Le Chef de projet Ingénierie gère le périmètre technique des projets de service afin de fournir la meilleure solution technique, tout en respectant le budget et le planning.

Son rôle principal est d'assurer une coordination technique étroite avec toutes les parties prenantes : les départements d'ingénierie (COE), les autres fonctions (Achats, Gestion de projet, C&C, Qualité, Fabrication) et le client. Il est responsable de l'intégralité du périmètre technique du contrat et constitue le point de contact principal pour tous les sujets techniques liés à l'ingénierie. Dans le cadre de ses fonctions, le candidat gérera principalement des projets en France et au Benelux, mais pourra également participer à d'autres projets en Europe.

Job Description

Responsabilités Essentielles

Phase ITO (Appels d'offres) :

• Coordonner les différents COE impliqués en partenariat avec l'équipe technique des appels d'offres afin de livrer les éléments d'ingénierie (coûts, planning, description technique, liste des écarts, risques et opportunités, etc.) pour les appels d'offres de service (TX D, E et petits rétrofits).
• Une fois le contrat remporté, le PEM gère généralement l'exécution du projet sur lequel il a travaillé lors de la phase d'appel d'offres.

Phase OTR (Exécution) :

• Récupérer toutes les informations nécessaires depuis la phase d'appel d'offres grâce à des réunions de transfert structurées. Avec le développement des compétences, cette partie inclut une interaction directe et des contributions dès la phase d'appel d'offres.
• Identifier les besoins du client et garantir leur satisfaction.
• Traduire les besoins d'ingénierie pour les COE (exigences client, interfaces, planning, performance, fiabilité et coûts) conformément au périmètre vendu et assurer un suivi continu tout au long du projet.
• Être le point de contact unique pour tous les sujets liés à l'ingénierie du projet vis-à-vis de toutes les parties prenantes.
• Coordonner et contrôler les interfaces entre les équipes internes, le client et les partenaires, tel que défini dans la matrice d'interfaces (DOW - Division of Work).
• Définir les alternatives et optimisations possibles en phase de conception pouvant impacter le design, les approvisionnements ou les activités sur site, selon la stratégie définie par les fonctions Projets de Service et Supply Chain.
• Livrer les spécifications et les données d'interface aux partenaires (systèmes, turbines, générateurs, génie civil).
• Recevoir et coordonner tous les retours techniques vers les autres parties prenantes (conception, site, client), du début de la conception de base jusqu'à l'acceptation finale du produit, y compris les informations "As Built" (telles que construites). Sert d'interface interne/externe.
• Accepter ou rejeter les changements en cas d'écart par rapport aux exigences client ; gérer les modifications et émettre des ordres de changement (Change Orders).
• Accepter ou rejeter les changements en cas d'écart par rapport aux normes GE en étroite coordination avec les titulaires des titres contrôlés (Controlled Title Holders).
• Participer aux réunions de revue de projet.
• Responsable du suivi des KPI d'ingénierie au sein de son/ses projet(s).
• Responsable des résultats du projet et capable de rendre compte mensuellement de l'état d'avancement de l'ingénierie (Planning, Risques & Opportunités, Budget, mise à jour Gridfusion).
• Coordonner le support aux activités sur site avec les COE.
• Gérer les Retours d'Expérience (REX) des projets.

Qualifications / Exigences

• Diplôme d'ingénieur (Bac+5 ou équivalent) d'une université ou école accréditée avec 3 ans d'expérience pertinente.
• Expérience en calcul électrique et conception mécanique.
• Expérience en gestion de projets techniques.
• Expérience en fabrication (assemblages en atelier, fonderie, bobinage, soudage, usinage...).
• Expérience dans la gestion d'activités multitâches en environnement multiculturel.
• Maîtrise courante de l'anglais et du français.

Essential Responsibilities

• In ITO (tendering phase)
  • Coordinate the different COE involved in partnership with Technical Tendering Team in order to deliver the engineering ouput for tender ( Cost, Planning, Technical description, Deviation list, Risk and Opportunity,…)  for service Tender ( TX D,E and Small retrofit)
  • Once awarded, PEM is usually managing the project execution on which he tendered.
• In OTR ( Execution phase):
  • Responsible to gather all the required information from the Tender phase through structured hand-over meeting. With growing skills, this part includes direct interaction and contributions in Tender phase.
  • Responsible to identify the customer requirements and to ensure their fulfillment.
  • Responsible to translate the engineering input to the CoE for the project including the client requirements, the interfaces, the planning, the performance, reliability and cost as per his/her as sold scope, and to continuously guide as per project progress.
  • Being the single point of contact for all project Engineering related topics toward all stakeholders
  • Coordinate and control the interfaces among internal, customer, partners as defined in the interface matrix (DOW).
  • Define the alternative and the possible optimization at design stage that can impact the design, the supplies or site activities as per the strategy defined by the Services Project and Supply Chain functions.
  • Deliver specifications, interface data to partners, (system, turbines, generators and civil engineers,).
  • Receive and coordinate all technical input and feedback to the other parties in the process (design, site, and customer) from start of Basic Design until Final acceptance of Product and including the As Built information. Acts as the internal / external interface.
  • Accept or reject the change in case of deviations from customers requirement and manages changes and issue change orders.
  • Accept or reject the change in case of deviations from GE standards requirement and manages changes and issue change orders in full coordination with Controlled Title Holders.
  • Participate in the project review meetings.
  • Responsible of monitoring Engineering KPI within his/her projet(s)
  • Accountable on project results and able to report on a monthly basis Engineering project status (Schedule, R&O, Budget, Gridfusion update)
  • Coordinate support for site activities with CoEs. 
  • Manage Feedback of Experience of projects.

• Bachelor's Degree from an accredited university or college in Engineering with 3 years of relevant experience
• Background / Experience in electrical calculation and mechanical design
• Experience in technical Project Management
• Experience in Manufacturing (workshop assemblies, casting, winding, Welding, Machining…)
• Experience in Managing a multitasking activity in multicultural environment
• Fluent in English
• Fluent in French
