The Decision Support Manager has oversight of the SJRMC’s corporate budgeting process and all application maintenance and builds. This position will direct the daily operations of the Decision Support Analyst teams in their respective knowledge areas. Supports the current decision support system's development, implementation, and maintenance. Productivity systems, cost accounting systems, and other financial analytics applications are used. This position also collaborates closely with other divisions and executive leadership to support data-driven technical guidance, solutions, and assessment of business needs and requirements.

Required Qualifications:

  • Bachelor's degree in finance, accounting, business administration, or related field; a master's degree in Analytics, ISDS, MBA, or MHA will substitute for three (3) years of experience.
  • Advanced healthcare analytical skills, proven ability to interpret and explain complicated statistical analysis; proficiency working with complex information management, financial, and analytical systems; Advanced interpersonal and communication skills, Microsoft Office skills (verbal and written)
  • Advanced Excel skills, such as data simulation, power pivot, power query, complex data analyses, advanced formulas, charts and graphs, advanced charting, data validation, etc.
  • Data mining
  • Knowledge of any data visualization tool
  • Ability to work autonomously
  • Ability to create and maintain a timeline of projects and meet deadlines in a changing environment that includes unforeseen requests for information.
  • Demonstration of critical thinking.
  • Validate reports/analyses to ensure accuracy via comparison to internal and external benchmarks
  • Thorough knowledge of accounting policies, procedures, controls and systems

Preferred Qualifications:

  • SQL knowledge and utilization to create ad-hoc queries against databases
  • Knowledge of hospital decision support and EMR systems, StrataJazz, Workday, UKG and Cerner preferred
  • Understanding of healthcare coding systems (e.g., ICD-10-CM/PCS, UB-04, HCPCS, MS DRG, CPT, etc.)
  • Familiarity with commercial HMO/PPO, Medicare, and Medicaid reimbursement mechanisms for hospitals and physicians
  • Experience with hospital Medicare cost report preparation

Duties and Responsibilities:

  • Provides guidance and support to Decision Support Analysts and facilitates effective problem-solving among direct reports.
  • Reviews staff performance and identifies performance strengths and deficits and implements objectives for staff efficiency.
  • Promotes professional development among staff members and identifies opportunities for growth to meet the strategic goals of the division.
  • Performs management functions by interviewing, selecting, and providing training for new staff; by approving or disapproving recommendations from subordinate staff on personal actions; by evaluation subordinates' performance; by hearing and resolving employee grievances; and by determining the need for and initiating disciplinary action in order to ensure adequate and competent staffing for unit/department.
  • Estimates future departmental personnel, equipment, and supply needs in order to ensure goals and objectives are met. Conducts regularly scheduled team huddles with Decision Support team members.
  • Responsible for learning all job functions within the department to ensure the most efficient processes are utilized within the various systems, and the features of the systems are maximized.
  • Organizes assigns, and manages data analysis projects within the department
  • Plans and directs the daily operations of Decision Support analyst team members
  • Manages the utilization of all analytics applications and applies extensive technical knowledge to provide informative presentations to senior leadership to aid in decision-making and other financial initiatives.
  • Leads and participates in the building of the annual operating budget for all facilities within SJRMC.
  • Facilitates the overall capital budgeting process.
  • Assists in the details of the budget complications and works with each department leader.
  • Ensures that all costing and reporting summaries and analyses are accurate.
  • Understands the costing structure and processes necessary to create costing.
  • If necessary, serves as a substitute for the costing process and frequently prepares reports to audit costing activity.
  • Prepares and files all necessary required reporting similar to but not limited to CMS Medicare Cost Report, ERISA, etc.
  • Supervises the ongoing maintenance & improvement of decision support systems, including data quality, integrity, and enhancement; Makes recommendations for new cost accounting methodologies and techniques.
  • Provides consultative support to a broad range of internal division leaders on data-driven decision-making.
  • Provides guidance on interpretation of data, statistical results, and other compiled information, identifies actionable items, and leads the Decision Support analysts in preparing written reports and/or oral presentations to internal and external audiences.
  • Directs the coordination and preparation of cost reimbursement reports for Medicare and Medicaid to obtain reimbursement in full compliance with federal and state regulations and organizational policies and procedures.
  • Follows up with governmental third-party correspondence and audit requests.
  • Responsible for periodic productivity reporting and follow-up.
  • Maintains confidentiality of all information handled.
  • Works on or facilitates special projects as directed by the Chief Financial Officer.
  • Reviews patient level and financial data and remediates any discrepancy with source systems.
  • Designs and implements the system structures to support the costing and patient data teams. Reviews and approves requests for system enhancements.

Physical Demands and Environmental Work Conditions:

  • The majority of work is performed in a sitting position
  • Near visual acuity is needed to read and post figures
  • Work is in a well-lit, temperature-controlled office area
  • Sits, stands, bends, lifts, and moves intermittently throughout the day
  • Work may involve some stooping and bending for filing purposes (e.g., once a year files are emptied into storage boxes)
  • A portion of job duties involve the application of manual skills requiring motor coordination in combination with finger
