Job Description
The AVP, Cross Border Operations is accountable for establishing and governing the end-to-end operating model for SingPost's Cross Border business, ensuring commercial ambitions are translated into scalable, resilient and operationally excellent execution across the global logistics network.The role provides leadership over network governance, operational excellence and service performance across the cross-border value chain, spanning origin operations, linehaul, transit hubs, customs clearance, destination injection and last-mile delivery. Working across multiple business units and an extensive partner ecosystem, the incumbent establishes the governance, operating frameworks and accountability required to deliver predictable customer outcomes at scale.
Beyond day-to-day operations, the role institutionalises operating disciplines including operating procedures, RACI ownership, SLA governance, partner performance management, business continuity and continuous improvement, ensuring operational risks are proactively managed while strengthening SingPost's long-term cross-border capabilities.
1. Commercial & Network Strategy
Work closely with the Head of Commercial and DVP, Cross Border Product & Commercial Enablement to translate commercial strategies, customer requirements and growth opportunities into operationally viable network solutions that enable sustainable revenue growth.
Develop and execute network strategies, operating models and capability roadmaps that strengthen SingPost's Cross Border competitiveness, scalability and service offerings.
Ensure new products, trade lanes and strategic customer opportunities are supported by robust operational capabilities prior to commercial launch.
2. Operational Excellence, Process Transformation & Financial Stewardship
Institutionalise Cross Border operations through standardised operating procedures, governance frameworks, RACI, performance controls and technology-enabled workflows.
Drive process transformation by improving operational efficiency, reducing manual workarounds and strengthening visibility through automation and data-driven performance management.
Strengthen operational resilience while minimising financial exposure arising from SLA breaches, service failures, contractual penalties and recovery costs.
3. Operational Governance, Network Performance & Partner Management
Establish and continuously enhance the end-to-end operating model, governance frameworks, operating procedures, RACI and performance controls across SingPost's Cross Border network, ensuring operational readiness, consistency and scalable execution.
Govern the performance of carriers, postal operators, customs brokers and last-mile partners by balancing service levels, network resilience, capacity and operating costs, while ensuring compliance with contractual commitments and operational standards.
Drive cross-functional accountability and continuous improvement through structured performance management, service recovery and proactive resolution of operational risks, process gaps and SLA issues.
4. Leadership, Transformation & Organisational Capability
Lead and develop a high-performing operations team while fostering a culture of ownership, accountability, collaboration and continuous improvement.
Build strong partnerships across Commercial, Product, Operations, Customer Service, Finance, Procurement and Technology to improve organisational effectiveness and execution.
Drive operational transformation initiatives that strengthen organisational capabilities, improve business performance and support SingPost's evolving Cross Border strategy.
