Overview

LMI is seeking a Program Operations Specialist to support complex United States Postal Service (USPS) IT programs. The candidate must demonstrate experience and competent tracking multiple project interdependencies, project lifecycles, critical thinking, resource management, and business growth while upholding the highest standard of ethical behavior. Their primary responsibility will be to support the USPS Program Manager to streamline operations and support modernization initiatives.

Responsibilities

  • Operate within the program management office to coordinate and oversee a portfolio of IT modernization programs and projects (infrastructure, enterprise systems, data & analytics, cybersecurity, end-user technologies).
  • Serve as a key advisor to program leadership, providing portfolio-level insights on schedule, cost, risk, dependencies, technical fit, and business value to support prioritization and investment decisions.
  • Develop and maintain integrated master schedules and multi-year roadmaps that reflect technical dependencies across systems, integrations, environments, data flows, and USPS operational windows (e.g., peak mailing seasons).
  • Build and manage program-level dashboards (primarily in Power BI) that consolidate program status, risks, issues, technical debt, capacity utilization, and key performance metrics across the modernization portfolio.
  • Conduct resource and capacity planning across the team; recommend staffing models, sequencing, and program-level tradeoffs.
  • Maintain consolidated risk, issue, and dependency registers, with emphasis on technology and business continuity risks (legacy constraints, integration complexity, data migration, interoperability, and security posture).
  • Support requirements decomposition and solution planning to ensure alignment among business requirements, architecture standards, security requirements, and implementation plans.
  • Coordinate closely with enterprise architecture, cybersecurity, operations, data, and vendor teams to align modernization initiatives with USPS technical reference architectures and standards.
  • Drive continuous improvement of program practices through analysis of delivery performance (cycle times, defect trends, deployment success rates) and recommend changes to governance, processes, and tooling.
  • Prepare executive briefings, decision papers, and portfolio summaries for USPS CIO leadership and senior IT/business leaders.
  • Mentor junior PMO and project staff on enterprise-level program management, portfolio reporting, and stakeholder engagement at CIO level.
  • Ensure PMO processes and artifacts adhere to USPS policies, federal IT and cybersecurity requirements, and LMI quality standards.

Qualifications

  • Bachelor’s degree in Information Systems, Computer Science, Engineering, Business, or related field; advanced degree preferred.
  • 8–10+ years of experience in IT program/project management, PMO operations, or IT consulting, with several years supporting a CIO or enterprise IT directorate.
  • Experience as a senior consultant or lead PMO practitioner on large-scale federal IT modernization, digital transformation, or enterprise technology programs.
  • Demonstrated success operating within a formal IT PMO or CIO office, including governance, standardized processes, portfolio management, and executive reporting.
  • Proven ability to develop and manage integrated master schedules, roadmaps, and portfolio dashboards for complex, multi-system, multi-vendor environments.
  • Familiarity with enterprise architecture concepts (cloud/hybrid/on-prem, integration patterns, data architecture) sufficient to understand and reflect technical dependencies in PMO artifacts.
  • Experience with federal acquisition and IT contracting (e.g., task orders, IDIQs, CLINs) and how these influence planning, resourcing, and sequencing.
  • Strong relationship-building and influencing skills across CIO, business, and vendor stakeholders; excellent written and verbal communication.
  • Strong analytical and problem-solving skills; ability to distill complex technical and program data into clear, executive-ready insights and recommendations.
  • Advanced skills with Microsoft products: Power BI, Power Apps, Project, Excel, Word, Outlook, PowerPoint, and Visio.
  • Demonstrated success working in distributed, cross-functional environments that include architecture, cybersecurity, development, operations, and vendor partners.
  • Deep understanding of project management fundamentals (scope, schedule, cost, quality, risk) and their application to IT modernization, agile delivery, and DevSecOps practices.
  • Must be able to obtain a Position of Public Trust Clearance – US Citizen or Permanent Resident (Green Card Holder); if Green Card holder, must have resided in the US for the last 5 years and must not have traveled outside of the US for a combined total of 6 months during that time.

Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • Certified Scrum Master (CSM) or equivalent agile certification.
  • Experience with or certification in SAFe, Prosci, Lean Six Sigma, CPBA, or LUMA Human-Centered Design.
  • Strong working knowledge of:
    • Digital.ai (VersionOne) or similar agile lifecycle tools.
    • ServiceNow (ITSM/ITOM/ITBM).
    • AppDynamics, Splunk, or equivalent monitoring/observability tools.
    • GitHub or comparable CI/CD and source control platforms.
    • OpenText (ALM) or similar test and quality management solutions.
    • MS Power Suite for workflow, automation, and reporting.
    • SDLC, agile, and DevSecOps delivery models in large, regulated environments.
  • Experience defining or maturing IT PMO capabilities within a CIO directorate, including portfolio management, governance frameworks, and executive reporting structures.
  • Prior IT program management consulting experience advising CIO-level clients on modernization strategy, implementation approaches, and organizational change.

Target salary range: $130,000-$140,000
