The City of Sugar Land is seeking a strategic, collaborative and results-driven professional to serve as a Redevelopment Planning Manager. The City's redevelopment department was intentionally established to bring together planning and economic development professionals focused on evolving Sugar Land for its next 20-50 years. With limited opportunities to expand, Sugar Land must reimagine growth, focusing on reinvesting and repositioning the community we have. Our redevelopment work recognizes that successful communities evolve. Retail changes. Consumer behavior changes. Properties age. Neighborhoods mature. Land uses shift. Market opportunities emerge. And community expectations change. The successful candidate will help the City anticipate those changes and turn them into opportunities.

The Redevelopment Planning Manager will help shape Sugar Land’s next chapter by developing forward-thinking strategies that create the right environment for  redevelopment, reinvestment and long-term growth. This role will turn vision into action by identifying opportunities, modernizing regulations and advancing strategic investments that reposition aging commercial areas and underutilized properties, strengthen established neighborhoods and catalyze private investment.

What We Pay

The Redevelopment Planning Manager is an exempt position with a starting salary of $ $87,484– $100,609 annually.

What You’ll Do as a Redevelopment Planning Manager:

Working as a strategic member of the City's redevelopment team, you will:

• Lead and execute citywide and neighborhood-specific redevelopment planning initiatives, aligning with the City’s Land Use Plan and overarching redevelopment strategy.
• Drive high-impact strategic projects, managing multiple initiatives simultaneously with agility and vision.
• Develop and spearhead community engagement and education campaigns to build momentum for redevelopment efforts, including public meetings and stakeholder outreach. 
• Facilitate negotiations for Development Agreements to advance transformative projects.
• Conduct data-driven analysis, prepare reports, and contribute to strategic redevelopment initiatives.
• Collaborate with developers and property owners to accelerate investment and revitalization efforts.
• Coordinate cross-departmental efforts to streamline redevelopment-led projects, ensuring planning policies are grounded in economic development/market considerations and infrastructure and capital investment priorities.
• Serve as a key resource for citizens, developers, and stakeholders, providing insights on redevelopment initiatives.
• Deliver and present clear, engaging reports and public presentations to City Council, Planning and Zoning Commission, boards, and community groups.
• Oversee consultant engagements, ensuring project success through performance, budget, and schedule management.
• Guide and mentor team members, optimizing workflow to achieve departmental goals.
• Enhance digital and public communications related to redevelopment initiatives.
• Apply independent judgment and a commitment to excellence in all responsibilities.

What You Bring

Formal Education:

• Bachelor’s Degree in Urban Planning or related field from an accredited school or university is required.  A Master’s Degree in Urban Planning or a related field is preferred.

Relatable Work Experience:

• Five years of work experience in Urban Planning at the local level, either in the public or the private sector.   
• At least three years supervisory experience required.

Training (License and/or Certification):

• Valid Texas Class C driver’s license.  
• Membership in the American Institute of Certified Planners (AICP) or the ability to obtain membership within one year is required
