Job Overview: The Early Employment Supervisor is responsible for effectively leading and enhancing Matching Grant (MG) and Refugee Social Services (RSS) employment programs. This position will be responsible for ensuring that these programs meet all performance goals per funder and contract requirements, are responsive to client needs, and operate within budget and compliance parameters.  They will also be responsible for ensuring sustainability of this program area through program development and grant writing and will directly supervise direct service staff in this program area.  The Employment Program Supervisor must be committed to working in a dynamic, fast-paced environment with a team committed to offering high-quality, community-based programs. They must have sound judgment and be comfortable making decisions in a fluid environment. This position reports to the Economic Empowerment Program Manager.
 

Responsibilities: Include, but are not limited to:

Staff Management:

  • Lead and develop direct service staff through facilitation of team meetings and individual supervision including coaching and goal setting. Oversee staff workload, help prioritize tasks, and troubleshoot challenges.

  • Ensure compliance with all policies, procedures, and protocols of the agency.

  • Provide leadership and supervision to direct service staff who work in the employment programs including leading team meetings, providing individual supervision, coaching and goal-setting and performance feedback as well as managing staff workload, and helping staff troubleshoot challenges.
     

Client Services:

  • Actively participate and supervise the implementation and management of programs.

  • Track enrolled clients using proprietary database systems to ensure services are provided in a timely manner and properly documented.

  • Maintain close communication with staff regarding challenging cases and carry out timely, professional interventions to ensure appropriate service delivery.

  • Seek opportunities to advance gender equality.

  • Cultivate long-term relationships with local employers and develop strategic partnerships with community organizations, including by conducting regular outreach to community organizations to advocate for the program, and recruit new volunteers and interns

  • Develop and implement intensive job-readiness classes that prepare students for the workplace and working culture of the United States, enhancing their employability

  • Provide/oversee intake, assessment, and pre-employment/job readiness orientation to clients eligible for employment services as needed.

  • Monitor client performance, and progress in their job readiness plan at frequent intervals, ensuring that they are complying with program policy and participating to the best of their ability.

  • Organize and expand community partnerships to supplement Employment Program Curriculum with workshops focusing on crucial life-skills and development of employable skills, included but not limited to, health, financial literacy, networking, legal rights, and technology.

  • Maintain a monthly employment program schedule, organizing appropriate class scheduling, community workshops, student level assignment, and instructors, updating frequently as client arrivals change

  • Coordinate scheduling with VESL, Digital Inclusion and Employment volunteers, taking into account their strengths and placing them into the program in a position that will maximize client benefits and volunteer experience

  • In coordination with Employment Specialists build employer partnerships and maintain good relations with employers, assisting in hiring process as needed, ensuring their satisfaction with client performance in job.

  • Organize and update employment intern task database and weekly schedule, assigning tasks to each individual, maximizing benefits of interns to the Employment program and creating an educational experience for interns.

  • Communicate with Social Services or other local agencies to report any errors or changes with client information.

  • Oversee a partial caseload of employment clients and assist with necessary referrals through social services, medical clinics, or other community organizations as needed.

Program Oversight:

  • Coordinate quality assurance efforts by conducting periodic case file and electronic data reviews.

  • Monitor and encourage the employment team's progress toward programmatic performance requirements. Coordinate cases and effectively communicate between team members and departments.

  • Assist in grant writing activities and development of new opportunities.

  • Support program sustainability through program development and grant writing

  • Ensure that the program is compliant with funder and agency requirements in terms of documentation, case files, data tracking, and other areas of administrative compliance; produce high-quality program reports in a timely manner

  • Other duties as assigned.

Job Requirements:

  • University degree required, preferably in Social Work, Human Services, or a related field of study OR equivalent work experience.

  • 3+ years experience securing employment opportunities for clients, either in refugee resettlement, the workforce development field, or closely related area of social service delivery.

  • Experience supervising, supporting, and training staff.

  • Proven success in promoting an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead through the true collaboration of individuals from many cultures with a variety of skills and perspectives.

  • Demonstrated ability to work effectively as a team member in a multi-cultural environment.

  • Highly organized self-starter with demonstrated success in managing multiple priorities and delivering quantifiable results under pressure, with tight deadlines, and in a fast-paced environment.

  • Excellent written and oral communications skills in English; proficiency in a language spoken by client populations a plus.

  • Proficiency in Microsoft Office applications.

  • Valid driver’s license and access to personal, insured vehicle, and the ability to travel regularly throughout the service delivery area

External:  Community partners in Economic Empowerment programs, other organizations, employer partners.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time to perform the outlined responsibilities.

  • May require occasional weekend and/or evening work.

Compensation: ($75,369 - $78,866). Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
