Traffic Flow Management Team

San José operates and manages over 900 traffic signals citywide. The Associate Engineer will lead efforts to provide safety and operational analysis and signal timing support for key City priorities, including Quick-Build along Vision Zero priority safety corridors, downtown area development, collision and fatality review, complete streets projects, and roadway reconfiguration projects that support bike network expansion. Key duties include but are not limited to:

  • Work closely with project teams throughout the department to identify and evaluate signal timing strategies to support key City priorities.
  • Coordinate with partner agencies and consultants for project implementation, traffic data collection and review, signal timing strategy development and implementation, field review, and simulation model development for evaluating traffic impacts.
  • Perform project management and delivery duties for signal retiming projects.
  • Work closely with Valley Transportation Authority (VTA) to identify any transit operations issues; troubleshoot and address system concerns and optimization needs, including detection repair, detection zone adjustments, transit signal priority project implementation and system integration.
  • Develop, implement, and adjust signal timing along travel corridors to reduce delays and improve intersection efficiency.
  • Respond to residents regarding signal operations concerns.
  • Lead and supervise engineering and/or technical staff by establishing goals, tracking performances, creating a positive work environment, maximizing staff development opportunities, and providing appropriate recognition.
  • Flexibly support the Traffic Signal Design program for project delivery

Automated Speed Enforcement Team

The Associate Engineer is responsible for leading the development and implementation of the Automated Speed Enforcement Program. Assembly Bill 645 (AB 645) authorizes six California cities, including San José, to conduct a five-year Automated Speed Enforcement pilot between January 1, 2024, to January 1, 2032. The Associate Engineer will develop and prioritize the delivery of the speed safety system where data shows the most speeding and incidence of severe and fatal injury crashes, consistent with AB 645 requirements and Safe System principles that prioritize reducing speeds and the risk of fatal and severe injuries, and ensure all provisions meet the legislative bill and all reporting requirements. Additionally, this position will analyze crash data and other traffic safety statistics to identify high crash intersections and corridors and classify risks and trends where speed safety camera systems are most appropriate.  This position will also support before-and-after studies to evaluate changes in vehicle speeds, crashes, and other safety outcomes associated with speed safety system implementation. Ability to effectively coordinate multidisciplinary issues among multiple stakeholders is a requirement. 

  • Key duties include but are not limited to: Develop speed safety camera system program and work with the other 5 pilot cities.  
  • Work with vendor on the citation processing for the speed safety camera system program. 
  • Provide effective project management to ensure on time and within budget project delivery. 
  • Attend and lead community meetings and other public outreach activities. Coordinate with internal City stakeholders as well as external stakeholders, including providing staff support and working effectively with committees, boards, task forces, community groups, associations, and staff in other departments and agencies. 
  • Perform project management duties, including cost estimating, resource allocation, drafting and administering contracts and grants, expenditure tracking, grant billing, design review coordination, and progress report submissions. 
  • Review, design, and implement safety improvement projects, including developing data-driven recommendations for improvements that reduce speeding and the risk of data and severe injury crashes consistent with the Safe System Approach. Support the identification, design, and implementation of eligible traffic-calming and other safety improvements funded by speed safety camera program revenue, consistent with AB 645 requirements

Private Development Review Team

The Associate Engineer will, under general direction of the Senior Engineer, perform work of considerable sensitivity in private development review. The Associate Engineer will be responsible to coordinate across the department and City development partners internally and externally on the review of private development entitlement applications as relates to DOT policies, design requirements, and review of construction improvement plans. The Associate Engineer will also be responsible for implementation oversight of DOT development transportation project requirements in the field. Key duties include: 

  • Review private development plans to address roadway right of way dedication requirements and geometric design elements. 
  • Review and provide comments for private developments entitlement projects, improvement plans, and traffic analysis reports, Traffic Demand Management (TDM) checklists with DOT and Department of Public Works (DPW) staff. 
  • Coordinate signalized intersection design kickoff meetings with DOT and DPW staff relevant to private development projects. 
  • Prepare conceptual designs for roadways, intersection and traffic signals, and other street improvements as related to private development according to “San Jose Complete Streets Design Standards & Guidelines” and in conformance with Federal, State, and City's transportation design standards, guidelines, and policies. 
  • Apply directives from the Envision San Jose 2040 General Plan, Urban Village Planning, Multimodal Transportation Improvement Plans, and other city policies that apply to development projects. 
  • Develop geometric design skills through collaboration with engineering and design staff in reviewing plans/designs and becoming familiar with geometric design policies and standards. 
  • Become the lead between DOT and DPW for development project issues during the entitlement and implementation phases of private development projects.


Education: A Bachelor's degree from an accredited college or university in the required professional engineering discipline or possession of an Engineer-in-Training (EIT) certificate.

Experience: Three (3) years of increasingly responsible professional engineering experience.

Acceptable Substitutions: A Master’s degree from an accredited college or university in the required professional engineering discipline may be substituted for one (1) year of professional engineering experience.


Certifications/Licenses: Certificate of Registration in a relevant professional engineering discipline may be required for some positions. Possession of a valid State of California’s driver’s license may be required. Other licenses or certificates may be required for particular positions.

Selection Process:
