About the Position
We are seeking a Human Resources Management Specialist to provide professional human resources support within our Human Resources unit in our Finance & Grants division. This position is located in the Will Rogers Memorial Building in Oklahoma City, Oklahoma. The annual salary for this position is up to $60,000.00, based on education and experience.
This position is a regular, full-time position governed by the Oklahoma Civil Service system and subject to the Civil Service and Human Capital Modernization Act. Employment in this role is covered by applicable Civil Service Rules, policies, and procedures.
This position is subject to a required 12-month trial period, during which performance, conduct, and overall suitability for continued employment will be evaluated in accordance with Civil Service Rules.
Position Summary
Under the direction of the Human Resources Director, the Human Resources Management Specialist performs professional human resources administration activities supporting the agency's workforce throughout the employee lifecycle. This position serves as the agency's primary operational human resources professional responsible for executing daily HR functions including recruitment, onboarding, personnel transactions, employee records administration, benefits and leave administration, payroll coordination, recruitment administration, HR compliance, and customer service.
The Human Resources Management Specialist independently administers routine human resources programs while ensuring compliance with the Oklahoma Personnel Act, Civil Service & Human Capital Modernization Act Rules, agency policies, and applicable federal employment laws. The position serves as the primary point of contact for employees and managers regarding day-to-day human resources matters while supporting the Human Resources Director in organizational development initiatives, policy implementation, workforce planning, training programs, classification studies, performance management, and continuous improvement efforts.

- Human Resources Operations & Employee Lifecycle Administration: Administer day-to-day human resources operations supporting employees throughout the employment lifecycle.
- Benefits, Leave & Payroll Administration: Administer employee benefits, leave programs, payroll coordination, and related human resources processes.
- Recruitment & Talent Acquisition Administration: Coordinate agency recruitment activities supporting timely and effective hiring.
- Human Resources Compliance, Records & Reporting: Maintain compliant human resources records and support agency compliance with personnel laws, regulations, and policies.
- Employee Support & Human Resources Customer Service: Provide professional human resources guidance and customer service to employees and managers.
- Human Resources Systems, Training & Continuous Improvement: Support efficient human resources operations through technology, documentation, and process improvement.
Education and Experience
Education and Experience requirements at this level consist of a bachelor’s degree; or four years of technical human resources management experience; or an equivalent combination of education and experience.

Preferences
Preference may be given to candidates who possess:
- Public sector human resources experience
- Oklahoma State Government HR experience
- Experience using Workday HRIS
- Experience administering FMLA, benefits, leave, and personnel transactions
- Experience with recruitment and onboarding
- PSHRA-CP, PHR, or SHRM-CP professional HR certification
- Experience with Microsoft 365 automation and SharePoint
- Experience supporting emergency management, public safety, or other governmental organizations
- Experience coordinating travel for state agencies
Other Relevant Information
OEM follows a monthly payroll schedule in accordance with the State of Oklahoma payroll system. Employees of OEM are paid once per month.
