Description
Directs the overall operation of the Engineering Department and/or Capital Projects to ensure projects are conducted on schedule and within budget. This role provides strategic oversight of construction activities, contract execution, risk mitigation, and field coordination for major transit and mobility improvement projects, ensuring delivery on time, within budget, and in accordance with agency goals. This role will lead and manage internal staff, construction management consultants, and project delivery teams. The role serves as the primary agency representative in the field, interfacing directly with contractors, designers, regulatory agencies, and jurisdictional stakeholders to resolve issues and drive performance.

- Directs and oversees the development and administration of the annual Capital and Operating budgets for Facilities Engineering
- Directs all Capital Projects, including all aspects of engineering and construction, technical support, schedules, budget, funding, grants management, staffing, agency reporting, and prioritization of work
- Directs the development and implementation of work plan goals, objectives, policies, procedures, budget, and work standards for the Facilities Engineering Department
- Directs, plans, assigns, monitors, and evaluates the work of assigned staff
- Establishes, maintains, implements, and audits cost and schedule management activities for all Capital projects to ensure compliance with policies, procedures, and plans
- Develops procurement and contract strategies for professional services or construction contracts that result in optimal execution and delivery of the project scope
- Analyzes federal, state, and local laws, rules, and regulations to determine impact on engineering and construction of capital projects
- Coordinates with other Engineering Directors to plan and prioritize the department's work and to provide staff assignment to each project
- Reviews, analyzes, and interprets project design and construction budgets, schedules, and costs to ensure conformance with authorized scope, time, and dollar requirements
- Reviews, analyzes, and monitors actual project performance related to budget, cost, and schedule management activities
- Identifies problems and recommends resolutions to budget, cost, and schedule-related activities
- Prepares and presents reports to management, the Board of Directors, outside agencies, and the public
- Directs performance and evaluates work of consultants to ensure compliance and consistency with agency, department, and project objectives
- Confers with Metro management, staff, government officials, contractors, and consultants regarding engineering and construction matters relating to bus facility improvements
- Represents Metro before the public, governmental entities, associations, professional organizations, and at other meetings
- Directs, supervises, and mentors assigned staff comprised of engineers, architects, and other technical trades
- Directs, communicates, and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Education
- Bachelor's Degree in Engineering, Construction, Business, or a related field; Master's Degree in a related field preferred
- Five years of relevant management-level experience in project management of transit-related or heavy civil projects
- California license as a Professional Engineer (PE), Geologist, or Architect is preferred
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Preferred Qualifications
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. - Experience leading cost management activities for large, multi-million-dollar transportation, transit, or infrastructure capital projects, including independent cost estimates, budget forecasting, quantity reconciliation, cost validation, and financial oversight.
- Experience in alternative delivery methods, specifically in Construction Manager/General Contractor, Progressive Design-Build, and/or other collaborative project delivery approaches.
- Experience leading collaborative negotiations with contractors and project stakeholders throughout multiple design iterations during pre-construction, including evaluation of scope, cost, risk, constructability, and pricing to support informed decision making and achieve fair, reasonable project outcomes.
- Experience leading teams, facilitating cost or budget discussions, and collaborating with internal and external stakeholders to support project and budget objectives.
