Torch Technologies has an exciting opportunity for a Program Manager, Journeyman located Kettering, OH (Dayton/WPAFB area) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate (BES), the Weapon System Management Information System (WSMIS) is a suite of standard automated AF Decision and Operational Support Tools used to assess the logistics health and capability of AF weapon systems (F-35, F22, F-15, F-16, A-10, C-130, C-17, C-5, etc.) to meet wartime tasking. WSMIS is comprised of five subsystems; Requirements/Execution Availability Logistics Module (REALM), Sustainability Assessment Module (SAM) Classified and Unclassified, Propulsion Requirements System (PRS) Classified, Execution & Prioritization of Repairs Support System (EXPRESS) Classified and Unclassified. REALM supports the annual review and computation of over $5B in spare parts to populate deployable Readiness Spares Packages (RSPs) in support of AF combat flying units in wartime. SAM assesses RSPs with planned wartime contingency flying rates (War Mobilization Plan) using current on-hand assets from the Standard Base Supply System to determine true combat capability against computed (authorized) asset levels. SAM provides the rates and factors necessary for EXPRESS to determine repair prioritization and distribution at the repair centers (ALCs) to ensure the right mix of spares are being repaired to support the warfighter. PRS supports the annual engine computation to determine the correct mix of whole engines to support AF weapon systems. Tracker provides supply, transportation, acquisition and maintenance data with the primary focus of pipeline performance analysis. Tracker allows individual requisitions/shipments to be tracked via the Web with emphasis on flight line, baselevel requirements. EXPRESS supports the Depot Repair Enhancement Program (DREP) and Agile Logistics efforts. EXPRESS provides a single, integrated, centralized priority list of all AF repair requirements at all ALCs, determines the ability of existing resources to support repair actions, and provides the data and mechanism to move items into repair.

  

As a Program Manager, Journeyman your duties will include the following, but are not limited to:  

  • Knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoWI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoW and the Air Force

  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs; 

  • Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action; 

  • Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans; 

  • Abilities to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment; 

  • Abilities to formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives; 

  • Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Report (MAR); 

  • Abilities to support program management reviews, senior level meeting/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews; and, 

  • Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management. 

Required Qualifications:

  • U.S. Citizenship

  • Bachelor’s or Master’s Degree in a related field and at least three years of experience in the respective technical/professional discipline being performed, three of which must be in the DoW, OR 

  • Seven years of directly related experience with proper certifications, five of which must be in the DoW. 

  • Must be proficient with MS Office applications (Word, PowerPoint, Project, Excel, Outlook, etc.) 

  • Must be familiar with using MS Teams and MS SharePoint for project collaboration. 

  • Candidate must possess and be able to maintain a T1/NACI 

 

Preferred Qualifications: 

  • PMI Certified Program Management Professional (PMP) 

  • A working understanding of Agile Development is desired 

  • Familiarity with Atlassian Tools; Jira and Confluence is desired. 

  • Prior experience with DoW Acquisition programs under DoW 5000.02 or 5000.75 policy is desired.
