Description

Under the supervision of the Manager of Operations, performs a variety of semi-skilled and technical tasks in the maintenance, repair, service, and operation of facilities, buildings, grounds, open spaces, and parks and recreation systems. Supports the team effort to accomplish the mission of the department.ESSENTIAL JOB FUNCTIONS:  
  • Assists in the training and/or supervision of lower-level employees or community service workers.
  • Serves as lead worker to mow and maintain park and open space areas such as baseball and soccer fields; mows weeds, cleans and maintains tennis courts and nets; maintains sprinkler systems and assists in the repair and installation of sprinkler lines and heads. 
  • Drags ball fields and line fields for games.
  • Performs custodial work including changing light bulbs and fluorescent tubes; sweeps floors; vacuums carpets; mops; shampoos and steam cleans carpets; buffs non-carpeted areas; dumps garbage and reline cans with liners; cleans and sanitizes restrooms and replenishes supplies; sweeps; empties trash cans; cleans spills; cleans drinking fountains, mirrors, tables, walls, fixtures, blinds, light fixtures, etc.; dusts furniture; washes windows, walls, metal, and woodwork; cleans rain gutters; sweeps roofs.
  • Inspects, washes, and performs routine maintenance of park drinking fountains and restrooms. 
  • Sweeps, washes, paints, and repairs or replaces park tables and slabs.
  • Performs routine maintenance on lawn and power equipment. 
  • Plants lawns, trees, shrubs, and flowers.
  • Carries out the seeding, fertilizing, top dressing, soil conditioning, watering, and pest and weed control of parks and open spaces.
  • Maintains and adjusts specialized turf care equipment and tools, including electric motors, pumps, sprinklers, tractors, mowers, and irrigation systems.
  • Operates tractors, mowers, jackhammers, welders, trucks, steam cleaners, buffers, washers, and other listed equipment as needed.
  • Maintains current skills and knowledge in the proper and safe techniques of facility, building, and grounds maintenance functions.
  • Uses equipment for clearing snow from parking lots and sidewalks.
  • Performs general plumbing repairs.
  • Collects and disposes of solid waste from buildings and grounds; picks up litter from premises.
  • Opens, closes, and locks and unlocks facilities as needed.
  • Assists in setting up and taking down equipment for various park and recreation programs, and prepares facilities for park and recreation program use.
  • Installs and maintains goal posts and nets for sports facilities, including soccer, volleyball, baseball, softball, tennis, and basketball.
  • Assists in the construction of new park facilities, including clearing, grading, drainage, and foundation work.
  • Keeps records of work completed.
  • Must be able to communicate safety issues found at any park or park facility to the park supervisor.
  • Represents and commits to building a culture inclusive of diversity, equity, inclusion, ethics, and trust.
  • Meets all job safety requirements and standards that pertain to the essential functions of the position.
  • Demonstrates regular and predictable attendance.

NON-ESSENTIAL JOB FUNCTIONS: Performs other related duties and responsibilities as assigned.

TOOLS AND EQUIPMENT USED:  The following are examples only and are not intended to be all-inclusive.  

  • Pickup truck, 15-passenger van, backhoe and bobcat, and skid steer.
  • Lawn and landscaping equipment, including tractors, mowers, aerifiers, chainsaws, edgers, weed trimmers, electric motors, pumps, sprinklers, and irrigation systems; miscellaneous hand and power tools for turf maintenance, carpentry, painting, plumbing, electrical, and cement finishing work; swimming pool equipment including chlorination system, pumps, boiler, valves, filtration devices, gauges, etc.; janitorial equipment including floor buffers, steam cleaner, carpet cleaners, washers, vacuums, mops, brooms, dusting equipment, and snowplows.
  • Telephone, mobile, and portable radios; electronic tablet; copy machines and basic computer skills.
Graduation from a high school or GED equivalent program and two years of experience in repair and maintenance work required; two years of HVAC experience or equivalent training or knowledge preferred; or any combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.

  • Knowledge: Equipment, material, and supplies used in facility and building and grounds maintenance and minor repairs; first aid and applicable safety precautions such as lockout/tagout, as they relate to the department and OSHA standards.
  • Skills: Tools and equipment listed below.
  • Abilities: Work independently to complete daily activities according to work schedule; lift heavy objects, walk and stand for long periods; perform strenuous physical labor under adverse field conditions; communicate verbally and in writing; use equipment and tools properly and safely; understand, follow, and transmit written and verbal instructions; establish effective working relationships, and work effectively in a team environment.

LICENSURE OR CERTIFICATION REQUIRED:  Must possess a valid State of Ohio Class A CDL w/tanker endorsement driver’s license and the ability to maintain continuing eligibility under the City’s driver eligibility standards.

SPECIAL REQUIREMENTS:  Must be a non-smoker and non-tobacco/nicotine user, including but not limited to cigarettes, cigars, pipes, snuff, etc., and refrain from using all tobacco/nicotine products for the duration of employment with the City.

SUPERVISION EXERCISED:  Acts as a lead worker for Regular Part-Time Laborers or Part-Time Laborers, and supervises community service workers or temporary employees as required and assigned.REGULAR WORK WEEK:  Monday-Friday, 7 AM - 3 PM, or as assigned.

ADDITIONAL REQUIREMENTS: Must be a current non-probationary AFSMCE member who has occupied their current position for more than 180 days.
