Job Appointment: Full Time, Regular.
Work Schedule: Typical schedule Monday - Friday, 8:00 - 5:00 PM. This position supports public meetings, which often occur at night and occasional weekends.

Position Summary:
The Office of Community Police Accountability (OCPA) is seeking a highly organized, detail-oriented, and community-focused individual to serve as the Community Board for Police Accountability (CBPA) Clerk. This new position plays a critical role in supporting the operationalization of the City’s police accountability oversight system and ensuring the integrity, transparency, and accessibility of CBPA public meetings and official actions.
The CBPA Clerk is responsible for administering all aspects of CBPA meetings, managing official records, ensuring compliance with City Charter and Code requirements, and serving as a subject matter expert on CBPA procedures for board members, staff, and the public. This position is public-facing and regularly interacts with board members, City staff, media representatives, and community members. Accurate execution of this work is essential to preserving public trust, supporting the Board’s governing authority, and maintaining the legality and legitimacy of CBPA decisions.
- Manage CBPA meetings, work sessions, and subcommittee meetings, ensuring all procedures are executed accurately and in compliance with applicable laws, policies, and bylaws.
- Serve as a subject matter expert on CBPA meeting operations, procedures, and legal requirements for public officials, staff, media, and community members.
- Establish and maintain productive working relationships with public officials, City staff, media representatives, and community members.
- Research, analyze, interpret, and apply relevant state laws, City Charter and Code provisions, administrative rules, and CBPA policies.
- Prepare and disseminate public notices, meeting agendas, media advisories, and communications to Board members, staff, and the community.
- Ensure full execution of CBPA agendas, including roll calls, documentation of Board actions, management of virtual and in-person testimony, speaker timing, and the operation of public meeting technology and displays.
- Coordinate with technology teams, meeting broadcasters, facilities staff, and security personnel to identify and resolve technical and logistical issues.
- Utilize agenda management system software to produce agendas and ensure all documents are accurate, complete, and compliant with all applicable legal and administrative standards.
- Maintain official records of CBPA actions and decisions; prepare “as amended” documents, disposition agendas, and final document files for archival processing.
- Apply appropriate records retention requirements to all CBPA documents and clerk-related records.
- Develop and lead trainings for new CBPA members and OCPA staff on CBPA processes, procedures, and legal requirements.
- Prepare training materials, update guides and forms, and maintain the CBPA Clerk Manual to reflect new or updated processes.
- Attend staff meetings and collaborate with other City employees to support continuity and improvement in CBPA operations.

Applicants must demonstrate how their education, training, and experience meet each of the minimum qualifications listed below:
- Experience supporting public meetings, administrative processes, legal or procedural workflows, or similar structured operational environments.
- Experience providing customer service to diverse stakeholders, including members of the public, staff, and officials.
- Experience interpreting, applying, or following rules, procedures, policies, regulations, or legal requirements.
- Ability to manage deadlines, maintain accurate records, and balance multiple tasks in fast-paced or dynamic settings.
- Ability to work collaboratively with staff across departments and maintain effective working relationships.
- Proficiency with office software, document management tools, and basic meeting or presentation technology.
- Ability to obtain Criminal Justice Information Services (CJIS) certification issued by the Oregon State Police within six months of start date.
- At least 5 years of professional and responsible related work experience AND
- Bachelor's degree in Public Administration, Business Administration or closely related field.
