HeiTech Services is seeking an experienced Program Manager to lead a multidisciplinary team supporting a federal program that helps ensure service members experiencing serious illness or injury receive consistent, timely, and well-informed disability-related determinations and support. The work strengthens the policies, quality controls, data, records, and reporting used to evaluate program performance and improve outcomes for service members and their families. This position offers an opportunity to manage work with a direct connection to military readiness, individual well-being, and the fair administration of critical benefits and services.


The Program Manager will oversee approximately 25 professionals providing policy analysis, data analysis, quality assurance, records management, research, reporting, communications, and administrative support. Serving as the contractor’s primary point of contact, the Program Manager will coordinate daily operations, staffing, deliverables, quality, risks, and customer priorities across these interconnected functions. The successful candidate will create the structure and accountability that enable technical specialists to work as one team, meet demanding deadlines, produce reliable information, and provide federal leaders with sound analysis for program and policy decisions.


Working closely with HeiTech corporate managers, the Program Manager will align contract execution with company policies, contractual commitments, and customer expectations. This collaboration will include workforce planning, recruiting and retention, employee relations, financial and contractual oversight, quality management, risk resolution, and access to corporate resources. The Program Manager will maintain clear communication between the customer, project team, and HeiTech leadership so emerging needs are addressed quickly and employees receive the support needed to perform successfully.


  

Key Responsibilities:

  • Lead daily performance of an approximately 25-person multidisciplinary team providing policy analysis, data analysis, quality assurance, records management, research, reporting, communications, and administrative support.
  • Serve as the contractor’s primary point of contact for daily operations and coordinate with Government stakeholders regarding priorities, staffing, deliverables, performance, risks, issues, and emerging requirements.
  • Establish clear organizational roles, operational workflows, communication routines, assignment controls, and escalation procedures across interconnected program functions.
  •  Manage staffing, onboarding, training, workload allocation, cross-coverage, employee performance, professional development, retention, and continuity of operations.
  •  Work closely with HeiTech corporate managers on workforce planning, recruiting, employee relations, contract administration, financial oversight, quality management, risk resolution, and access to corporate resources.
  •  Maintain clear communication among the customer, project team, and HeiTech leadership so decisions are coordinated, emerging needs are addressed promptly, and employees receive the support needed to perform successfully.
  •  Oversee contract administration, delivery schedules, recurring and ad hoc reporting, meetings, action items, risks, issues, and required follow-up activities.
  • Develop, implement, and maintain an effective Quality Control Plan that incorporates measurable performance standards, internal reviews, trend analysis, root-cause analysis, corrective actions, and continuous improvement.
  •  Monitor performance against contract requirements, quality standards, schedules, and customer priorities, taking timely action to prevent or resolve performance concerns.
  • Coordinate the development, review, quality control, and timely submission of plans, reports, analyses, briefings, policy documents, and other program deliverables.
  • Ensure team compliance with applicable federal policies and procedures governing records management, quality assurance, cybersecurity, privacy, confidentiality, training, and information protection.
  • Lead transition and knowledge-transfer activities involving personnel, records, data, system access, work products, Government-furnished property, and operational responsibilities.
  • Foster a collaborative and accountable work environment that supports employee engagement, professional growth, responsiveness, and high-quality customer service.

Requirements

  • Bachelor’s degree in business administration, public administration, public policy, political science, health administration, management, or a related field.
  • Active Project Management Professional certification or Lean Six Sigma Black Belt certification.
  •  At least 10 years of experience overseeing or managing large or complex programs.
  •  At least five years of experience supervising and managing staff or personnel.
  •  Demonstrated experience with federal contract administration.
  •  Experience with and knowledge of Department of Defense policies and procedures, including records management and quality assurance.
  •  Experience leading multidisciplinary teams and managing staffing, recurring deliverables, competing priorities, performance risks, and corrective actions.
  •  Experience managing federal professional-services, management-consulting, policy, analytical, or administrative-support programs.
  •  Strong leadership, customer-service, communication, organizational, decision-making, and problem-solving skills.
  •  Ability to communicate effectively with senior customers, program stakeholders, subject matter experts, corporate managers, and contractor personnel.
  •  Availability during standard Eastern Time business hours, Monday through Friday.
  •  Ability to successfully complete and maintain, at a minimum, the required Tier 1 federal background investigation and satisfy applicable personnel-security and suitability requirements.
  •  Ability to complete required onboarding, training, confidentiality, system-access, telework, and Controlled Unclassified Information protection requirements.

 

Compensation & Benefits 

  • Compensation: $125,000-$145,000
  • Benefits: Health, life, dental, vision, and disability insurance (eligible after 30 days). 
  • Additional: HSA, 401(k) with employer match, and educational reimbursement

This position is contingent upon contract award. HeiTech Services is proactively identifying qualified candidates in anticipation of a potential federal contract award.
