Job Description - Lead Telecommunication Engineer
Title: Lead Telecommunication Engineer

Key Consideration:
Preference will be given to candidates holding valid OPITO-approved T-BOSIET/BOSIET and H₂S certifications with a minimum validity of six months. The selected candidate will be required to travel ADNOC offshore on a rotational basis to conduct site surveys, support brownfield assessments, verify existing installations, and obtain project-specific engineering data necessary for design and execution.
Job Purpose
- Lead, direct, and oversee all Telecommunication engineering activities for onshore and offshore oil & gas developments across the full project lifecycle, including Concept Studies, FEED, and Detailed Engineering.
- Serve as the discipline technical authority, providing engineering leadership to ensure the delivery of safe, reliable, maintainable, and cost-effective telecom system solutions that comply with client requirements, applicable standards, project schedules, and quality expectations. Act as the focal point for telecommunication and security systems while facilitating effective multidisciplinary coordination.
Key Responsibilities
- Provide technical leadership for telecom engineering during FEED and Detailed Engineering of onshore and offshore oil & gas facilities.
- Develop telecom system architectures, design philosophies, specifications, and implementation-ready engineering deliverables in compliance with ADNOC standards and international codes.
- Perform site surveys, brownfield assessments, telecom adequacy studies, and evaluations of existing telecom infrastructure to define upgrade, expansion, and integration requirements.
- Design and integrate telecommunications systems including:
- Fiber Optic, SDH, OTN, DWDM, and Ethernet Networks
- LAN/WAN Systems
- HF/VHF/UHF/TETRA Radio Systems

- Prepare and review telecom engineering deliverables, including design basis documents, philosophies, system architectures, specifications, datasheets, layouts, cable schedules, tie-in documents, and material take-offs.
- Perform and review telecom studies, including network capacity assessments, fiber optic calculations, radio and CCTV coverage studies, power consumption, and heat dissipation analyses.
- Develop telecom interfaces between telecom, IT, control, F&G, and security systems.
- Ensure compliance with ADNOC standards, project specifications, and applicable international standards.
- Participate in design reviews, HAZID, HAZOP, constructability reviews, value engineering, and risk assessment workshops.
- Provide technical support during procurement, vendor evaluation, system integration, construction, commissioning, and project handover.
- Lead and mentor a team of engineers and designers, ensuring consistency, quality, and compliance across all engineering activities.
- Interface effectively with Project Management, Engineering Management, Clients, Operations teams, and Vendors to achieve successful project delivery.
- Review, approve, and monitor engineering deliverables prepared by discipline team members, consultants, and subcontractors.
- Support proposal preparation, technical bid evaluations, manpower estimation, cost forecasting, and discipline planning activities.
- Conduct offshore and onshore site surveys, field verification activities, data collection, constructability assessments, and brownfield feasibility reviews.
- Ensure full compliance with ADNOC specifications, standards, and project-specific requirements.
- Facilitate design reviews, technical assurance activities, and value engineering initiatives to optimize project outcomes.
- Coordinate closely with Electrical, Instrumentation and other engineering disciplines to ensure seamless integration of design solutions.
- Monitor discipline progress against approved schedules, budgets, and project milestones.
- Identify technical and execution risks and implement effective mitigation strategies.
- Support project planning, forecasting, progress reporting, and resource management activities.
- Lead interdisciplinary design reviews, technical workshops, and engineering resolution meetings.
- Ensure timely resolution of technical issues and effective implementation of Management of Change (MOC) processes.
- Liaise with Clients, Vendors, OEMs, and third-party stakeholders to ensure technical compliance and resolve engineering challenges.
- Ensure adherence to QA/QC procedures, engineering standards, calibration philosophies, datasheet quality requirements, and procurement documentation standards.
- Maintain awareness of emerging telecom technologies, digitalization initiatives, and industry best practices, promoting innovative and value-enhancing solutions where appropriate.
Experience
- Minimum 15+ years of telecommunication engineering experience in Oil & Gas, Petrochemical, LNG, or Energy sectors.
- Minimum 5 to 8 years in a Lead Engineer, Senior Lead Engineer, or equivalent leadership capacity.
- Demonstrated experience delivering both offshore and onshore brownfield and greenfield projects.
- Extensive working knowledge of ADNOC Group projects, engineering practices, and technical standards.
- Proven experience across FEED, Detailed Engineering, EPC, PMC, Construction, and Commissioning environments.
- Strong exposure to offshore production facilities, wellhead platforms, central processing facilities, and related infrastructure.
- Experience leading telecom infrastructure upgrades, network modernization, digital transformation initiatives, and brownfield integration projects is highly desirable.
Qualifications
- Bachelor’s degree in Telecommunications or Electronics & Communication Engineering, or equivalent.
- Professional memberships and relevant certifications such as PE, Chartered Engineer or equivalent industry-recognized qualifications will be considered advantageous.
Technical Skills
- Experience in telecom adequacy assessments, brownfield modifications, and integration of existing telecom systems.
- Strong understanding of industrial communication networks, telecom infrastructure planning, and system lifecycle management.
- Familiarity with telecom room layouts, control room layouts, field layouts, and 3D model reviews.
- Knowledge of OT cybersecurity principles and telecom system integration within industrial facilities.
- Experience with Telecom System Integrator (TSI) management, technical bid evaluations, and vendor coordination.
- In-depth knowledge of hazardous area classification, equipment selection, certification requirements (IECEx/ATEX), and installation practices for hazardous zones.
- Proven experience in telecom system design, telecom architecture development, brownfield integration, and telecom adequacy studies.
- Good knowledge of ADNOC AGES and AGPS, ITU-T, IEEE, IEC, ANSI/TIA, NFPA, and ATEX/IECEx requirements.
- Experience preparing and reviewing telecom studies, engineering calculations, specifications, and FEED deliverables.
- Strong leadership, communication, coordination, and stakeholder management skills.
