Role purpose
The Senior Tax Risk & Control Specialist is a senior framework and governance expert responsible for designing, maintaining, implementing and continuously improving the Tax control framework across FATCA/CRS, US Withholding and CESOP. The role combines subject-matter expertise, global oversight, hands-on execution, stakeholder coordination and governance facilitation to ensure that ING locations have clear, implementable and audit-ready controls, monitoring plans, guidance and evidence. The role also coordinates and quality-reviews the work of junior Tax Risk & Control Specialists to ensure consistent delivery, effective stakeholder engagement and timely completion of key activities.
Key responsibilities
1. Control standard lifecycle and framework maintenance
- Lead the creation, review, maintenance and enhancement of Tax control standards and related monitoring/test plans for FATCA/CRS, US Withholding and CESOP.
- Translate policy, mandatory instruction, risk taxonomy and control objective changes into practical key controls, applicability logic, demarcation, evidence expectations and implementation guidance.
- Coordinate sounding processes, gatekeeper review, formal approvals, publication and communication of updated standards across applicable locations.
- Maintain clear rationale for control applicability, local versus global execution, serviced controls, sourced execution/testing and related iRisk setup.
2. Global implementation governance and delivery oversight
- Own and drive the global implementation of new and updated FATCA/CRS, US Withholding and CESOP control standards across all applicable ING locations.
- Design and coordinate the end-to-end implementation approach, including applicability assessments, implementation strategy, deployment timelines, gap analysis methodology, evidence expectations and governance requirements.
- Act as central implementation lead and primary point of contact for locations throughout implementation projects, providing guidance, challenge and escalation support from initiation until formal closure.
- Establish global implementation governance and escalation of implementation risks to senior management and Control Boards.
- Review, challenge country implementation assessments, gap analyses, remediation plans and closure proposals to ensure consistent interpretation and application of framework requirements.
- Lead implementation community calls, workshops, clarification sessions and written guidance activities to ensure locations receive clear, consistent and audit-ready instructions.
- Prepare executive implementation reporting and management decision materials, including implementation dashboards, country risk assessments, path-to-green reporting, implementation forecasts and escalation proposals.
- Continuously improve global implementation methodologies, templates, trackers, guidance material and governance processes to increase implementation effectiveness and reduce delivery risk.
3. Key Control Monitoring, testing and evidence readiness
- Provide interpretation of controls and test/monitoring plans to entities, CTS colleagues, testers and stakeholders, including clarification of what exactly must be monitored or evidenced.
- Review and challenge monitoring/test evidence where needed to ensure conclusions are substantiated, consistent with the control objective and audit-ready.
- Identify opportunities to improve efficiency and quality of KCM/KCT processes, including templates, guidance, alternative monitoring approaches and reusable evidence structures.
4. CTS Control Board governance and senior management reporting
- Independently facilitate the CTS Control Board meeting, including agenda setting, pre-alignment, deck preparation, minutes, action tracking, shared backlog maintenance and follow-up with Control Board members.
- Coordinate input from CTC, CTS, PCM, policy owners, operations and other stakeholders; ensure materials are delivered on time and contain sufficient analysis for decision-making.
- Structure Control Board discussions through clear topic templates, defined asks, ownership, decision points, impediments and follow-up actions.
5. Framework advisory, community leadership and stakeholder management
- Act as senior point of contact for FATCA/CRS, USW and CESOP control framework questions from locations, local coordinators, control owners, 2LoD Compliance, CTC, ODCR, audit and management.
- Provide practical, audit-safe advisory on control design, applicability, evidence, local implementation, training requirements, iRisk setup and issue/event handling.
- Lead and support Tax community calls, clarification sessions, implementation calls, workshops and 1:1 stakeholder engagements to ensure consistent understanding and execution across locations.
6. Audit, assurance and regulatory evidence support
- Coordinate and prepare responses to audit/RFI requests related to Tax control standards
7. Process improvement, tooling and knowledge management
- Drive continuous improvement initiatives across the frameworks that reduce capacity requirements, increase quality, standardise global ways of working and improve audit readiness.
8. Required capabilities and knowledge
- Experience in the driving of implementation and execution of ING frameworks in Non-Financial risks domains - at least 4 years of experience directly in the field of Non-Financial risk
- 5+ years of experience with implementation of FATCA/CRS, US Withholding and CESOP control frameworks, including interaction with related policies, mandatory instructions and process documents.
- Strong understanding of ING NFR / internal control binding principles, control standards, KCM/KCT, iRisk, issue/event management, FLE, RAC and audit expectations.
- Ability to translate complex regulatory/control requirements into practical guidance, clear evidence expectations and management-ready reporting.
- Advanced stakeholder management across 1LoD, 2LoD, policy, operations, management and audit; ability to challenge constructively and create alignment.
- Clear written communication, facilitation skills, structured thinking, attention to detail and ability to maintain audit-ready documentation under time pressure.
