FT Public Services Training Facility Coordinator

The Public Safety Training Facility Coordinator will be a multi-skilled position that will require the ability to coordinate classroom schedules, use of the burn building, compliance with internal procedures and external regulations, minor maintenance and coordination of larger scale maintenance, site training and development, plus the delivery of instruction. Due to the nature of the training required for the Public Safety sector, the position will be required to maintain a flexible work schedule that can include early mornings, late afternoons and weekend hours at times.

Safety

• Serve as lead oversight for PSTF safety practices.
• Serve as lead enforcer of safety protocols for PSTF training. Responsible for overall safety and operational readiness of the PSTF facility, grounds equipment, and training spaces. 
• Work with HCC Safety Staff for annual review of safety practices.
• Conduct regular safety audits for PSTF hands-on training classes. Conduct regular facility and equipment safety audits/ inspections. 
• Conduct monthly safety updates for all PSTF employees. Communicate facility safety issues, changes, concerns, incidents or required procedures to PSTF staff as needed. 
• Door badge access for all applicable personnel. 

Site Training and Development 

• Model and instill a culture of safety within the PSTF and Fire Training Complex. 
• Consistently comply with all safety protocols, checklists, regulations and SOG’s. 
• The Public Services Training Facility Coordinator will be required to oversee and/or develop and maintain training for the safe use and operation for all of the facilities of the HCC Public Safety Training Complex.
• Responsible for badge access and verifying access to internal and external programs. 
• Work with the Public Safety team and Campus Development teams to ensure PSTF employees have up to date safety measures in place. 
• Serves as a liaison for PSTF between HCC’s Campus safety team and Campus Development. 
• Coordinator serves as main representative for the PSTF Facilities and Fire Training Complex and shall address needs and concerns relative to safety immediately. 

Instruction

• The Public Services Training Facility Coordinator will be expected to deliver training in their area of expertise as time allows. 

Classroom Coordination

• Maintain a master schedule for each classroom 
• Maintain a master schedule for the Fire Training Complex. 
• Facilitate meetings with the area coordinators weekly to ensure no scheduling conflicts arise.
• Work with Public Safety officials to ensure training schedules are maintained.

PSTF Facilities Operations & Upkeep

• The PSTF Facilities is defined as the Public Services Training Facility building, the West Waynesville Annex building, and all associated equipment and vehicles used for training and support of public safety training programs. This position is responsible for training equipment and vehicle inspections/setups/maintenance, classroom and office furniture setup and relocation, submitting work orders for building & building system upkeep and maintenance needs as they arise, and ensuring training equipment is in working order and regularly audited. The Fire Training Complex carries a separate and more extensive set of operations and maintenance duties for this position, addressed below under "Fire Training Complex Operations & Maintenance."
• Classroom set-up
  • Cleaning, upkeep and repair of all apparatus’ and equipment used for training.
  • Ensure all devices are functional prior to training. IE projectors, smartboards, and computers. 
  • Responsible for inventory of property. 
  • Audits of training/instructors for effective delivery.
  • Complete classroom furniture moves and setups to ensure training needs are met.

• Management and upkeep of all PSTF vehicles and equipment in conjunction with the applicable PSTF program coordinators.

General Facilities Upkeep– 

• Complete regular facility site cleanup, training debris removal, and equipment organization.
• Maintain organization and tidiness of the PSTF Apparatus Bay. 
• Upon request from the Dean of Workforce and Industry, complete miscellaneous site/facilities improvement tasks at PSTF Facilities, including pressure-washing and storm debris cleanup.

Fire Training Complex Operations & Maintenance

• The Fire Training Complex, defined as the perimeter fence and the area within its perimeter, is a specialized training asset. This position is responsible for its associated operation, building maintenance, building systems maintenance, and advanced systems maintenance, including management of associated inspections, service contracts and subcontractor work.
• Monitor the working order of the Fire Training Complex.
• Routinely inspect all building systems and advanced systems within the Fire Training Complex.
• Complete all maintenance items at the Fire Training Complex.
• Manage Fire Training facility annual service contracts, including, but not limited to, burn equipment service, liquid propane purchase, and apparatus bay doors service.
• Manage record keeping, procurement, and oversight of NFPA standard five-year review of Burn Facilities.
• This position is responsible for aesthetic and safe upkeep of the Fire Training Complex and inventory to include but not limited to, pressure washing, ensuring exterior lighting is in working order, de-icing of parking and walking areas in snow events when campus is open. 
• Weekly Fire Training Complex Responsibilities
• Operation and oversight of the natural gas controls for all start-up and shutdown processes
• Building cleaning and inspection after each live burn
• Inspect/repair/replace burn panels after each live burn
• Liquid propane usage monitoring
• Water usage monitoring 
• Environmental monitoring of all activities to ensure EPA compliance in regard to water run-off and chemical usage in the burn building. 
• Site inspections of all walking and working services. 
• Rigging and railing inspections prior to all repelling activities 
• Monitoring of the grounds for any unsafe conditions.
• Documentation of any abatement measures taken during inspections
• Record retention of all inspections and maintenance. 

Other duties may be assigned as deemed appropriate and/or necessary by the President of Haywood Community College.

Minimum requirements:

• High school diploma or equivalent 
• Current credential in Fire, Law, or EMS
• Ability to use hand tools and general building maintenance knowledge. 
• 5+years’ experience in a public safety field. 
• Excellent computer skills in Microsoft Office and Outlook.
• Excellent written and oral communication skills. 
• Valid NC Driver’s License and satisfactory motor vehicle report.

Preferred qualifications:

• Associate’s degree in Criminal Justice, Fire or Emergency Management. 
• Current Live Burn Instructor or the ability to obtain credential by enrolling in programming.
