Job Description:

KEY RESPONSIBILITIES

Strategic Leadership & Portfolio Governance

  • Provide strategic leadership and direction across a portfolio of WVIM projects and grants, ensuring coherence, alignment, and strong contribution to WVIM’s strategy.
  • Lead annual portfolio planning, integrated work planning, budgeting, and multi‑project coordination.
  • Ensure adaptive management approaches, scenario planning, and contingency planning in response to Myanmar’s fragile context.
  • Establish high‑performing standards for project quality, evidence generation, and technical excellence.
  • Strengthen organizational systems, operational efficiency, and internal collaboration between Operations, PQD, Finance, P&C, Procurement, Security, and others.

Donor Engagement, Fundraising & External Relations

  • Serve as the primary institutional representative and trusted liaison to donors, partners, authorities, networks, and coordination bodies.
  • Work with grant acquisition team to lead fundraising and business development efforts, including capture planning, donor intelligence, consortium building, and proposal development.
  • Build and maintain strategic partnerships with donors, UN agencies, INGOs, LNGOs, private sector actors, and foundations to enhance visibility and influence.
  • Ensure high‑quality donor reporting, communications, and compliance to position WVIM as a “partner of choice.”

Multi-Project Oversight & Quality Delivery

  • Directly supervise Project Managers and provide leadership, accountability, and performance management.
  • Oversee project planning, budget management, compliance, MEL, procurement, safeguarding, and risk mitigation across all projects.
  • Ensure delivery of results on‑time, on‑budget, and to high quality standards.
  • Drive technical integration across WASH, Livelihoods, Nutrition, Education, Child Protection, and other sectors, particularly within APs.
  • Monitor portfolio performance and lead corrective actions, learning loops, and quality‑improvement initiatives.

People Leadership, Team Performance & Capacity Strengthening

  • Build a team of excellence, collaboration, accountability, and innovation within the grants and project teams.
  • Mentor Project Managers and senior technical staff; develop succession strategies and local leadership pathways.
  • Promote staff safety, resilience, well‑being, and professional development.
  • Lead remote and hybrid management approaches suitable for Myanmar’s restrictive context.
  • Live and model WV’s Christian faith and values: servant leadership, humility, integrity, compassion, and service, while respecting and working inclusively with staff and communities of all faiths and backgrounds.

Risk, Compliance, Safeguarding & Organizational Integrity

  • Ensure full compliance with donor regulations, WV policies, humanitarian principles, and safeguarding standards.
  • Lead risk identification, mitigation planning, and proactive escalation.
  • Strengthen governance, audit readiness, financial stewardship, and operational effectiveness control.
  • Work closely with Security to assess threats, plan field movements, and implement security SOPs; enforce context‑specific duty of care, critical incident management, and remote management SOPs.
  • Ensure partners meet minimum compliance and security standards; support partner capacity strengthening.
  • Uphold WV’s Christian values, safeguarding culture, Code of Conduct, and high ethical standards.

M&E, Learning, Evidence, and Innovation

  • Promote learning, knowledge management, and evidence‑based programming across all projects.
  • Lead initiatives on innovation, financial accessibility, climate resilience, market‑based programming, and HDP Nexus approaches.
  • Champion an organizational culture of evidence, learning, accountability, and continuous improvement.
  • Ensure PQD and MEAL teams have the access, data, and systems required for high‑quality measurement.
  • Worl closely with PQD team to ensure smooth, effective, and successful project implementation, and knowledge products, and documentation.
  • Strengthen local partner capacity in M&E, accountability, and adaptive practices.

 

Developing Anticipatory Action Protocols, Policies & Triggers

  • Threshold Setting: Designing impact-based forecasting models and threshold levels that serve as the "trigger" for releasing pre-arranged funds.
  • Action Plans: Defining the exact, tailored activities to execute (e.g., distributing cash, safeguarding livestock, reinforcing shelters) the moment a trigger is met.

Stakeholder Coordination & Partnerships

  • Cross-sector Collaboration: Bridging the gap between local meteorological agencies, disaster risk management authorities, UN entities, and at-risk communities.

Data, Analysis & Evidence Generation

  • Predictive Modeling: Monitoring climate and hazard early warnings at various timescales to ensure forecasting models are accurate to local realities.
  • Evidence Building: Collaborating with Monitoring, Evaluation, Accountability, and Learning (MEAL) teams to evaluate the effectiveness of activations.

Support to operations & Organizational Priorities

  • Provide direct strategic and operational support to the OD on priority tasks, emerging needs, and organizational initiatives.
  • Lead or contribute to cross‑departmental taskforces, change management processes, and operational improvement efforts.
  • Support crisis coordination, emergency response planning, and high‑level donor engagements as requested by OD.
  • Contribute to strengthening organizational culture, systems, and leadership rhythms.

KNOWLEDGE, SKILL AND EXPERIENCE

  • Master’s degree in International Development, Public Policy, Business Administration, Humanitarian Studies, or related field. - Desired
  • Minimum 5 years of progressive leadership in INGO or development/humanitarian organizations.
  • Proven experience managing large, multi‑sector, multi‑donor portfolios.
  • Experience supervising Project Managers and senior technical staff.
  • Proven success in donor relationship management and fundraising (e.g., DFAT, USAID, FCDO, UN agencies, private foundations).
  • Demonstrated ability to operate effectively in conflict‑affected or fragile settings.
  • Proven ability to build and manage high performance local field teams. Provide mentoring to increase their accountability, introduce appropriate management practices, and information from a wide range of sources.
  • Experience in leadership roles including strategic design and learning and knowledge management.
  • Excellent English (spoken and written), including report writing.
  • Basic Myanmar is an advantage for engagement with staff, partners, and communities.
  • Based at the National Office.
  • Frequent travel to field/project sites, including remote areas.
  • Able to work in fragile and emergency contexts.
  • Mix of in‑person and remote management as safety allows.
  • Good health and physical ability to travel to project areas and participate in field activities.
