Job Description:

Project Monitoring and Evaluation

• Develop and administer digital monitoring tools to track project outputs, outcomes and key graduation indicators, in line with the project logframe, graduation pathway, MEAL plan and donor requirements.

• Maintain an accurate household-level beneficiary database, capturing household vulnerability profiles, support received, livelihood activities, savings, productive assets and progress against agreed graduation criteria.

• Conduct routine household and field monitoring to track changes in graduation indicators and identify households requiring additional support or referral.

• Support and coordinate baseline, outcome monitoring, endline and other project assessments, including household surveys and tracer exercises, to measure progress towards graduation outcomes.

• Clean, analyse and consolidate monitoring data and regularly update the Indicator Tracking Table, beneficiary database and project dashboards to support timely reporting and programme decision-making.

• Conduct periodic Data Quality Assessments and monitoring visits, document data quality and implementation gaps, and work with programme teams to implement corrective actions.

Project Learning and Knowledge management

• Support implementation of the project learning agenda by analysing monitoring and assessment findings to identify what is working, what is not, and factors influencing household progression towards graduation.
• Facilitate routine reflection and learning sessions with programme teams and partners to review evidence, identify implementation challenges and agree on actions for programme adaptation.
• Document and analyse household graduation journeys, success factors, barriers and emerging lessons, including differences in outcomes across gender, age, location and household vulnerability characteristics.
• Develop and maintain a structured MEAL knowledge repository containing datasets, reports, assessment findings, learning products, success stories and other project evidence.
• Produce concise learning briefs, case studies, success stories and evidence summaries to support programme improvement, donor reporting, resource mobilisation and wider organisational learning.
• Support dissemination of project evidence and learning through learning events, technical working groups and other relevant platforms, ensuring that lessons generated from the project are shared and applied.

Humanitarian Accountability/Accountability to Project Beneficiaries

• Ensure participating households are adequately informed about programme objectives, selection criteria, graduation pathway, support package, duration and participant responsibilities.
• Support accessible feedback and complaints mechanisms through which households can raise concerns about targeting, support received, staff conduct or other aspects of programme implementation.
• Conduct periodic participant feedback and satisfaction assessments to assess household experiences with the graduation package and identify barriers affecting participation and progression.
• Maintain and analyse feedback and complaints data, identify recurring issues and provide evidence to programme management for corrective action and programme improvement.
• Participate in household visits and community engagements to assess inclusion, participation and understanding of the graduation process, and ensure feedback is communicated back to participants.

Capacity Building

• Orient and coach project staff, partners and community-based structures on graduation indicators, monitoring tools, household tracking and data collection procedures.
• Strengthen field teams' capacity in digital data collection, data quality, basic data analysis and interpretation, ensuring accurate and timely submission of programme data.
• Provide ongoing technical support to programme teams on using MEAL evidence to track household progress, identify implementation gaps and inform programme decisions.
• Conduct periodic refresher sessions and on-the-job coaching based on identified data quality and monitoring gaps, and follow up on agreed improvement actions.

Required Professional Qualifications and Experience

• A University Degree in Statistics, Economics, Monitoring and Evaluation, Development Studies, Demography, Social Sciences, Data Science or a related field.
• A Postgraduate Diploma or Master's degree in Monitoring and Evaluation, Statistics, Development Studies or a related field is an added advantage.
• At least three (3) years of relevant experience in Monitoring, Evaluation, Accountability and Learning (MEAL) in areas of livelihoods, resilience and economic empowerment from GRADUATION PROGRAMMES.
• Provide ongoing technical support to programme teams on using MEAL evidence to track household progress, identify implementation gaps and inform programme decisions.
• Demonstrated experience in household-level data collection, beneficiary tracking, outcome monitoring and assessment of programme results.
• Experience in developing and administering quantitative and qualitative data collection tools, managing datasets, conducting data quality checks and analyzing programme data.
• Proficiency in digital data collection platforms such as ODK, KoboToolbox, SurveyCTO or CommCare, and data analysis tools such as Excel, SPSS, Stata or Power BI.
• Experience in developing and maintaining beneficiary databases, Indicator Tracking Tables, dashboards and other programme monitoring systems.
• Knowledge and practical experience in measuring outcomes related to graduation and self-reliance is highly desirable.
