THE OPPORTUNITY 

Help shape how BCI engages with vendors and delivers solutions across the business. This is a newly created role and an opportunity to build a modern procurement function that delivers measurable business impact.  


As a Procurement Delivery Lead, you'll be the trusted point of contact guiding vendor and application intake requests from start to finish, bringing together stakeholders across legal, cyber, privacy, technology, and the business. 


This role is about relationships, communication, and influence. We're looking for someone who can build credibility quickly, navigate competing priorities, and keep complex initiatives moving forward through collaboration. 


Procurement experience is welcome, but you don't need to know procurement inside and out. Whether your background is in procurement, account management, client services, program delivery, or operations, you'll thrive if you enjoy working with people, solving problems, and turning complexity into progress. 


WHO YOU WILL WORK WITH 

Reporting to the Director, Procurement, you'll join BCI's Finance department, which leads investment and corporate accounting, valuations, financial reporting, budgeting, tax, and procurement. Within Finance, Procurement sources, contracts, and manages the vendors, software, services, and goods BCI relies on, spanning strategic sourcing, vendor and contract management, and procurement operations. 


The team is evolving on purpose, building the capability, credibility, and tools to be a strategic partner to the business from the start. At the centre of that shift is a redesigned, firm-wide intake process that Procurement now owns end to end. Every request gets a single front door and one accountable owner from intake to signature. 


You'll work closely with business requestors and with Legal, Cyber, Privacy, and Technology, and you'll be the main contact for vendors from intake through contract. You'll be the face of BCI's intake process to vendors, and the calm, organized presence that business teams and specialist reviewers know they can count on. 


WHAT YOU BRING 

This role may be filled at Level 1 or Level 2, depending on experience. 

  • Bachelor's degree in business, supply chain, communications, public administration, or a related field (or equivalent experience) 
  • Experience in a client-facing, relationship-driven, or delivery role in procurement, account management, consulting, or professional services:  
  • Level 1: three to five years 
  • Level 2: more than five years, including leading or overseeing the work of others 
  • Experience running complex, multi-stakeholder processes: juggling concurrent workstreams, triaging requests, and making sound calls on sequencing and escalation
  • Proven ability to influence senior stakeholders across legal, technology, compliance, and the business without formal authority 
  • Strong analytical skills: assess risk, synthesize inputs, and make clear recommendations
  • Excellent communication, including turning technical or legal concepts into plain language
  • Comfort with commercial and contract terms; depth is an asset, and we will support your ramp-up

Preferred:

  • SCMP, PMP, CAPM, or equivalent certification
  • Financial services or regulated industry experience
  • Public sector procurement or trade agreement knowledge
  • Experience with AI-assisted contract review or contract management tools

WHAT YOU WILL DO

Intake Management and Orchestration

  • Serve as the single accountable contact for application, software, consulting, and staff augmentation intake requests, from submission through assessment and signing
  • Conduct structured requirements discussions with business requestors to capture needs, risk profile, and timelines, and determine the assessments required
  • Triage requests by risk and complexity, sequence the work accordingly, and establish achievable schedules upfront
  • Identify emerging risks during the process and engage the appropriate subject matter experts to resolve them without delaying the request
  • Guide requestors through the self-service path for below-threshold requests, and act as the escalation point when further support is needed
  • Navigate competing priorities across legal, cyber, privacy, and technology
  • Keep senior stakeholders informed and aligned throughout the process

Vendor Engagement and Commercial Support

  • Act as BCI's single point of contact for vendors, consolidating outreach from assessment teams into one coordinated request
  • Lead commercial discussions with vendors on pricing, tiering, and negotiating leverage
  • Coordinate negotiations and RFx logistics alongside Strategic Sourcing and Vendor & Contract Management
  • Prepare commercially complete contract drafts ahead of legal review 
  • Escalate to Legal where a vendor will not accept BCI's standard paper or redlines, to support a risk-based decision

Contract Administration and Continuous Improvement 

  • Support direct award justifications and help requestors interpret AI-assisted contract review outputs 
  • Maintain accurate contract metadata in BCI's systems of record and use it to monitor renewals 
  • Manage intake KPIs, provide reporting to Finance, Legal, and Technology, and identify opportunities to improve process efficiency and tooling 
  • Initiate post-signature onboarding with the relevant teams and confirm completion to ensure continuity for the requestor 

 

WHERE YOU WILL WORK 

This role is based in our downtown Victoria, BC office. Relocation support is available for candidates relocating to Victoria.

 

SALARY RANGE 

The annualized base salary ranges for this Victoria-based role are: 

  • Level 1: CAD $106,000 - $128,000 
  • Level 2: CAD $125,000 - $150,000 

This role may be filled at either level, depending on the successful candidate's experience. We welcome applications from candidates at both levels.

The base salary will consider factors such as the individual's skill set, experience, and internal equity. We aim for actual pay to be around the market median for expected performance and the upper quartile for excellent performance. Actual salaries may vary based on experience and expertise.
