[What the role is]
The role will be part of the Gaming Governance team at Tote Board and will play a central role in supporting the Government’s implementation and coordination of the closure of the Singapore Turf Club (STC).The role will work across policy, programme delivery and operations. Its primary focus is to coordinate with government agencies support decisions relating to operational transition, asset realisation and land handover.
The officer will also oversee procurement, and contract-management matters within the team, and supervise officers and external service providers.
[What you will be working on]
Your key responsibilities will include the following:
1. Asset Realisation and Handover
Lead and coordinate asset realisation planning and governance, including adherence to relevant frameworks and plans for the transfer, donation, sale, auction, relocation, storage, disposal, write-off and heritage-related treatment of STC assets.
Oversee consultants and vendors supporting asset realisation, logistics, removal and disposal activities, and ensure that recommendations are translated into approved and executable plans.
Coordinate with Finance and relevant stakeholders to reconcile asset records, approvals, implementation evidence, proceeds and accounting treatment, and to maintain a clear end-to-end audit trail.
Monitor asset clearance against operational and land handover milestones, and escalate constraints that may affect site clearance or handover readiness.
2. Operational Transition & Racecourse Continuity
Oversee key operational matters arising from STC’s progressive discharge of duties, including continuity of essential Racecourse services, asset handover, site governance and controls, and management of extended services following STC closure.
Manage or coordinate with consultants or vendors appointed to support winding down activities, asset removal, facilities management, and site operations during Project Chester.
Supervise, coordinate, and review work tasks of team members assigned to operational transition and Racecourse continuity matters, as designated.
Guide and review procurement work undertaken by team members, and coordinate with VITAL, internal corporate functions and relevant approving authorities to ensure that procurements are timely, properly scoped and compliant with applicable requirements.
3. Budget and Governance Management
Oversee project budget planning, funding and approval submissions, expenditure monitoring, financial controls and management reporting.
Prepare clear and structured submissions, briefing materials, decision papers and progress updates for senior management, Board and inter-agency governance forums.
Review policies, operating arrangements and governance frameworks where standard requirements may require adaptation to the unique circumstances of the closure, and coordinate the necessary advice and approvals.
4. STC Closure and Inter-Agency Coordination
Support Tote Board’s engagement with government agencies on matters relating to the closure of STC, including transition planning, sequencing of milestones, and issue resolution.
Monitor cross agency risks, sensitivities, and dependencies, and surface emerging issues for timely and defensible management intervention.
[What we are looking for]
Requirements:
At least 5 to 8 years of relevant working experience in policy coordination, project or programme management, or public sector implementation work, with demonstrated experience in complex, multi agency initiatives.
Experience with managing multiple consultants, vendors or workstreams concurrently.
Strong analytical, written and verbal communication skills, with the ability to distil complex issues into clear, structured and decision-ready materials for senior stakeholders. Strong stakeholder management and interpersonal skills.
Strong planning and organizing skills, with close attention to detail, documentation and follow-through.
Experience in government procurement will be an advantage.
Proficiency in Microsoft Office, particularly Excel and PowerPoint.
Note : This is a two-year contract role.
