Konnekt forms part of a consortium handling temporary employment for The European Union Agency for Asylum (EUAA) in Malta. Research Programme Officer - interim support

Location: EUAA HQ, Valletta.

Tentative start date: 01.12.2026 till 31.01.2027 (renewable)

Salary Category IV - Gross monthly: EUR 4,111.47

Job Description

The Programme Officer will work with the PAS HQ Teams and perform the following tasks:

• Support programming processes, contributing to sound planning, reporting and monitoring of operations;
• Develop workflows, guidelines, and tools, and contribute to ensuring consistent application within the Sector and across operations;
• Support and coordinate risk management processes, in close cooperation with PAS Project Management clusters.
• Support and coordinate processes related to fundamental rights, including the regular update of a dedicated register and preparation of related reports. 
• Support C1 processes related to corporate planning, monitoring and reporting.
• Provide general support to PAS horizontal processes, including organisation of meetings, drafting reports, preparing presentations and working documents, design of visual elements and infographics.
• Participate in internal and external meetings and/or missions as requested;
• Perform any other tasks in the interest of the service.

Minimum requirement

• A completed university degree of at least three years.
• Professional experience of 2 years relevant to the above-described responsibilities.
• Excellent knowledge of the project management cycle.
• Proven professional experience in preparing templates, documents, presentations, spreadsheets and reports.
• Excellent analytical skills.
• Excellent drafting skills in English 
• Demonstrated proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Thorough Knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL) 
• Working experience in European organisations, international organisations or public administration.

Advantageous criteria

• Completed university degree of at least three years in a relevant field.
• Previous professional experience within an international and multicultural environment.
• Experience in the field of asylum and migration.  
• General knowledge of EUAA and EU Institutions functioning.

Non-resident rate: Non-Maltese employees who are moving to Malta for the purposes of employment will be subject to "Non-resident" tax rates for the first 183 days from arrival – these are higher than the standard rates. Once 183 days of residence are reached, income tax will be recalculated for the entire period of employment in the current year from arrival in Malta, and the tax will be adjusted to recover any overpaid tax. If the 183-day period extends into the following year, and 183 days of residence in Malta are not accumulated, the overpaid tax will need to be claimed back from the authorities with personal income tax return.
