Agile Scrum Master/Technical Program Manager

Overview

LMI is seeking an Agile Scrum Master/Technical Program Manager to lead rapid discovery, intake, experimentation, proof-of-concept delivery, and evidence-based decision flow for Department of Veterans Affairs (VA) modernization initiatives. This role manages a fast-moving mix of technical and non-technical work and is intentionally broader than a software-only Scrum Master position.

 

This position follows a hybrid work model, with an expectation of approximately 25% onsite presence at LMI’s Tysons headquarters or Washington, DC.

 

This individual should be comfortable leading work when the problem, solution, data, ownership, or value proposition is still being clarified. Rather than forcing early ideas into a rigid delivery process, the lead will define lightweight decision criteria, test assumptions quickly, and make it easy for stakeholders to decide whether an initiative should advance, change direction, pause, or stop.

 

The position is best suited to a delivery leader who understands how to create speed through focus and evidence. That includes protecting team capacity, limiting work in progress, making constraints visible, and ensuring experiments produce reusable findings and clear next-step recommendations.

 

The lead should create an environment where stopping or redirecting weak ideas is considered a successful outcome when the evidence supports it. Strong candidates will be comfortable documenting what was learned, preserving useful assets, and preventing teams from carrying unresolved assumptions into later delivery stages.

 

The ideal candidate brings structure to ambiguity, manages work-in-progress and capacity, coordinates decision points, and moves ideas from intake to evidence-based disposition without over-engineering early work.

Responsibilities

• Manage intake, prioritization, backlog flow, work-in-progress, and delivery cadence for rapid-turn initiatives. 
• Coordinate discovery, experiments, prototypes, proof-of-concepts, decision points, and handoffs.
• Track cycle time, throughput, backlog aging, blockers, dependencies, and available capacity.
• Bring HCD, clinical, data, architecture, engineering, governance, security, change, and QA specialists into work at the right time.
• Facilitate planning, refinement, reviews, retrospectives, and decision sessions for mixed innovation work. 
• Keep evidence, assumptions, risks, ownership, and technical feasibility visible before work advances.
• Promote reuse and configuration before custom development and capture reusable lessons for future VA initiatives.
• Provide concise status, capacity, risk, and demand inputs for program reporting.
• Design and operate a transparent intake and triage process that captures the problem, intended user, expected value, constraints, ownership, and immediate evidence needs for new requests. 
• Define lightweight experiment plans, hypotheses, success measures, exit criteria, timeboxes, and decision check points appropriate to the maturity and risk of each initiative. 
• Forecast near-term specialist demand and capacity, sequence shared resources across concurrent efforts, and surface resource conflicts before they stall progress.
• Ensure promising concepts leave rapid discovery with clear evidence, documented assumptions, reusable artifacts, ownership, and an appropriate path into further design, implementation, or sustainment. 
• Create concise decision packages for major checkpoints that summarize the hypothesis, evidence gathered, user feedback, technical findings, risks, cost or effort implications, and recommended next action. 
• Maintain a reusable record of experiments, patterns, decisions, and lessons learned so future teams can build on prior work rather than repeat the same discovery. 

Qualifications

• Bachelor's degree in business, information technology, engineering, product management, or a related field; equivalent experience may be considered.
• 8+ years in Agile delivery, technical program management, innovation delivery, product operations, or related work.
• Experience managing intake pipelines, experiments, prototypes, or rapidly changing portfolios beyond standard sprint administration.
• Strong backlog, dependency, capacity, flow-metric, facilitation, and stakeholder-management skills.
• Recommended certification: CSM, PSM, PMI-ACP, SAFe, or comparable Agile delivery credential.
• Ability to satisfy VA personnel vetting and applicable security, privacy, records, and data-handling requirements.
• Demonstratedability to apply Agile, Lean, Kanban, or product-delivery practices outside a conventional software sprint model and tailor the method to exploratory work. 
• Experience using flow measures such as cycle time, throughput, work-in-progress, blocked time, and backlog aging to diagnose constraints and improve delivery performance.
• Strong workshop leadership and decision-facilitation skills with senior business, mission, technical, and government stakeholders who may begin with different assumptions or priorities.
• Experience partnering with product, HCD/UX, data, engineering, architecture, security, and domain specialists to structure discovery without taking over their subject-matter responsibilities.
• Ability to turn ambiguous requests into clear next steps, decision questions, owners, timeboxes, and evidence needs whilemaintaininga lightweight operating cadence.

Desired Qualifications

 

• 10+ years coordinating multidisciplinary federal modernization, innovation, data, or product-delivery work.
• Experience with rapid prototyping, automation, low-code/no-code, HCD research, or measurement-driven pilots.
• Advanced use of Jira, Azure DevOps, Kanban analytics, or comparable portfolio-flow tooling.
• Additionalcertification in product management, Lean, design thinking, or technical program management is preferred.
• Experience in innovation labs, rapid capability development, service design, research-to-prototype environments, or other settings where teams must learn quickly before committing to full implementation.
• Technical fluency in data, automation, AI-enabled capabilities, APIs, cloud, or low-code platforms sufficient to recognize common feasibility and dependency questions early.
• Experiencefacilitatingdemonstrations, discovery reviews, innovation showcases, or executive decision sessions where the objective is learning and disposition rather than feature delivery. 
• Product discovery, design-thinking, Lean Startup, service-design, or innovation-management training is useful when paired with strong delivery discipline.

Target salary range: $145,000-$185,000
