The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
Under general direction of the Assistant Superintendent/Vice President of Administrative Services, or designee, the Budget and Fiscal Analyst plans, organizes, and coordinates the District’s Budget development, reporting, and training. The Budget and Fiscal Analyst manages the day to day budget activity and provides specialized functions in the District’s annual budget development process including analyzing trends, projecting expenses, monitoring expenditures, and recommending adjustments. In coordination with the District Business Office and Director of Business Services, the Budget and Fiscal Analyst approves and processes budget transfers and analyzes the impact on the overall budget. The Budget and Fiscal Analyst develops and implements training with District staff on the budget development and management process. The Budget and Fiscal Analyst supports the contract review process. This job class is overtime exempt, and requires effective organization, problem-solving, and decision-making skills.
CLASSIFICATION: Range 30 on the Administrative Confidential Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00 p.m., Monday through Friday.
SUPERVISOR: Assistant Superintendent/Vice President of Administrative Services or designee.
Essential Functions:- Under direction of the Assistant Superintendent/Vice President of Administrative Services, plans, organizes, and coordinates budget development and analysis of the District Budget, ensuring compliance with state and federal regulations and reporting requirements.
- Maintains, develops and implements training for District staff for budget development and ongoing budget management.
- Coordinates with the District Business Office on all required budget reporting to the Chancellor’s office, external auditors, and others as required.
- Provides analysis of budget trends and proposed changes to the budget for all funds.
- Working within the Budget and Accounting Manual guidelines, manages day to day budget transfers, augments, and recommends general ledger account structure for new funding.
- Coordinates with grant and budget managers at the department level to analyze new funding and implement the budget.
Makes recommendations on expenditures and purchasing as it relates to appropriate budget and reporting protocol for all District departments and divisions. - Analyzes, prepares, and reviews data for financial reports; prepares and monitors development of required reports; analyzes monthly budget to actual reports; prepares budget transfers for District managed accounts; reviews, approves, and posts budget transfers prepared by others; and assists in technical functions to close books at the District’s fiscal year end.
- Prepares monthly budget to actual reports for administration and the Board of Trustees.
- Analyzes and recommends technology and automation applications to increase efficiency, effectiveness, and security of District financial operations.
- Serves as a resource to administration and district employees to provide information, research, and resolve issues related to budget management.
- Plans and organizes tasks for maximum effectiveness and efficiency; serves as a liaison to facilitate the continuous workflow of the Business Office and Vice President of Administrative Services.
- Implements a training program for all District staff to aid in budget management within the District operating system.
- Assists in updating and maintaining current District policies with regard to budget management, compliance, and reporting.
- Remain current on all laws, regulations, policies, procedures, and effective business practices impacting the recording and reporting of budget and financial data for District funds and provides strategic input to District administration.
- Performs other related duties as required and assigned.

- Apply, interpret, and explain applicable policies, procedures, and regulations for a wide variety of stakeholders.
- Communicate effectively, orally and in writing.
- Complete routine mathematical calculations quickly and accurately.
- Work collaboratively and cooperatively with District administration and staff.
- Operate standard office equipment and computers and learn to effectively use software applications such as Microsoft Office programs, Colleague, and other programs.
- Prepare clear, accurate, and timely analysis and reports.
- Establish, organize, and maintain confidential files, records, and information.
- Provide analysis and recommendations on a wide variety of financial and budget related policy and legal compliance matters.
- Establish and maintain cooperative, effective working relationships with others, including those from diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds.
- Work independently with little or no supervision.
- Associate’s degree from an accredited college or university in business administration or a closely related field.
- Bachelor’s degree from an accredited college or university in business administration, or a closely related field.
- Two years of increasingly responsible budgeting or accounting experience.
- Demonstrated experience in financial and/or budget analysis.
- Demonstrated cultural humility and ability to work successfully with the diverse academic, socioeconomic, and ethnic backgrounds of community college students, faculty, and staff.

New Administrative Appointments will be placed at the step 1 on the Administrative Salary Schedule and will graduate to the next step on July 1st of the following year if they have rendered 5 months of satisfactory service, with subsequent steps annually thereafter to a maximum fifth step.
Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
