[What the role is]
Support SWDA's strategic establishment (estab) planning to ensure adequate manpower resources to meet organisational priorities, operational requirements and longer-term workforce needs. The role involves assessing resourcing requests, identifying opportunities to optimise existing resources, maintaining estab governance, and providing reliable data and recommendations to facilitate management decisions.[What you will be working on]
Strategic Resource Planning
- Identify emerging manpower needs, pressures and trade-offs, and develop resourcing options that support critical capabilities and new or expanded workstreams.
- Maintain an overview of the estab situation across SWDA to identify opportunities for resource optimisation.
- Analyse resourcing needs across the organisation to ensure alignment with SWDA's strategic priorities and desired outcomes.
- Liaise with external agencies (e.g., MOF, MOM) on estab matters, including preparation of proposals and negotiation on resourcing support.
- Work with different stakeholders to assess options to optimise SWDA’s manpower resources, including partnerships, technology, AI and work redesign.
- Prepare updates and recommendations to facilitate management decisions on resourcing planning matters, including secretariat duties.
Estab Governance, Policy and Process
- Maintain and periodically review the Estab Management Framework, including the principles and assessment criteria for different types of estab requests.
- Ensure submission requirements for estab requests (including approval timelines, SOPs and templates) are current and clearly communicated and documented.
- Review areas to improve and streamline the evaluation process for estab requests.
- Maintain clear records of estab decisions, exceptions and approval conditions to support accountability and auditability.
Evaluation of Estab Requests
- Assess estab requests from divisions, including clarifying supporting information and preparing assessments, options and recommendations for management's consideration.
- Draft papers, presentations and other discussion materials for deliberation at senior management platforms.
- Guide divisions on estab policies and processes, assessment considerations, approval requirements and possible resourcing options.
- Communicate decisions and approval conditions, as well as follow up on implementation actions.
Data, Insights and Management Reporting
- Maintain accurate estab and MMF records, including estab lineage, tenure, funding sources, approval authorities and conditions.
- Work with internal divisions to reconcile estab and headcount data, align definitions and establish a common, trusted and single source for estab data.
- Analyse estab data and prepare management reports that provide insights on resourcing trends and patterns.
- Identify and implement opportunities to leverage technology for improved tracking, workflows, analytics and reporting.
[What we are looking for]
Skills & Competencies
- Strong analytical and critical thinking skills, with the ability to assess competing requirements and translate data into practical recommendations.
- Clear writing and presentation skills, including the ability to prepare concise and well-structured management submissions.
- Effective stakeholder engagement and coordination skills, with experience working across different parties.
- Strong attention to detail, record-keeping discipline and the ability to manage concurrent submissions and deadlines.
- Familiarity with public sector manpower governance, estab management frameworks and approval processes will be an advantage.
Experience
At least 2 to 3 years of public sector experience, preferably with a policy or planning background and demonstrated ability in data analysis.
Successful candidates will be offered a contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
