Description
This position is responsible for assisting with the coordination of the Pre-Trial Diversion Program.
- Greets visitors, answers questions, and assists with appointments. Receives, screens, routes, and/or answers incoming telephone calls.
- Assists callers such as clients, social service agencies, counselors, police, court officials, employers, victims, and others with information and status related to Pretrial Diversion Program activities.
- Receives and routes incoming and outgoing mail and other papers/documents.
- Provides applications to potential program participants and provides instructions.
- Develops and maintains resource list of employment, educational, and community service-based programs to provide client needs.
- Works directly with clients and victims concerning the collection and distribution of restitution payments.
- Prepares and sends notifications for acceptance or denial; assists in preparing for Appeal Hearings.
- Coordinates, verifies, and ensures that defendants follow Pre-Trial Diversion Agreements including employment, education, community service, restitution and counseling requirements. Maintains and updates case files with relevant and pertinent information pertaining to clients.
- Assists in notifying City Attorney of clients who are not in compliance with the Pre-Trial Diversion Agreements. Notifies City Attorney of clients who have successfully completed the requirements of the Pre-Trial Diversion Program.
- Collects program fees, court costs, and restitution payments from program participants; assists participants with indigent determination.
- Conducts and coordinates scheduled appointments and random drug screens to ensure and verify compliance with Pretrial Diversion Agreements.
- Assists with the coordination and placement of defendants into substance abuse, mental health, domestic violence, or other related education/treatment programs.
- Prepares a variety of correspondence, documents, reports, and other documentation.
- Maintains files and records; scans and stores documents as needed.
- Enters participant data into computerized database.
- Maintains participant lists and status logs; maintains applicant and participant contact information.
- Maintains updated case files, removes and stores dormant files. Maintains chronological order of files.
- Coordinates meetings, activities, and appointments for the City Attorney and others.
- Maintains office supplies and makes purchases as needed.
- Maintains confidentiality of all information and conversations related to cases.
- Attends municipal courts as required.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS, and ABILITIES REQUIRED BY THE POSITION
- Knowledge of the criminal justice system, including Alabama Rules of Criminal procedures, Alabama Criminal and Traffic Codes, City of Dothan ordinances, and Pretrial Diversion Ordinance (Dothan Code of Ordinances Section 30-60 et. seq.).
- Knowledge of the policies and procedures required by the Alabama Criminal Justice Information Center and the National Criminal Justice Information Center.
- Knowledge of Pre-Trial Diversion Program policies and procedures.
- Knowledge of available community resources.
- Knowledge of computers and job-related software programs.
- Skill in problem solving.

- Skill in oral and written communication.
- Skill in Microsoft Outlook, Word, Southern Software RMS, Municipal Software Group (MSG), and other software used in case management.

- Ability to safely operate a motor vehicle.
SUPERVISORY CONTROLS
The City Attorney assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.
GUIDELINES
Guidelines include Alabama Rules of Criminal procedures, Alabama Criminal and Traffic Codes, and City of Dothan ordinances, and Pre-Trial Diversion Ordinance (Dothan Code of Ordinances Section 30-60 et. seq.).
These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of related program coordination duties. The unique circumstance surrounding each case contribute to the complexity of the position.
- The purpose of this position is to coordinate the Pre-Trial Diversion Program. Successful performance contributes to the reduction of criminal recidivism.
CONTACTS
- Contacts are typically with coworkers, other city personnel, attorneys, court personnel, law enforcement officers, treatment and education professionals, vendors, victims, program participants, and members of the public.
- Contacts are typically to exchange information, resolve problems, motivate people, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping; speak and hear; read and write; grasp and hold objects; use a keyboard; drive a motor vehicle. The employee occasionally lifts light objects up to ten (10) pounds.
- The work is typically performed in an office and/or courtroom.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
- Graduation from standard senior high school or GED, as recognized by the United States Department of Education (USDE) or Council for Higher Education Accreditation (CHEA); and
- One (1) year recent experience in general office, typing, and clerical work.
- One (1) year recent experience using word processing software (ex. MS Word) preferred.
- Six (6) months recent experience in the legal/court system processing and administering the results of legal adjudication or court ordered mandates preferred.
- Six (6) months recent experience processing and administering pre-trial diversion preferred.
- Graduation from an accredited* college or university with a degree in Business Administration, Legal Studies, Paralegal, or closely related field preferred.
*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA).

NECESSARY SPECIAL REQUIREMENTS
- Applicants are required to successfully pass a typing test with a minimum score of 30 net words per minute. A typing test will be administered at the time of application (see City of Dothan’s Typing Test/Retest Policy)
- Possession of a valid driver license and acceptable driving record. (PBA 9/10/01)
- Employees in this position are required to obtain and maintain an Agency Information Security Officer Training (AISO) certificate within six (6) months of employment/promotion/demotion/transfer.
- May require the employee to be bondable.
- Must maintain information confidentiality throughout employment.
- An applicant for this position is subject to various background investigations up to and including fingerprint identity and background check (NCIC), criminal, credit, past employment, and reference checks.
- Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy, which includes pre-employment and random tests for the duration of employment in this position. (PBA 8/13/12)
