast Guard, Department of Homeland Security, or other Federal Government organizations.
  • Experience supporting Coast Guard Systems Engineering Life Cycle (SELC) activities.
  • Experience developing architecture products using TEARS/Cameo in accordance with the Coast Guard Enterprise Architecture (CGEA) Practice Manual.
  • Experience supporting architecture repositories and enterprise architecture governance activities.
  • Experience integrating architecture products with requirements management systems such as Launch Pad or HP Quality Center.
  • Familiarity with Model-Based Systems Engineering (MBSE), UML, or SysML.
  • Professional certification such as TOGAF, INCOSE ASEP/CSEP, PMP, or other architecture or systems engineering certification.

For individuals assigned and/or hired to work in District of Columbia, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and considers the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $130,000 - $160,000 annually. You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
