Social Services Supervisor (Child Support Enforcement Division)

The first supervisory class works under general direction and requires thorough knowledge of project/program management, Ohio Revised Code, supervisory principles and techniques, departmental and governmental relations, policy and procedures. Provides supervision to assigned staff in the provision and administration of social service programs.

Under the general supervision of the Administrator, conducts enforcement activity and investigations on agency cases ensuring IV-D regulations, federal, state and local laws are complied with.  Represents Child Support Enforcement Agency in court hearings; assists in public inquires and correspondence; reviews and gathers information and makes referrals and transfers cases when applicable; completes financial audits; conducts administrative hearings.  Directly supervises support enforcement specialists.  Responsible for activities: administrative and court paternity establishment, administrative court orders (including enforcement and modification) of support and medical orders, enforcement of court orders including administrative review & adjustments and UIFSA interstate case actions. Represent CSEA at court hearings and administrative hearings and is responsible for follow up activity related to such hearings.  Reviews cases involving difficult and unusual circumstances.  Responsible for preparing management reports and maintaining statistical data.  

May serve as an Administrative Hearing Officer.  Hearings include but are not limited to support and medical orders; review & adjustment; re-directs; terminations; and mistake of fact.  All hearings shall be conducted pursuant to procedures established in federal, state, and local law.  Prepares recommendations.  Attends court hearings on objections to administrative hearing decisions.  May also attend felony and criminal non-support hearings.  

Directs and coordinates staff to ensure compliance with ODJFS policies and procedures regarding the child support enforcement program and applicable federal, state, and local policies and laws.  Maintains and evaluates the operation of the assigned unit to ensure proper training is provided to new employees and ongoing training and instructions provided for existing staff.  Responsible for supervision, evaluation, training, and technical guidance to assigned subordinate staff.  Approves leave requests, initiates and signs evaluations, and recommends or initiates appropriate disciplinary action.  Interviews job applicants and makes recommendations for hire.   May cover caseload duties.

Performs other related duties as assigned by the Administrator and/or Director.

Completion of core course work for Bachelor's Degree in Social Work or closely related field; 36 mos. experience in Social Services; 12 months experience in lead work as a supervisor; valid Ohio Driver's License.
