Purpose and Scope:
The Energy Specialist is to provide shall serve as the Base Energy Manager (BEM) and primary point of contact for energy program-related inquiries and shall facilitate communication between relevant stakeholders, providing comprehensive energy program support services as required by the contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.
Essential Responsibilities:
Provide establish an energy awareness program to reduce personal and technological energy consumption through conservation and waste minimization. Provide activities dedicated to achieving current federally mandated energy and water resilience objectives goals without degrading operational readiness or mission accomplishment.
Promote the use of renewable energy, new technology, and engineering methods to reduce utility input requirements and maximize the use of high efficiency products. Will recommend utilities management processes to produce, treat, distribute, collect, and transmit energy.
Provide energy use and allocation data to support the Energy Management Program in NexGen IT as required. Recommend changes in patterns of consumption to minimize utility costs and usage.
Develop, coordinate, and implement utility management measures related to building heating and cooling, electrical usage and water conservation by working directly with the Heating, Ventilation, Air Conditioning (HVAC), Environmental Management Control System (EMCS), Facilities, Utilities, and Operations Engineering Sections to plan, organize, direct, and implement utility resilience and management programs to reduce energy consumption and determine the most efficient and sustainable systems for use and installation.
Review and comment on project designs to confirm that energy conservation measures are included and to ensure maximum resource efficiency and sustainability.

Establish an energy awareness program to reduce personal and technological energy consumption through conservation and waste minimization. Provide activities dedicated to achieving current federally mandated energy and water resilience objectives goals without degrading operational readiness or mission accomplishment.
Promote the use of renewable energy, new technology, and engineering methods to reduce utility input requirements and maximize the use of high efficiency products. Recommend utilities management processes to produce, treat, distribute, collect, and transmit energy.
Provide energy use and allocation data to support the Energy Management Program in NexGen IT each month with zero (0) discrepancies. Track and verify energy reduction with data from monthly utility bills, meter reading, and data gathered in NexGen IT. Benchmark energy consumption against best practice guidelines.

Minimum Position Knowledge, Skills and Abilities Required:
Bachelor’s degree in mechanical engineering, electrical engineering, or a related field with at least four (4) years’ experience in Energy Management and shall be a current Certified Energy Manager (CEM), certified by the Association of Energy Engineers (AEE).
Must have knowledge of principles of planning, energy program and other administrative duties.
NexGen IT experience preferred.
High school diploma or equivalent training/experience.
Must be a USN to fill this position.
Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance.
Possess a valid state issued driver’s license or international driver’s license and passport.
Ability to read and write English is required.

Strong ability to work as a member of a diverse, dynamic team.
Outstanding problem-solving skills and sound judgment.
Prior overseas government contracting experience preferred.
Work Environment, Physical Demands, and Mental Demands:
Working conditions at the assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
