Overview

We are seeking a Senior Licensing Engineer Energy – Remote.  This remote position is based out of our Oak Ridge, TN office.

Your role

  • Leads the development and integration of 10 CFR Part 70 license applications for fuel cycle facilities.

  • Sets the regulatory approach for assigned scope, owns the integration and quality of the application package across content prepared by multiple organizations, and provides technical direction to licensing engineers.

  • Works with limited supervision, exercise independent regulatory judgment, and represent AtkinsRéalis with clients, subcontractors, and the NRC.

  • Leads development of assigned portions of 10 CFR Part 70 license applications, establishing the regulatory approach and defending it with the client and internally.

  • Owns application integration and quality assurance, including the crosswalk against NRC acceptance criteria, the assumptions register, and the section templates and drafting conventions used across the application.

  • Owns the licensing commitments framework, including identification of commitment language, traceability to source sections and regulatory bases, and control of commitments across content prepared by multiple organizations.

  • Reviews application content furnished by clients, subcontractors, and other contractors for regulatory adequacy and interface alignment, and resolves conflicts across sections.

  • Provides technical direction to subcontracted licensing scope, including scoping, review of deliverables, and integration into the application package.

  • Determines where bounding assumptions are appropriate in place of mature design information, and judges when an assumption must be closed.

  • Prepares and defends position papers where the existing regulatory framework does not directly apply, and leads interactions with the NRC including pre-application engagement, audits, and responses to requests for additional information.

  • Provides technical direction, review, and mentoring to licensing engineers, and checks their work before issue.

  • Accountable for the technical quality and timely delivery of assigned licensing scope, including identifying and resolving issues that affect schedule or regulatory defensibility.

  • Supports scoping, estimating, and proposal development for fuel cycle licensing pursuits.

  • Performs other duties as assigned.

About you

  • Requires a Bachelor's degree in Nuclear Engineering, Chemical Engineering, Mechanical Engineering, Health Physics, or a related engineering or technical discipline. Master's degree desirable.

  • Requires 7 years of relevant nuclear industry experience, with significant experience in licensing and regulatory affairs.

  • Demonstrated experience leading the technical and regulatory direction of a license application section or package, including content prepared by others.

  • Experience working directly with the NRC or another regulatory authority, including pre-application engagement or responses to requests for additional information.

  • Experience working with designers and engineers to develop safety analysis or licensing basis documentation.

  • Deep working knowledge of 10 CFR and associated NRC regulatory and industry guidance, with the ability to establish and defend a regulatory position.

  • Working knowledge of the licensing framework for facilities possessing and using special nuclear material, including 10 CFR Part 70 and the material control and accountability requirements of 10 CFR Part 74.

  • Ability to structure a license application against NRC acceptance criteria, including the guidance in NUREG-1520, and to maintain its integrity as content matures.

  • Ability to make and defend judgments about the use of bounding assumptions where design information is conceptual or incomplete.

  • Demonstrated ability to direct and integrate licensing content prepared by multiple organizations, including subcontractors and client-furnished sections.

  • Demonstrated ability to provide technical direction, review, and mentoring to less experienced licensing staff.

  • Excellent technical writing and communication skills, with the ability to present and defend licensing positions to clients and regulators.

  • Familiarity with fuel cycle facility processes, uranium chemistry, material forms, and radiological and chemical hazards is desirable.

  • Experience licensing facilities under 10 CFR Part 70, including license applications or amendment requests for fuel cycle facilities preferred.

  • Experience with the integrated safety analysis process, items relied on for safety, and management measures preferred.

  • Experience with fuel fabrication, conversion, deconversion, enrichment, or other fuel cycle operations preferred.

  • Experience with material control and accountability under 10 CFR Part 74, physical protection under 10 CFR Part 73, or transportation under 10 CFR Part 71 preferred.

  • Experience preparing Environmental Reports under 10 CFR Part 51, or with advanced reactor fuel supply chain projects including high-assay low-enriched uranium deconversion and fuel fabrication preferred.

  • Experience mentoring or supervising licensing staff preferred.

  • Professional Engineer (PE) license or other relevant nuclear industry qualifications are desirable. Must be a U.S. citizen and eligible to work under 10 CFR Part 810 without specific authorization.

  • Must be a U.S. citizen in order to be considered.

Additional information

Expected compensation range is between $90,000 - $150,000 annually depending on skills, experience, and geographical location.
