The Compliance Manager owns affordable housing compliance oversight across Valiant Residential’s growing portfolio, ensuring properties meet applicable program, regulatory, and agreement requirements. The role is accountable for compliance quality, risk management, resident file approval, corrective action, regulatory deadlines, and consistent execution across applicable programs, including Public Facility Corporation (PFC), Housing Finance Corporation (HFC), Low-Income Housing Tax Credit (LIHTC), Community Housing Development Organization (CHDO), and other applicable federal, state, and local requirements.
The Compliance Manager is the final compliance decision-maker for resident files and the primary compliance resource for onsite teams, regional leadership, executives, and external agencies. They lead the Compliance team, establish quality and review standards, oversee the resident file review process, provide final approval of compliance determinations, and ensure compliance risks are identified, addressed, and appropriately escalated.
Note: This role requires 100% in-office attendance at our Dallas corporate office (I-75 and Walnut Hill Ln).

What You'll Do:
- Oversee portfolio-wide compliance for affordable housing programs, including LIHTC, HFC, PFC, CHDO, and other applicable regulatory requirements.
- Interpret and communicate compliance regulations, program requirements, and policy changes to ensure consistent execution across the portfolio.
- Manage the resident file review and approval process, ensuring accuracy, completeness, and compliance with all governing requirements.
- Lead compliance quality assurance efforts, identify areas of risk, and implement corrective actions and process improvements.
- Supervise, develop, and support Compliance Specialists, establishing performance, quality, and turnaround standards.
- Serve as the primary compliance resource for Operations leadership and onsite teams, providing guidance, training, and support on complex compliance matters.
- Monitor property performance against program requirements, set-asides, income restrictions, and reporting obligations.
- Oversee compliance-related reporting, agency submissions, audits, and external regulatory relationships.
- Lead compliance technology, systems, and process improvement initiatives to enhance efficiency, data integrity, and regulatory compliance.
- Maintain the integrity and confidentiality of resident records and ensure adherence to fair housing and documentation standards.
- Develop and maintain compliance policies, procedures, and best practices that support operational excellence and regulatory compliance.
- Perform other duties as assigned.
Requirements
Required Qualifications
- 5+ years of progressively responsible affordable housing compliance experience, including tax credit, bond, HUD, or similar programs.
- At least 2 years of experience leading compliance audits, processes, staff, or property-team training across multiple communities.
- Demonstrated ability to interpret property-specific affordability requirements and evaluate income, assets, eligibility, rent restrictions, certifications, and supporting documentation.
- Experience managing compliance findings and corrective action through documented resolution.
- Experience overseeing compliance programs, workflows, reporting, and deadlines across a multi-property portfolio.
- Demonstrated ability to identify compliance risk, prioritize issues, and communicate clear recommendations to property and regional leadership.
- Experience supervising, coaching, or providing functional leadership to compliance staff or property teams.
- Must hold, or obtain within 12 months of hire, at least one of: Housing Credit Certified Professional (HCCP), Specialist in Housing Credit Management (SHCM), Certified Occupancy Specialist (COS), Certified Professional of Occupancy (CPO), or Fair Housing Specialist (FHS).
Preferred Experience
- Experience with PFC, HFC, or CHDO requirements and Texas agency reporting.
- Yardi Affordable implementation, administration, or significant user experience.
- Experience supervising remote or distributed compliance staff.
- Experience developing compliance policies, procedures, training materials, reporting, or quality-control programs.
- Experience with other affordable housing programs, including LIHTC or HUD-assisted housing.
Work Environment and Travel
This position involves reviewing compliance files and documentation, analyzing data, conducting meetings and training sessions, and periodically visiting residential communities. Travel to assigned properties and company meetings may be required based on portfolio needs.
Physical Requirements:

- Ability to communicate effectively in person, virtually, and by telephone.
- Ability to move throughout office and residential property environments, including climbing stairs when necessary.
- Ability to operate standard office equipment and computer systems.
- Ability to manage multiple priorities and deadlines in a fast-paced environment.
