Job Description
This position is located in the Internet Crimes Against Children (ICAC) unit within the Investigative Services Division in Oklahoma City, OK.
Basic Purpose
Positions within this job family are assigned responsibilities involving the ability to forensically examine electronic devices which could be used as evidence in criminal investigations. This position provides support to criminal investigations regarding child exploitation and sexual abuse through field forensic previews of electronic devices, the collection and transportation of evidence, forensic examinations of mobile devices, producing technical reports of findings, and courtroom testimony to findings in criminal cases.
Major Work Duties
- Performs field forensic previews of computers, cell phones, and other digital evidence items to assist in Criminal Investigations primarily focused on child exploitation and sexual abuse.
- Conducts full mobile device examinations in an office environment.
- Collects and preserves evidence, maintains related records and chain of custody.
- Analyzes and evaluates collected evidence and information and prepares written reports.
- Maintains forensic computer systems and software. Maintains related assigned equipment and any certifications or special qualifications.
Typical Functions
The functions performed in this job family will vary by level, unit and organization, but may include the following:
- Performs field forensic previews of computers, cell phones, and other digital evidence items to assist in criminal investigations primarily focused on child exploitation and sexual abuse.
- Conducts full mobile device examinations in an office environment.
- Collects and preserves evidence, maintains related records and chain of custody.
- Analyzes and evaluates collected evidence and information and prepares written reports.
- Receives and manages evidence associated with cases submitted for forensic analysis. Ensures that the integrity of the evidence is protected by following standard procedures and evidence handling policies.
- Maintains forensic computer systems and software. Maintains related assigned equipment and any certifications or special qualifications.
- Provides digital forensic assistance to other local, state and federal agencies when requested.
- Maintains assigned state vehicles and evidence collection equipment within the vehicles.
- Evaluates new forensic tools and trainings for possible inclusion.
- Trains or assists in training lower-level Technical Investigators.
Level Descriptor
- Level I: This is the basic level of the job family. Technical Investigators are assigned basic responsibilities in training status that is designed to build examination and evidence collection skills. These responsibilities include, but are not limited to, learning about forensic tools, gathering evidence, maintaining chain of custody, and communicating findings clearly and concisely both in written reports and in a courtroom setting.
- Level II: This is the career level within this job family descriptor. Incumbents will perform all assigned duties and responsibilities at a full performance level requiring minimal supervision; this includes independently conducting field forensic previews.
- Level III: This is the specialist level within this job family descriptor. Incumbents will independently perform all assigned duties and responsibilities and may be assigned to train lower-level Technical Investigators.
Knowledge, Skills, Abilities and Competencies
- Level I: Knowledge, Skills, and Abilities required at this level include knowledge of computer programs and applications; of basic presentation skills, of collecting evidence and analyzing data, and of basic mobile device functions. Ability required at this level is to organize findings clearly and concisely.
- Level II: Knowledge, Skills, and Abilities required at this level include the knowledge of computer programs and applications; of collecting evidence and analyzing data; of report writing, and of criminal investigative procedures in child exploitation or sexual assault cases. Ability required at this level is the ability to present findings in a clear and concise manner in both written and oral form; and to work independently with minimal supervision.
- Level III: Knowledge, Skills, and Abilities required at this level include the knowledge of adult training methodologies; of writing technical reports; and investigative methods of cybercrime. Skill required at this level is the skill to analyze data and evidence from child exploitation and sexual assault cases; and to problem solve. Ability required at this level is the ability to collect and preserve evidence through the chain of custody process; to testify in a courtroom setting; to present finding in a clear, concise, logical manner; and to simultaneously manage multiple scenes or investigations.
Education and Experience
- Level I: Education and experience required at this level consist of a bachelor’s degree from an accredited college or university.
- Level II: Education and experience required at this level consist of a bachelor’s degree from an accredited college or university and one (1) year of experience as a Technical Investigator primarily investigating child exploitation or sexual assault cases, or other relevant professional experience, such as conducting digital evidence examinations or performing field previews of digital evidence, and certified as a Cellebrite Certified Operator (CCO) for Inseyets, Cellebrite Inseyets Certified Physical Analyzer (CCPA) for Inseyets, and Digital Evidence Investigator (DEI).
- Level III: Education and experience required at this level consist of a bachelor’s degree from an accredited college or university and three (3) years of experience as a Technical Investigator or three (3) years of other relevant professional experience, such as conducting digital evidence examinations or performing field previews of digital evidence, and certified as a Cellebrite Certified Operator (CCO) for Inseyets, Cellebrite Inseyets Certified Physical Analyzer (CCPA) for Inseyets, and Digital Evidence Investigator (DEI).
Special Requirements
Successful applicants must:
- Be willing and able to perform job-related travel
- Be willing and able to be away from home for extended periods of time
- Successfully complete all necessary training and certifications required by the agency
- Pass a thorough background investigation
- Submit to a drug screen
- Submit to a polygraph examination
- Have a valid Oklahoma Driver’s License
