BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger globally. In Bangladesh, WFP plays a critical role in supporting the Government and humanitarian partners to strengthen food security, nutrition, and resilience, particularly in Cox’s Bazar, which hosts over one million Rohingya refugees alongside vulnerable host communities. The Resilience Unit focuses on livelihoods, climate adaptation, and disaster risk reduction to reduce vulnerability and enhance self-reliance. WFP supports cash-based transfers (CBT), Cash for Work (CFW), and resilience-building activities: ensuring accountability, transparency, and digitization of beneficiary management through platforms including SCOPE, MoDA, ACAMIS, and COMET.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
1. Manage beneficiary enrolment and attendance tracking in MoDA to maintain real-time accountability.
2. Assist in ensuring availability of accurate data (payment advice file, attendance) for processing beneficiary payments and preparing reconciliation reports.
3. Support local distribution planning and coordination with CBT team, Transfer Management, and Financial Service Providers.
4. Assist in reviewing and endorsing weekly operational planning updates, monthly combined reports (MCR), distribution reports (MDR), and first level reconciliation reports.
5. Manage monthly COMET data and ensure timely submission for donor and external reporting.
6. Coordinate with MEAL and COMET teams for donor reporting and liaise with Digital Solutions & SCOPE teams for digitization of beneficiary engagement and payment processes.
7. Guide cooperating partners with data management and weekly reports.
8. Assist monitoring cash for work activities, cash distributions, and ongoing resilience project implementation at field level as needed.
9. Contribute to strengthening capacity of cooperating partners and internal teams through technical training on SCOPE beneficiary management and related systems.
10. Other duties as required by the programme and operations.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of University Degree (Bachelor's or equivalent) is required. Education in any relevant field is preferable.
Experience: At least 5 years of overall experience in Programme Operations, Beneficiary Management, Cash Transfer Distributions or in any other relevant fields.
Language: Fluency in spoken and written both in English and Bangla language.
