Information Assurance (IA) Manager 

KeenLogic is seeking an Information Assurance Manager to support the U.S. Air Force’s Executive Airlift Communications Network (EACN). EACN provides voice, video, and data communications supporting senior U.S. Government leaders while airborne. The program includes operational gateways at Scott Air Force Base, Joint Base Andrews, and Joint Base Lewis-McChord, with a Systems Integration Lab at Scott Air Force Base.  

This position will support EACN’s Information Assurance Vulnerability Management program and associated cybersecurity compliance activities. The IA Manager will work with Government engineers and the Government Information System Security Manager to evaluate cyber orders, coordinate remediation, conduct vulnerability assessments, maintain compliance reporting, and support Risk Management Framework activities.

Position Details 

• Anticipated Start: January 2, 2027, with availability required for the beginning of phase-in.  
• Contract Length: Anticipated phase-in from January 2–February 1, 2027, followed by a base period from February 2–September 30, 2027. Four one-year option periods may extend performance through September 30, 2031, with a potential six-month extension through March 31, 2032.  
• Location: Scott Air Force Base, Illinois.  
• Onsite Requirements: Onsite support. Any limited telework must be coordinated with and approved by the Government.  
• Schedule: Monday–Friday, with an assigned schedule within 6:30 AM–5:30 PM Central Time, excluding federal holidays.  
• Clearance: Minimum Secret security clearance required at contract award.  
• Travel: Government-approved travel within the continental United States may be required for contract support activities.  

Required Qualifications 

• Active Secret clearance.  
• Current ISC2 Certified Information Systems Security Professional (CISSP) certification.  
• Ability to perform duties onsite at Scott Air Force Base.  
• Ability to meet the applicable DoD workforce and information assurance management qualification requirements identified in the contract.  

Job Expectations 

• Ability to interpret cybersecurity orders, determine applicability, and coordinate mitigation activities across supported environments.  
• Ability to conduct vulnerability scanning using Government-approved tools, interpret findings, and track remediation.  
• Ability to support RMF documentation, authorization activities, and coordination with Government cybersecurity stakeholders.  
• Ability to maintain accurate compliance records and communicate technical risks, findings, and implementation status clearly.  
• Ability to work with the Government ISSM and engineers while supporting—not replacing—their Government oversight responsibilities.  

Key Responsibilities 

• Support and manage assigned responsibilities within EACN’s Information Assurance Vulnerability Management program.  
• Review and process applicable U.S. Cyber Command and Air Force cyber orders within the Systems Integration Lab in support of operational gateways.  
• Assess order applicability, identify mitigation actions, and provide supporting technical and architectural documentation.  
• Perform weekly network vulnerability scans using approved tools, such as ACAS, and document results in the EACN Security Compliance Report.  
• Provide vulnerability findings, remediation recommendations, and implementation status to the Government ISSM and engineers.  
• Coordinate and track patches, updates, and other actions needed to maintain hardware and software compliance.  
• Support updates to Government vulnerability and compliance tracking systems, including VMS/CMRS and the AFNETOPS Compliance Tracker.  
• Perform requested first-responder scans and other incident-response support, including preservation or backup of relevant security-system configurations and logs.  
• Develop, coordinate, and maintain RMF artifacts in eMASS to support EACN’s Authority to Operate.  
• Support management of the EACN Information Technology Investment Portfolio Suite (ITIPS) record.  
• Assist with cybersecurity investigations, inquiries, meetings, compliance activities, and authorization requirements.
