The Federal Reserve Bank of Minneapolis's Procurement Team invites applicants for a Buyer / Senior Buyer role. Join our team!As a Buyer or Senior Buyer, you will lead and oversee complex purchasing activities for a wide range of goods and services, including strategic sourcing and partnering with small, women‑owned, and minority‑owned businesses. Your role will require you to serve as a key liaison between departments, with a particular focus on sourcing initiatives that support Facilities and related services in their sourcing and contracting needs. Additional responsibilities include resolving complaints, conducting market research and analysis, and contributing to division‑wide programs, planning efforts, and projects.
This position requires a regular on-site presence. This position does not sponsor any type of employment visas.

The posting is open at two levels: Buyer and Senior Buyer, there is only one vacancy, the position will be filled based on the needs of the team and the strength of the candidate pool.
Core Responsibilities for either level:
Manage the procurement of complex or difficult-to-acquire materials, supplies, equipment, and services, ensuring compliance with the Federal Reserve System's Model Acquisition Guidelines (MAG) and Bank's Acquisition Policy
Develop purchasing recommendations and decisions supported by data, including price/cost analysis, benefit analysis, and financial analysis
Lead and manage competitive bidding processes, including creating RFIs, RFQs, and RFPs
Serve as a liaison to one or more departments, maintaining procedures for specialized procurement functions, providing training to Bank staff on System and Bank procurement policies/procedures
Act as a resource for vendors and Bank staff, including communicating and presentation at any level of the Bank or Federal Reserve System
Negotiate cost savings and work with vendors to secure favorable pricing and services
Identify and resolve complex procurement-related problems, escalating to management as needed varying by supervision level)
Manage a varied and unpredictable workload while meeting deadlines
Lead highly visible projects, such as onboarding new vendors on new procurement programs
Prepare clear, comprehensive correspondence, documentation, and procedures for use by management and staff
Maintain technical proficiency in specialized procurement functions that are relevant to the role
To be considered at the Buyer level, the following are required qualifications:
Bachelor's degree in Supply Chain Management, or a related field and minimum four (4) years of broad-based procurement experience including sourcing and contract negotiations.
Strong preference for background in facilities related procurements.
Additional Responsibilities at the Senior Buyer level:
Serves as an expert in a specialized area of Procurement (e.g., policy interpretation, p-card administration, contract administration, spend analysis/vendor management)
Leads strategic sourcing initiatives for Facilities-related categories (construction, maintenance, capital projects)
Provides leadership and training to other Procurement staff
Leads projects and participates in System/District workgroups (leadership role, not just participation)
Applies extensive knowledge of Procurement policy to create/maintain Bank procedures and provides input to System-level policy
Resolves complex procurement problems with minimal supervision
Leads end-to-end competitive bidding processes (broader ownership than Buyer level)
Oversees vendor performance as part of project management
May manage vendor relationships for on-site vendors
Specialized function examples given vendor management, p-card training/reporting, spend analysis/compliance administration
May serve as a technical expert for department applications
To be considered for the Senior Buyer role, the following are required qualifications:
Bachelor’s degree in supply chain management, or a related field and minimum eight (8) years of extensive, broad based procurement experience.
Experience to include sourcing, contract negotiations, project management and vendor relationship management. Strong preference for background in facilities related procurements.
Desired but not required:
Public sector procurement experience
Ariba, or other e-sourcing tool experience
Procurement certification(s)

I_910344 Buyer: $69,400 - $86,749 - $104,100 The expected starting salary range is $69,400 - $86,749.
I_910345 Buyer, Senior: $81,200- $101,488 - $121,800. The expected starting salary range is $81,200- $102,000.00.
Salary offer will be based on qualifications/experience of the candidate, alignment with market data, the needs of the position, our total compensation package, and internal equity.
