Job Description

SUMMARY:  Under general supervision, designs, administers, and maintains the City of Galveston’s Geographic Information System (GIS).  Performs a variety of professional, administrative, and supervisory duties related to the development of the City’s Enterprise GIS and application services.  Serves as a GIS liaison between departments, organizations, and the GIS vendor.  Performs other duties as assigned.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Performs administration, maintenance, and technical processes of the:
    • Portal for ArcGIS, ArcGIS Server, ArcGIS Image Server, Enterprise Geodatabase, Data Store & Repositories, Esri Patches, ArcGIS Online, ArcGIS Field Applications:  ArcGIS Survey123, ArcGIS Collector, and ArcGIS Field Maps, ArcGIS Desktop applications and ArcGIS Pro, Related integrated services with third-party application(s), including the Public Works work order system
  • Oversees and supervises the day-to-day operations of the GIS division.
  • Coordinates with stakeholder departments to determines work priorities and project objectives.
  • Develops guidelines, Standard Operating Procedures (SOPs), and training material.
  • Monitors project activities and progress; Coordinate, collaborate, assign, and assist in projects and tasks presented to the GIS team.
  • Conduct dataset creation, versioned edits, and data analysis; Create maps using cartographic best practices; Conduct map/feature service creation and web map/app configurations, ArcGIS Dashboards; Provide GIS support to staff in various departments regarding dataset analysis or querying and web mapping
  • Coordinate projects with other departments or governmental agencies; coordinate and communicate with other organizations
  • Engages in various tasks and processes involving metadata, spatial analysis, GPS information gathering, data conversions, geoprocessing, and geocoding.
  • Create and maintain Python scripts, including Extract, Transfer and Load (ETL)
  • Conduct GIS Enterprise system upgrades, including GIS databases to increase system functionality and stay within the products lifecycles.
  • Develop and maintain a geospatial strategy; Present GIS recommendations and concepts to non-technical staff; presents and participates in various GIS events, including GIS day. 
  • Supports staff GIS development through the training program, Esri training, and local GIS events.
  • Participates in the annual Esri User Conference, bringing issues and questions to technical Esri and third-party vendors for process and application solutions.  Attends sessions that will benefit the City’s GIS program, with plans to implement.  Attend workshops and user group meetings to connect with Esri technical staff and GIS organizations to learn about best practices, technology innovation, implementation recommendations, and case studies.
  • Preparations and production of maps and data access during emergencies.
  • May be required to work non-standard business hours to support the implementations of software solutions; May be required to cover after-hours calls; May be required to work a modified work schedule in support of system implementations

KNOWLEDGE AND SKILLS:

Knowledge:

  • ArcGIS Enterprise installation, configurations, and administration.
  • Data management including versioning, table views, and data types.
  • Basic VBScript, Python, and Arcade language for expressions.
  • Basic Python for process automation.
  • Basic SQL for data queries.
  • Principles and practices of cartography and coordinate systems.
  • Imagery processing for web and desktop applications.
  • Project management for GIS-based workflows and applications.
  • Technology infrastructure design, management, coordination, and collaboration with all Information Technology (IT) divisions.

Skill in:

  • Managing situations requiring diplomacy, fairness, firmness and sound judgment.
  • Preparing, assigning, assisting, reviewing, and supervising GIS work of staff.
  • Maintaining and administrating an Enterprise GIS and ArcGIS Online.
  • Analyzing GIS issues, evaluating alternatives, and developing recommendations.
  • Translating verbal and electronic user requests into application functionality modifications, maps, and dataset changes.
  • Understanding and applying City policies and procedures, and applicable federal and state regulations.
  • Explaining City information technology policies and procedures while exercising the highest degree of confidentiality.
  • Establishing and maintaining cooperative working relationships with all levels within the City
  • Communicating effectively verbally and in writing.

MINIMUM QUALIFICATIONS:

Bachelor’s Degree in Geography, GIS, Computer Science, or related field from an accredited university and five (4) years’ of related experience OR A Master’s Degree from an accredited university and three (2) years’ of related experience

LICENSE AND CERTIFICATION:

  • Valid Texas Driver’s License
  • GISP (highly desirable) TLETS certification.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in a standard office environment.
