Description

This is journey-level work in installing and repairing water distribution and/or wastewater collection facilities and mechanisms. Work involves performing all phases of maintenance and installation for water distribution and/or wastewater collection systems. Duties may also involve independent, skilled water meter installation, removal, and repair, as well as other skilled mechanical work involving knowledge of water and/or wastewater system equipment. On most assignments, the employee has little supervision; however, a foreman or supervisor regularly assigns and inspects work.

This position is for a Water Utilities Pipefitter II; however, it may be filled at the level of a Water Utilities Pipefitter I.
  • Lays water mains; installs hydrants, valves, fittings, clamps, and sleeves, and is responsible for the more difficult repairs; flushes lines; backfills around pipes and landscapes upon completion.
  • May operate all necessary heavy equipment, including boring and jacking equipment, trenchers, backhoes, and other related equipment.
  • Reads water main blueprints to assist the foreman in selecting proper fittings and materials for the project; measures pipe lengths necessary.
  • Performs maintenance on materials, tools, and equipment.
  • Yarns, pours, and pounds lead; cuts and bevels pipes; threads pipes; caulks joints.
  • Performs helper/acting foreman duties for nighttime callout.
  • Performs all other associated duties regarding the installation and maintenance of water lines/attributes, and other services the City provides.
  • May be required to participate in and/or facilitate training to support departmental or City initiatives and requirements.
  • May be required to work overtime, or alternate hours, as necessary for the efficient operation of the department.  
  • Position is designated as Mission Critical.

ADDITIONAL FUNCTIONS
  • Performs emergency repairs on the water distribution system after normal working hours; subject to working overtime and participating in stand-by duty.
  • May perform acting foreman duties during normal and overtime hours of operation.

  • High school diploma from an accredited school or a GED.

Qualifications for Water Utilities Pipefitter II
  • High school diploma from an accredited school or a GED.
  • Two years of pipe fitting experience, with one year in the installation, repair, and maintenance of water systems.
  • Must possess and maintain a Class “C” Water Distribution License. 

SPECIAL REQUIREMENTS for Water Utilities Pipefitter I
  • Must possess and maintain a valid driver’s license.
  • Must possess and maintain a valid telephone number.
  • Must be able to obtain Class “A” CDL with appropriate endorsements as required by the employing department within six months of employment.
  • Must be able to obtain a Class “C” Water Distribution License within 18 months of employment. 
  • May be required to pass and maintain qualification for:
    • Respiratory Protection Physical.
    • Pulmonary Function.
    • Qualitative and Quantitative Fit Test(s).

SPECIAL REQUIREMENTS for Water Utilities Pipefitter II
  • Must possess and maintain a valid Class A CDL with appropriate endorsements as required by the employing department or be able to obtain said license within six months of employment.
  • Must possess and maintain a valid phone number.
  • May be required to pass and maintain qualification for:
    • Respiratory Protection Physical.
    • Pulmonary Function.
    • Qualitative and Quantitative Fit Test(s).
KNOWLEDGE
  • Methods, materials, practices, and tools required for pipe, main, service, and water meter installation, testing, and repair.
  • Water distribution system, including mains, hydrants, pressure-reducing valves, water meters, and other miscellaneous water distribution fixtures.

SKILLS
  • Using pipefitting, caulking, plumbing, pneumatic tools, rod welder, acetylene torch, and line locator equipment.

ABILITIES 
  • Read and interpret water distribution maps and construction blueprints.
  • Work independently without direct supervision.
  • Troubleshoot, such as testing faulty meters and locating leaks.
  • Understand and follow oral and written instructions.
  • Establish and maintain effective working relationships with co-workers, other City employees, and the general public.
  • Perform heavy physical manual tasks for extended periods, often in adverse climatic conditions.
  • Prepare reports and daily paperwork.
  • Communicate with Water Distribution employees and internal and external customers via telephone, radio, and other communication channels.
  • Self-starter, self-motivated, and detail-oriented.
  • Direct the actions of fellow employees.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS
  • Manual work involving walking or standing at times and exerting up to 100 pounds of force regularly.
  • Repetitive motion, such as movement of the wrists, hands, legs, and/or fingers.
  • Exposure to some significant environmental hazards, including confined spaces, chemical, electrical, mechanical, height, and heat, bright/dim light, inside and outside environmental conditions, asbestos-containing materials, and noise levels.
  • Normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
