Under the direction of the City Manager, the position is responsible for performing executive level administrative work, directing the operations, activities, teams, complex tasks, programs and projects of the Administrative Department to achieve results in support of the City's mission, goals, policies and objectives.
Manage the day-to-day human resources and risk management functions including recruitment, selection, classification, compensation and labor relations; risk management and loss prevention, employee safety; public liability and property loss; serves as a liaison with the City's claims administrators and benefit providers; responsible for the maintenance of the personnel record systems; assists the City Manager with special projects; provides guidance and recommendations on various City policies, procedures, goals and objectives.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. - Develop and maintain complex record keeping systems and resource materials related to the day-to-day human resource, personnel, and risk management functions
- Maintain records of claims and lawsuits against the City
- Serve as a liaison to the workers' compensation administrator
- Maintain the City's personnel records such as department retention schedule
- Oversee the day-to-day administration of City benefits, e.g. PERS, medical/dental/vision, supplemental insurances, etc.
- Advise, counsel and assist employees on matters pertaining to City personnel policies and practices
- Manage recruitment and selection activities for City positions
- Conduct employee orientations and employee exit interviews
- Conduct and/or coordinate classification and compensation studies, analyze and make recommendations
- Prepare staff reports and implement projects
- Track department projects and review and processes invoices for payment
- Negotiate labor agreements
- Develop, implement and evaluate personnel policies, procedures and programs
- Investigate and process employee grievances
- Advise supervisors and department heads on disciplinary matters
- Assist other staff in administering the City's disciplinary rules and procedures
- Serves as City's liaison with the workers' compensation and general liability claims administrator providing information and analyses
- Evaluate the City workers' compensation, property liability, safety, and health and welfare programs
- Analyze, recommend and implement changes and modifications in the City's risk management program
- Assist with the preparation of the annual departmental budget preparation
- Attend meetings and conferences with other governments, community and private groups and organizations
- Conduct surveys, perform research and analysis, and prepare reports on City policies and issues
- Prepare and present oral and written reports for the City Manager, City Council, and City boards or commissions
- Respond to requests for information from the public
- Performs a variety of duties as assigned
- Bachelor's degree in public administration, business administration or a related field
- Master's degree in public administration or a related field, preferable and may be substituted for one year of professional experience
- Five (5) years of increasingly responsible experience in a professional capacity in Human Resources, including the functions of recruitment, compensation, classification and employee relations, including at least Three (3) years of supervisory experience
- Maintain a valid Class C driver's license in the state of California and hold a certification of automobile insurance for personal liability
