Overview

Manager - Forensic Quality Assurance - DPD performs forensic operational and strategic managerial duties to ensure the Dallas Police Department’s forensic laboratory system and its members operate in accordance with the Forensic Quality Assurance Manual, General Orders, and standard operating procedures (SOPs) within the Crime Scene Division.

Essential Functions

1 Ensures ongoing yearly forensic accreditation to meet International Organization for Standardization (ISO) standards for forensic testing requirements, and state statutes
2 Manage complex forensic operations and interact in a leadership role with forensic professionals
3 Supervise the work of assigned staff by directing their activities to achieve established organizational goals and objectives; coordinating functions; assigning, monitoring, and reviewing work; and evaluating performance while providing training, counseling, and initiating corrective action as needed
4 Schedule and coordinate internal and annual quality audits of each technical area of the laboratory
5 Monitors the outcome of audits, corrective actions, proficiency testing, and testimony for trends and implements preventive actions for mitigating organizational risk
6 Report and follow-up on corrective actions of any nonconformities found in the Crime Scene Division quality system
7 Be responsible for approving the remediation of technical issues and the evaluation and resolution of any less than satisfactory proficiency test results or technical problems in case examinations
8 Conduct periodic consultations in developing and maintaining the Forensic Quality Assurance Manual that establish guidelines for each analytical service
9 Follow-up with laboratory system technical areas on disclosures of non-compliance
10 Identify and report non-conformance issues to the Forensic Services Administrator, the Texas Forensic Science Commission, and the ANSI National Accreditation Board (ANAB)
11 Collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of forensic operations and practices
12 Report to Forensic Services Administrator on the performance of the quality management system and recommend improvements where needed
13 Ensure an adequate and extensive program of competency-based education and training for forensic members
14 Conduct a periodic needs assessment for the purpose of long-range planning
15 Manage the laboratory management system and document control programs for the laboratory

Knowledge, Skills, and Abilities

1 Comprehensive knowledge of forensic science principles, laboratory operations, and ISO/ANAB accreditation requirements
2 Strong understanding of quality management systems, including audits, corrective actions, preventive actions, and proficiency testing
3 Ability to manage complex forensic operations and support continuous improvement initiatives
4 Skill in conducting internal audits, evaluating compliance, and preparing for external accreditation assessments
5 Ability to analyze and resolve technical issues, including proficiency test discrepancies and casework-related challenges
6 Strong leadership and supervisory skills to train, mentor, evaluate, and guide forensic personnel
7 Proficiency in data analysis to identify trends, develop recommendations, and support decision-making
8 Ability to develop, review, and maintain quality assurance manuals, SOPs, and document control systems
9 Strong communication skills for reporting, documentation, and coordination with regulatory bodies and laboratory staff
10 Ability to identify, investigate, and follow up on non-compliance issues across forensic technical areas
11 Skill in planning, developing, and maintaining competency-based training programs for forensic personnel
12 Ability to collaborate effectively across forensic disciplines while maintaining objectivity and adherence to standards

MINIMUM QUALIFICATIONS

EDUCATION:

• Bachelor's degree in Forensic Science, Criminal Justice, or Natural Sciences, or a related discipline within these fields. 

EXPERIENCE:

• Seven (7) years of experience in crime scene investigation and/or forensic analysis involving conclusion-based evidence, including work within an ISO/ANAB-accredited quality management system. Experience must include forensic accreditation processes, internal audits, policy updates, corrective actions, proficiency testing, and testimony monitoring.

AND

• Three (3) years of supervisory/management , or forensic oversight experience with a law enforcement crime scene unit or active crime laboratory.

EQUIVALENCIES:

• Associate degree in any field plus nine (9) years of the required experience including three (3) years of the stated supervisory/management, or forensic oversight experience will meet the education and experience requirement.
• A master's degree (or higher) in a required field plus five (5) years of the required experience including three (3) years of the stated supervisory/management, or forensic oversight experience will meet the education and experience requirement.

LICENSES AND CERTIFICATIONS:

• Valid driver's license with good driving record.
• A current license or certification from a professional organization (IAI / TFSC / AFTE) is preferred.

OTHER REQUIREMENTS:

• Must be able to work nights, weekends, holidays, and overtime.
• No FELONY or Class A MISDEMEANOR convictions.
• No Class B MISDEMEANOR convictions within the last ten (10) years.
• No family violence convictions.
• Cannot currently be on deferred adjudication for any FELONY, Class A or Class B MISDEMEANOR.
• Experience working within an ISO/ANAB-accredited quality management system, conducting internal audits, managing corrective  and preventive actions, and supporting compliance assessments is preferred.

Salary Range

 

$73,590.40 - $91,977.60

 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
