Summary: Under the direct supervision of the Program Manager, the Court Compliance Officer will provide oversight for misdemeanor DWI, alcohol/substance involved domestic violence, and other misdemeanor cases which are deemed appropriate by program guidelines and as assigned for supervision by Magistrate and District Courts. Court Compliance Officers attend court hearings, prepare status reports and probation violations as need to keep offenders in compliance and work closely with the Courts, Enforcement Agencies, Treatment Providers, and other community partners providing services that support client completion of sanctions and that are aimed at reducing recidivism. Essential Duties and Responsibilities: The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Track documentation and enter data on a software program. Must maintain confidentiality policies and be familiar with HIPPA regulations. Provide and promote program information to the community. Must maintain a working knowledge of program plans, policies and performance standards. 
Administer state-approved assessments, attend court proceedings, obtain Judgement and Sentence documents from the courts, maintain database up to date, provide referrals to DWI School and treatment providers. Court Compliance Officers must possess excellent communication skills written and verbal and are required to complete Compliance Officer Basic Training within one year of hire and attend ongoing trainings to support continuous professional growth and development and CEU requirements for Compliance Officer position. Court Compliance Officer must adhere to the NM State Misdemeanor Compliance Program Guidelines. Conducts daily client probation appointments, which includes urinalysis and breathalyzer testing, updating telephone and address changes; advises clients of upcoming deadlines; monitors compliance with treatment; receives payments; makes probation progress notes; and schedules monthly probation appointments.
Completes a variety of paperwork and reports including positive urinalysis reports, notice of court appearance, completion of community service, ignition interlock reports, treatment compliance and noncompliance, certificates of completion such as DWI school, Victims Impact Panel, completion of community service, donations, restitution, and requesting court documents. Communicates daily to respond to inquiries and questions and provide information via telephone, voice message, e-mail and written correspondence; attends a variety of meetings including staff meetings, committee meetings and other special meetings to exchange information, network, and discuss relevant issues and concerns; attends training sessions to maintain knowledge and skills related to work performed.

Supervision: Works under the direct supervision of the DWI/Misdemeanor Compliance Program Manager.
Supervisory Responsibilities: Supervises no one.Minimum Qualification Standards
  1. Education, Certification and Experience 
  • Must be able to pass a background investigation including work history, character, honesty, integrity, criminal record, and driving record. 
  • Must have a valid driver’s license. 
  • Associate degree and two years of experience in the judiciary, in a criminal justice position or in counseling. Relevant education may substitute for experience and relevant experience may substitute for education at a rate of 30 semester hours equating to one year of full-time work experience. Knowledge of approved principles and practices of law enforcement and applicable laws and ordinances. (preferred) 
  • Completion of the preapproved Court Officer Basic Training course within one year of hire
Language Skills:
Must possess strong oral and written communication skills, must possess innovative thinking, facilitation and consensus building skills. Ability to communicate effectively in English in both verbal and written format. Bi-lingual in English and Spanish is preferred. Must possess the skill to read, analyze and interpret general business periodicals, professional journals, technical procedures, and governmental relations. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports, business correspondence. Ability to communicate effectively in writing and orally including large group presentation. 
Knowledge:
Knowledge of health issues and local community needs. Knowledge of leadership and organizational skills and the ability to analyze and present data and program information. Knowledge to operate computer, with experience using MS Office programs for word processing, spreadsheets and databases. 
Ability:
Ability to interact with clients, court personnel, law enforcement, and various other people within the community. Ability to exercise independent judgment and initiative with minimal supervision. Ability to develop and meet goals, organizing resources and establishing priorities. Ability to display dependability, attendance, punctuality and commitment to do the job right. Ability to work as a team player and be willing to deliver superior customer service to both internal and external customers. Ability to work independently; to analyze and evaluate investigative materials; to communicate and interview effectively both orally and in writing; to prioritize workload; to work in a stressful environment; operate a computer; be persuasive, assertive and empathetic to people from various populations; and maintain confidentiality. Ability to establish and maintain effective working relationships with fellow employees and other agencies. Observe drug testing on a random basis through breath test, saliva test or urine analysis.
Physical Demands:
Must be able to operate a variety of standard office equipment which includes motor vehicle, computer, calculator, telephone, cell phone, fax machine, copier and projector. Employee is frequently required to sit, speak and hear, use fingers and hands to handle or feel objects, tools, or controls. Ability to participate in regular kneeling, stooping, bending, crouching, crawling and sitting on the floor and standing for long periods of time. Required to reach with hands and arms, climb and balance. Vision requirements include the ability to read routine documents and use a computer. Specific vision abilities required by this job include close vision, color vision, depth perception and the ability to adjust focus. Ability to occasionally lift up to 50 lbs.
Travel & Transportation:
Must have dependable transportation and auto insurance to get to and from work.   Must be able to travel to out-of-town meetings and trainings on occasion and some weekends, if required. Must possess and be able to maintain a valid New Mexico Driver’s License. 
Work Environment:
Work performed inside is usually under typical office conditions. The noise level in the work environment includes background noise, depending on the activity level within the office.  Work performed outside of the office is usually in the clients’ home setting and requires travel to various locations.  Also includes general hazards surrounding home visitation. Ability to effectively work with and inform County officials, employees, citizens’ boards and the general public. Ability to earn and maintain the respect of co-workers and clients. Ability to plan, initiate and coordinate with staff needs of the client and/or their families.
