Description

Under general supervision, serves as a first line, working supervisor leading a maintenance crew in daily water distribution, wastewater collection, and street maintenance. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:The statements below are intended to describe the general nature and level of work being performed by individual(s) assigned to this position. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified in this position. The position description is subject to change by the Town as the needs of the Town and requirements of the position change.


  • Oversees the day-to-day work activities of maintenance crews within the Public Works Department to include training, assigning work tasks, and monitoring and inspecting the work of maintenance crews; and provides direction and guidance in work tasks.
  • Assists, as directed, in performing job interviews and counseling employees, preparing performance evaluations, setting employee goals and objectives, and training new employees.
  • Performs continual inspections of operational and personnel functions and activities to identify any inefficiencies and ineffectiveness and makes recommendations to management for corrective workable solutions.
  • Trains workers in the safe and proper operation of equipment and tools and performing job tasks and ensures workers wear appropriate safety equipment.
  • Instructs workers in the proper and most expedient method to accomplish assignments.
  • Ensures employees conduct daily vehicle inspections and preventative maintenance (including washing, checking, and servicing) of all equipment and vehicles.
  • Identifies and reports hazards and liability exposures and immediately acts for corrective measures.
  • Makes special reports and recommendations to the supervisor as needed.
  • Recommend items, supplies, tools, equipment, and other material needed for water operations.
  • Assists supervisor in determining purchasing needs for upcoming projects and secures price quotes for purchase of equipment, supplies, materials, etc.
  • Informs supervisor of potential hazards, problem areas, public inquiries, and the status of other work activities.
  • Performs the duties of utility laborers, tasks to include constructing, maintaining, and replacing water or sewer mains and/or service lines; inspecting, diagnosing, and repairing failures in water and sewer mains; building and adjusting manholes and clean-outs; installing fire hydrants and valves; preparing trenches; and rodding and cleaning sewer lines.
  • Adheres to personnel, safety, and department policies and procedures.
  • Performs other duties as assigned.

QUALIFICATION REQUIREMENTS:To perform this position successfully, an individual(s) must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.


Knowledge:

  • Must have a good working knowledge of the operation and maintenance of light to heavy construction equipment; water, sewer utility operations and street maintenance; and property safety procedures.


Skills:

  • Must be able to exercise good judgement; make competent decisions; handle multiple projects; prioritize and organize work assignments; meet deadlines; and work well under pressure and stress.
  • Must have good leadership, organizational, supervisory, problem solving, and training skills.


Abilities:

  • To perform the essential functions of the job, must be able to talk, read, see, walk, and hear; have good hand/foot/eye coordination to operate and repair equipment and vehicles; follow oral and written directives; perform strenuous physical activities to include exerting up to 100 lbs. of pressure; lift, push, pull, and carry heavy objects, equipment, supplies up to 100 lbs. several times a day; shovel, crawl; bend; kneel; dig holes for several hours per day; climb on and off equipment; operate vibrating equipment; work indoors, underground, outdoors, in confined spaces, in trenches, on level, slippery, sloping, unstable and muddy terrain, and under constantly noisy conditions; and work in adverse environmental conditions to include inclement weather such as rain, sleet, know, heat, sun exposure and hazardous conditions such as street traffic, fume odor, dust/mist, chemical and toxic waste hazards; and other solid waste substances; and exposure to insects, noxious plants, and snakes.
  • Must work extensive hours and respond within 30 minutes to an on-call or emergency callback.

EDUCATION, EXPERIENCE AND TRAINING:The preferred way to obtain the minimum knowledge, skills, and abilities to perform the essential duties and responsibilities of this position are listed below.  The City reserves the right to allow substitutions if a candidate or incumbent exceeds requirements in one area but may be deficient in another.


EDUCATION:

  • A High School diploma or General Equivalency Diploma (GED) is required.


RELATABLE WORK EXPERIENCE:

  • Must have three or more years of water utility maintenance, distribution work or street maintenance experience and one year of supervisory or leading a work crew. 


TRAINING (LICENSE AND/OR CERTIFICATION):

  • Valid Texas CDL “A” Driver’s License without restriction “L” and driving record must be following Town policy.

Stand/Walk

To sort and distribute mail; to use copier (37" high). Field visits public works development sites, which require climbing and traversing over rough, uneven, and/or rocky terrain.

Sit

For most tasks (desk chair 19" high, desk top high, keyboard 28" high).

Talk/Listen

Communicate with the public and staff in person and on the telephone.

Dexterity

To type, enter data, write.

Climb/Balance

To get files on top shelf of lateral filing cabinet (65" high) and supplies from top shelf of supply closet (75" high). Field visits to public works development sites, which require climbing and traversing over rough, uneven, and/or rocky terrain.

Stoop/Crawl/

Kneel/Crouch

To obtain files and paper from lower drawers and books from shelves up to 65" high. To change toner cartridge in copier; obtain files and paper from lower drawers and shelves (paper as low as 4" from floor).

Lift/Move/ Push/Pull

To retrieve records from off-site storage; boxes stored 3 per stack; to prepare records for off-site storage.  25/lbs. To get files on top shelf of lateral filing cabinet (65" high) and supplies from top shelf of supply closet (75" high).

Vision

Type, enter data, review, sort and distribute printed material.  Specific vision abilities required by this job include close vision, color vision and the ability to adjust focus.

Normal hours/ days of work

7:00 a.m. to 3:00 p.m., Monday through Friday; respond to after hours and weekend emergency situations.
