Assist the Chief Mate/Senior Mate in exercising effective control over the rig’s marine operations with due regard for safety of personnel, maintenance of rig equipment, and protection of the environment.Job Description

SUPERVISION:
Supervises 3rd Mate, AB Seamen Crane Operators, Deck Pushers, and Paint Supervisor/Blaster.
Pre-Requisite/ Qualification:
- High School Diploma (U.S.)/ Proof of Completion of Formal Education or Relevant Craft Certificate (where applicable).
- Successful Military Discharge – Preferred for U.S.
- Graduate of Trade School or University where knowledge and training acquired are applicable to job requirements – Preferred.
- Valid Unlimited 2nd Mate Licenses (Home country and Flag state)
- Knowledge of all technical calculations required for the safe operation of the marine aspect of the vessel.
- Basic computer skills
- Valid medical examination and vaccination certificates for area of operation.
- Valid GMDSS License.
- Lifeboatman Certificate.
- Norway Specific: Must hold qualifications in accordance with relevant authority requirements and the requirements of the Havtil ref. Activities Regulations, Certification according to NORSOK R003 as amended.

- Report all incidents, potential hazards, or abnormal situations. Ensure reported situations are acknowledged properly.
- Ensure the Control of Work process is complied with when planning and managing the execution of work.
- Ensure major accident barriers / controls are maintained.
- Ensure safe and organized work areas are maintained.
- Understand your role in an emergency, as designated in the Emergency Response Plan and Station Bill.
- Lead or participate in all emergency drills and exercises, as required.
- Ensure change is properly controlled and managed.
DUTIES:
The underlying expectation is that all duties are carried out in compliance with the Company Operational Discipline expectations and HSE requirements. When considering assignment of duties for the 2nd Mate, the Supervisor and the 2nd Mate will apply the rules of task planning to determine if the assigned role is appropriate. This means confirming that the individuals involved have the knowledge, skills, and experience to carry out the task, and the task plan complies with policy before they are authorized to proceed.
General Duties:
Operations/Maintenance:
- Supervise and organize daily deck crew (lifting operations) and marine crew (3rd Mate, AB’s and OS’s) operations.
- Monitor variable deck load on a daily basis to calculate and maintain the rig’s stability.
- Prepare the daily and weekly stability report for the rig.
- Supervise the transfer of liquids (Fuel, base oil, brine, water, mud) and bulk materials to and from rig. Keep records of all materials movement.
- Assist with the operation of the ballast control system where applicable.
- Assist in maintaining the rig in a stable condition and at the correct draft and trim.
- Ensure all navigation operations are conducted in accordance to Company Policies and Procedures.
- Perform Preventive Maintenance on marine, life-saving, and firefighting equipment.
- Assist with running hydrophones and subsea beacons.
- Ensure that all defects and anomalies are reported to the Chief Mate/Master and relevant department heads. Maintain records of deficiencies and ensure they are addressed.
- Assist Watch Officers with updating and maintaining all charts and vessel publications and logbooks.
- Assist Chief/Senior Mate and Master with updating and maintaining information in the company maintenance management and other rig information systems.
- Norway Specific: Responsible position for operation as described in NORSOK R003 “safe use of lifting equipment” sections.
Personnel:
- Promote and maintain good working relationships with other departments, third-party personnel and Customer representatives.
- Mentor, coach, develop and train crew members to ensure they are competent to work at their current and next job level.
- Provide leadership and motivation to the marine crews. Apply continuous improvement process.
- Mentor 3rd Mate and deputize when operations, security of well, and personnel safety are not at risk.
- Participate fully in the annual performance appraisal process.
- Apply appropriate accountability regarding recognition; recommend promotion or disciplinary action up to and including discharge.
