Under the general supervision of the Director, Product Implementation, the Analyst I – Product & Regulatory Operations ensures that the Covered California line of business is administered in alignment with all compliance and operational requirements. The role helps ensure that all functional areas supporting Covered California products maintain compliance with Local, State, Federal, and contractual requirements, and provides cross‑functional support for the annual Covered California product renewal and implementation cycle, as well as operational and system enhancement projects.

 

This role also supports product and project implementation and conducts quality assurance reviews for product‑owned regulatory templates, member‑facing materials, and other product documentation to ensure accuracy.

 

To perform these responsibilities effectively, the Analyst I – Product & Regulatory Operations must have a strong understanding of IEHP business operations and all functional areas supporting Covered California members, along with a demonstrated ability to consistently manage multiple projects and priorities.

Key Responsibilities

Product Development & Management: Support cross functional product implementation projects, which may include but not be limited to projects that support regulatory compliance, system enhancement, process development, and improvement within a single or multiple departments. This includes developing and defining the project scope, goals, and deliverables; developing, monitoring, and maintaining a detailed project plan; managing changes to the scope, schedule, and deliverables; communicating potential risks; ensuring successful relationships between project stakeholders and resources to ensure timely delivery of project outcomes; reporting and escalating project status and barriers to management as needed; and creating and maintaining comprehensive project documentation

Regulatory & Compliance Support: At the direction of the Director of Product Implementation, support all IEHP business areas that serve Covered California members to ensure timely and comprehensive assessment or examination of current policies and standard procedures against new regulations for the purpose of identifying the health plan’s state of compliance, regulatory and process gaps, and defining the scope of annual product renewal implementation requirements

Cross-Functional Collaboration: Support the planning and management of regulatory templates, materials, and product documents for submission to ensure timely completion of deliverables.

Performance Monitoring & Reporting: At the direction of the Director of Product Implementation, support the planning and management of cross functional implementation projects that may impact no more than three (3) departments

Operational Readiness: At the direction of the Director of Product Implementation, support departments in the completion of their system enhancement requests and business requirements by facilitating the development and documentation of operational and regulatory requirements, process flows, standard work, and business requirements

Operational Readiness: Perform a broad range of analytical activities, using initiative and organizational skills

Perform any other duties as required to ensure Health Plan operations and department business needs are successful

Qualifications

Education & Requirements 

 

Required: 

• A minimum of four (4) years of experience providing analytical and/or project implementation support within a healthcare environment, preferably in support of Covered California products or regulatory operation
• High school diploma or GED

Preferred:

• Experience with health plan product filings and regulatory submissions
• Knowledge of CMS, DHCS, and Covered California requirements
• Experience with benefit design, enrollment operations, or healthcare analytics

 

Key Qualifications

• Working knowledge of project management software such as Workfront, MS Project or equivalent is preferred
• Must have strong organizational skills. Must have strong critical thinking, verbal and written communication skills. Demonstrated proficiency in Microsoft Office products: Word, Excel, Visio, and Power Point, sufficient for use in all aspects of an office environment
• Must have the ability to establish and maintain effective working relationships both within and outside of the division. Must have the ability to work well in a team environment and build effective relations with Team Members at all levels. Must be detail oriented. Exceptional follow‐through to track all outstanding tasks and ensure these are completed timely

Work Model Location

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA)

Pay Range

USD $63,897.60 - USD $83,075.20 /Yr.
