Introduction
Ipas Pakistan is an international non-governmental organization that supports government and development partners to reduce maternal mortality and morbidity and strengthen equitable, high-quality reproductive health services. Ipas collaborates with provincial and district governments to strengthen public and private health systems, provider competencies, quality of care, referrals, data use and the enabling environment for sexual and reproductive health and rights.
Job Description
Primary Responsibilities:
1. Coordination
- Collaborate with the Ipas Health Systems team to develop and implement district field activity plans for Hyderabad, Jamshoro and Tando Allahyar.
- Maintain regular coordination with provincial and district Department of Health (DoH), Population Welfare Department (PWD), People’s Primary Healthcare Initiative (PPHI), district health management, district population welfare offices, facility managers and other relevant partners.
- Coordinate nominations, participant release, approvals, venues and logistics for baseline activities, ToTs, provider and cascade trainings, competency follow-up and review meetings.
- Share workplans, activity calendars and visit schedules with district stakeholders and the Ipas team in a timely manner.
- Attend and represent Ipas in all relevant provincial, district, technical, planning, coordination and review meetings; document decisions and follow up agreed actions.
- Identify implementation barriers, facilitate solutions with stakeholders and promptly escalate unresolved operational, clinical quality, safeguarding, security or compliance concerns.
2. Technical Support
- Conduct or support baseline surveys, facility assessments, provider mapping, training needs assessments and readiness assessments using approved project tools.
- Coordinate and support Training of Trainers (ToT), provider training, refresher sessions and cascade trainings, including preparation, facilitation, pre/post assessment, evaluation and documentation.
- Co-facilitate approved technical sessions with master trainers and Ipas technical staff, as assigned.
- Support training content and facility practices related to PAC, PAFP/FP, counselling, respectful care, youth-responsive and disability-inclusive services, referral pathways, infection prevention and data recording, according to the approved project package.
- Plan and conduct post-training follow-up of providers through Clinical Competency (CC) visits, supportive supervision, mentoring, virtual support and reassessment using approved checklists.
- Develop provider- and facility-level corrective action plans, track completion and coordinate additional coaching where required.
- Support facility action plans, quality-improvement processes, registers, logbooks, job aids, referral linkages, equipment and seed supplies provided through the project.
- Provide data-driven technical insights based on facility visits, CC findings and service data.
3. Monitoring and Data Management
- Visit assigned facilities according to the approved schedule and monitor implementation of quality assurance and facility action plans.
- Maintain updated trackers for facilities, trained providers, master trainers, cascade trainings, CC status, mentoring, referrals, pending actions and deadlines.
- Collect project, training, facility, provider, CC, referral and service-delivery data using approved formats.
- Check data for completeness, accuracy and consistency; resolve discrepancies with facilities before submission.
- Analyze provider and facility performance using prescribed Excel-based tools and share practical recommendations with the technical and program teams.
- Support endline evaluations, surveys, reviews and other monitoring activities implemented in the assigned districts.
4. Reporting and Documentation
- Submit validated data to the Research, Monitoring and Evaluation team according to agreed deadlines.
- Prepare and submit timely training reports, field visit reports, meeting notes, activity reports, monthly district progress reports and other required program documentation.
- Maintain complete electronic and hard-copy means of verification, including approvals, attendance, assessments, evaluations, CC checklists, logbook extracts, action plans and authorized photographs.
- Document success stories, lessons learned, implementation challenges, adaptations and recommendations.
- Follow approved templates, naming conventions, document-storage arrangements and confidentiality requirements.
5. Other Responsibilities
- Coordinate closely with Health Systems, Program, Community Engagement, Research, Monitoring and Evaluation, Operations, Finance and Security colleagues for integrated implementation.
- Participate in internal work-planning, review and learning meetings and contribute field evidence for adaptive management and donor reporting.
- Comply with Ipas policies on safeguarding, confidentiality, respectful workplace conduct, travel, finance, procurement, data protection, security and compliance.
- Perform other relevant duties assigned by the supervisor, Head of Programs or Country Director.
Requirements:
Education and Experience
- Lady Doctor, Lady Health Visitor, Midwife, Nurse registered with the relevant Pakistan regulatory body; an advanced qualification in public health or reproductive health is an advantage.
- Three to five years of relevant clinical or program experience in reproductive health, preferably including PAC, family planning, maternal health, quality improvement and provider capacity building.
- Relevant certified training in family planning and postabortion care, including familiarity with MVA and medical management, is preferred.
- Experience in competency-based training, supportive supervision, clinical competency assessment, mentoring, facility assessment and action planning.
- Experience coordinating with government health authorities and facilities; familiarity with DoH, PWD and PPHI systems in Sindh is strongly preferred.
- Experience collecting, validating, analyzing and reporting program or service-delivery data.
- Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, online meeting platforms and routine electronic data systems.
- Fluency in spoken and written English and Urdu; Sindhi language skills and familiarity with the local context are preferred.
- Ability and willingness to undertake frequent travel across the three assigned districts in Sindh and other locations when required.

- Ability to work independently and collaboratively in changing field conditions.
Working Conditions
- Frequent health facility and district travel is essential and may be up to 80% according to the activity calendar.
- Work outside normal hours may be required for trainings, travel or time-sensitive activities, in accordance with organizational policy.
- Travel, transport and per diem arrangements will follow the applicable contract and Ipas Pakistan travel policy.
