We are seeking a Senior Manpower/Functional Subject Matter Expert (with Military Manpower experience) to join our team and support our client in Alexandria, VA.
Essential Duties and Responsibilities:
- Work closely with senior-level government clients to define manpower business and functional requirements for the authoritative manpower tracking system.
- Act as Government resource to answer Manpower business process questions and how the FMTS application supports those processes. Responds to questions regarding changing Department of War (DOW) manpower related policies and procedures in relation to the FMTS application.
- Works with the government stakeholders to propose, review, and prioritize functional changes. Review impact of proposed changes to the enterprise application, performance, functionality, cost and value to the user community.
- Conducts gap analysis between delivered functionality and client requirements and recommend solutions. Coordinate functional requirements and technical estimate to prepare Feasibility Reports/Rough Orders of Magnitude (ROMs)/Levels of Effort (LOE) for Government information and decisions.
- Support effort towards the Global Force Management – Data Initiative. Work with FMTS PeopleSoft Developer and DMDC GFM team for the FMTS application interface requirements and manpower elements comprising the XML messages, adapting to changes in government policy and direction.
- Performs functional and quality assurance testing of changes to the FMTS application, whether for software updates, upgrades for cyber compliance, or customized functional change requests, with focus on accurate support of the stated business process. Performs and/or coordinates user-acceptance testing at end of each project.
- Performs analysis of functional issues with application submitted via customer tickets, to assist definition of 'break/fix' actions.
- Collaborates with technical team to correct functionality for application or data as needed.
- Attends project meetings and conferences. Prepare manpower business process and change request analyses for each meeting for approval by the Program Manager.
- Works closely with development team to ensure requested capabilities can be achieved.
- Works independently on assignments where considerable judgment and initiative are required in resolving problems and making choices, recommendation or decisions.
- Provides coordination and training to stakeholders and end users for manpower processes supported by the FMTS application. Creates and maintains project documentation, especially developing content for Training Developer to use in updating user training resources.
Work Experience & Job Skills::
- Minimum of ten years of experience with military manpower management. Must be familiar with DoD organization and rank structures
- Proficient with Microsoft Excel workbooks and its features including macros and linked spreadsheets. Must be able to perform compares and assess anomalies between data sets from different applications
- Minimum of two years of experience with client facing consulting engagements preferred
- Experience with or solid knowledge of Global Force Management Data Initiative/implementation plans desired
- Minimum of ten years of experience in military manpower management, with familiarity with DoD organizational structures and military rank structures.
- Minimum of two years of experience supporting client-facing consulting engagements preferred.
- Experience with the Office of the Secretary of Defense (OSD) Planning, Programming, Budgeting, and Execution (PPBE) process, particularly manpower resource management, desired.
- Joint experience supporting the Joint Staff, a Combatant Command, or a Joint Task Force desired.
- Experience with, or strong knowledge of, Global Force Management Data Initiative (GFMDI) implementation plans desired.
- Proficient in Microsoft Excel workbooks and features, including macros and linked spreadsheets; able to compare data sets from different applications and assess anomalies.
- Demonstrates an enthusiastic, proactive, and positive attitude, with strong listening skills and high integrity.
- Excellent organizational skills, strong attention to detail, and the ability to effectively manage multiple assigned tasks.
- Ability to collaborate closely with Subject Matter Experts (SMEs) and stakeholders to develop requirements and/or user stories while serving as an integrated member of the project team.
- Ability to recommend ideas that improve application functionality.
- Proficient with Microsoft Office Suite tools, including Outlook, Word, PowerPoint, and Excel; familiarity with Microsoft Project and SharePoint desired.
Education:
- Bachelor's Degree is required. (Preferred field of study in Computer Science, Information Technology, Information Systems, Operations Management or highly related field of study).
Certificates, Licenses and Registrations:
- Must have active Secret clearance or higher.
Communication Skills:
- Solid ability to interface, inspire and motivate at various levels of the organization.
- Ability to convey technical information to non-technical individuals.
- Demonstrated experience communicating effectively across internal and external organizations.
Travel:
- Willing to travel occasionally as needed (up to 10%)
Environmental Requirements:
- Mainly sedentary; in an office environment.
- May be required to lift up to ten (10) pounds
- Flexible in working extended hours
