Civil and Forensic Mental Health Services (CFMH) operates Colorado’s two mental health hospitals, the Forensic Services Division, the Division of Mental Health Transitional Living, and now the Outpatient Services Division. The office provides a continuum of mental health care for both Civil and Forensic clients. Civil clients are individuals who are committed by a civil court into the care of the Colorado Department of Human Services because they have serious and persistent mental health conditions. Forensic clients include those who are charged with a crime and have a mental or developmental disability that prevents them from assisting in their own defense or rationally understanding the criminal court proceedings, and those who have been charged with a crime but found not guilty by reason of insanity. CFMH works across the legal system to provide evaluations, treatment and case management for these clients. Outpatient Services is the newest part of this continuum, working to support clients stepping down or being diverted from hospitals and jails, and giving them the care they need in the community.

You are required to work at your assigned work location during your scheduled work times. 

Monday- Friday, 8 a.m. to 5 p.m.

What You'll be doing:

Program Management and Program Monitoring:
  • Responsible for the oversight and direction of the Outpatient Clinic team and related systems coordination. 

  • Responsible for managing and monitoring outpatient clinic program expansion and related admissions to serve Coloradans in need of outpatient civil certification treatment. 

  • Responsible for hiring the allocated positions to implement the program in accordance with the budget and timelines detailed. 

  • Makes decisions about staff hiring, contractor engagement, corrective actions, strategic planning for the program, budget allocation and distribution and ongoing funding requests. 

  • Works closely with the clinic Medical Director, other Directors within CFMH including from the Forensic Services Division, the State Hospitals, and external from state agencies including the Behavioral Health Administration, HCPF, and legislative branch to support the smooth transition of individuals into and within the outpatient clinic.

  • Responsible for the authorization of all daily clinical operations and decisions within the outpatient clinic, ensuring the multidisciplinary team provides effective and efficient patient care. 

  • Furthermore, this role evaluates current programming and policies, particularly those related to civil certifications, to guarantee efficiency, effectiveness, and compliance across the continuum of care, including coordination with internal CFMH systems and external state partners. 

  • This oversight authority includes monitoring of partner care coordination and compliance, to maintain program standards and compliance across all clinical, administrative, and systems coordination functions.

  • Requires the ability to make judgments based on in real time and through data in overseeing and managing clinic activities, establish and maintain relationships with external and internal entities, and oversee the large team they directly manage. 

  • Establishes processes for auditing and other processes needed for the implementation and management of the program.   

  • Regularly reports program implementation, audits and outcome data to the Deputy Director of Outpatient Services and responds to requests for information from various state government agencies.

Supervision:

  • Oversees the work of 15.0 FTE, including social workers/counselors, healthcare technicians, and a housing coordinator, who are responsible for primary treatment of the patients of the program. 
  • Includes the direct supervision of 8 FTE social worker/counselors, and 6 FTE healthcare technicians, as well as 1 FTE program assistant. 
  • Is an appointing authority with the duties including disciplinary and corrective actions, hiring staff, mentoring, performance plans and evaluations. 
Other Duties as Assigned:
  • Any additional duties that may arise while performing the job duties listed above or if needed by the division/department.
PROGRAM MANAGEMENT II (H1A3XX)

Experience Only:

Nine (9) years of experience providing behavioral/mental health treatment and/or leadership of behavioral/mental health treatment.

Or

Education and Experience:

A combination of education in counseling, social work, clinical psychology, marriage and family therapy, or equivalent education and/or experience providing behavioral/mental health treatment and/or leadership of behavioral/mental health treatment equal to nine (9) years.

Special Qualifications:
Must have a current, independent, unrestricted Colorado license as a LCSW, LPC, LMFT, LP or LAC.

Preferred Qualifications:
  • Experience in partial hospitalization, intensive outpatient, and/or assertive community treatment or equivalent programs.

  • Experience in clinical program development.

  • Experience treating individuals with Serious Mental Illness.

  • Experience with 27-65 and BHA rules, including M1 holds, certifications, and commitments. 

  • Experience in behavioral/mental health clinical leadership.


Conditions of Employment:
  • Unrestricted ability to be enrolled in Medicaid and Medicare as a provider.
  • TB testing and flu vaccinations are required. Any other vaccinations or testing that is required by CDHS.
  • Full background check and reference check required.

  • This position requires the individual to have a current, independent and unrestricted Colorado license as an LCSW, LPC, LMFT, LP, and/or  LAC. 

  • This position requires State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must:

CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications. Be sure your application specifically addresses your qualifications, experience, work products, and accomplishments as they relate to the position and minimum requirements.

After minimum qualification screening, the comparative analysis process will involve reviewing and rating of all the information you submit. The comparative analysis step may also include your results from standardized testing.
