For more than 55 years, Family Health Centers of San Diego’s (FHCSD) mission has been to provide caring, affordable, high-quality health care and supportive services to everyone, with a special commitment to uninsured, low-income and medically underserved persons.

FHCSD is one of the top 10 largest federally qualified health centers (FQHCs) in the country. We operate more than 90 sites across San Diego County, including 29 primary care clinics, 23 behavioral health facilities, 10 physical rehabilitation clinics, nine dental clinics, five vision clinics, four outpatient substance use treatment programs, three mobile medical units, two mobile counseling centers, two urgent care centers, and a pharmacy.

Our staff provides care to over 227,000 patients each year, of whom 91% are low-income and 29% are uninsured. FHCSD provides care to all. Services include, but are not limited to adult care, chronic disease management, pediatrics, comprehensive women’s care including obstetrics, dental, vision, case management, physical rehabilitation, speech therapy for children, vaccinations, infectious diseases, behavioral health, substance use counseling and a host of specialty services including cardiology, podiatry, endocrinology, dermatology, among others.  FHCSD also offers supportive services to those who are unsheltered and in need of intensive case management.   

The breadth of our clinic locations, services and programs has grown over the last five decades, making us the largest community clinic provider of health care to the uninsured in the county and one of the top 10 largest community clinic organizations in the nation. We are also the largest health care safety-net provider, largest school-based health care provider and the largest mental health provider in the San Diego region.

Family Health Centers of San Diego is looking for a Manager, Regional Services

who is responsible for the day-to-day functioning of the program. Provides daily operational management for Pediatric Development Services department programs and services, through oversight of all services and personnel scheduled at the site(s), in conjunction and coordination with other PDS managers, program partners and other collaborators.

Respnsibilities:

  • Assists in facilitating the integration of Pediatric Developmental Services department programs and services, reinforces the use of FHCSD resources, and coordinates program and operational meetings to support implementation of center policies and alignment with health center goals.
  • Facilitates and assists with planning and presenting materials for Multi-Disciplinary case review meetings, general staff meetings, meetings with partners and sub-contractors, and other program or operational meetings as assigned.
  • Supports staff development by providing timely coaching, performance feedback, onboarding support, and training follow-up to ensure employees understand expectations and can meet program, department, and agency requirements.
  • Builds positive relationships, inspires others to perform at a higher level, prepares career development plans and retains an accountable workforce.
  • Coaches and counsels staff and administers appropriate disciplinary action in a timely manner.
  • Ensures that programs, department, and agency guidelines are followed. Conducts quality assurance activities, including adherence to statement of work guidelines for grant funded services; reviews referral rosters and current client lists; and ensures that clients with insurance are referred appropriately, in-house whenever possible.
  • Ensures that operations for service flow are smooth and efficient, including prompt intake and referral processing for families referred to program services at any point of entry. Facilitates linkage and integration of core services for the program.
  • Participates in building efficient systems that support case management services, respond to departmental caseload needs, and promote system-wide efficiency, grant compliance, and quality service.
  • Is fully versed in the functions, services, and positions of the department or programs under his/her oversight; recruits, trains, and manages performance; and is responsible for the day-to-day functioning of assigned sites and programs. Oversees scheduling functions and ensures that provider and specialist schedules are full. Keeps facilities safe, clean, organized, and patient friendly. Provides consistent, on-time project facilitation. Assists with and oversees the development and implementation of protocols, documentation, and strategies for improved service flow and efficient program operations.
  • Other duties as assigned by the Program and Department Directors.
  • Participates in continuous improvement activities and ensures appropriate Lean tools (i.e., 5S, A3) are deployed and results are evaluated and/or measured.
  • Participates with management in organizational and programmatic long-term planning. Participates in regular meetings with program staff, consultants, the Program Director, and others as appropriate. Ensures all regulatory standards are met or exceeded and adhered to on an ongoing basis, including Joint Commission, DHS Licensing and Certification, OSHA, and other applicable requirements.
  • Provides information for development of preliminary budgets for assigned sites and assists the Associate Director and Director in ensuring that expenditure remains within budgeted guidelines. Assists with management of program operational budgets, as appropriate.
  • Under the guidance of the Associate or Director, is responsible for outreach and marketing strategies and actions for the program. Facilitates educational and outreach presentations to community-based organizations and others. Assists in maintaining, developing, and expanding FHCSD relationships with relevant community agencies and groups. Networks with agencies that serve as resources for the program and target population.

Requirements:

  • Minimum Bachelor’s Degree (Master’s preferred) in health and human service areas, including Child Development, Psychology, Public Health, Early Childhood Education, Social Work or a related field.

  • A minimum of 3 years of progressively responsible positions in child health and/or development, or related area.

  • A minimum of 3 years of supervisory or managerial experience.

  • Documented track record in program implementation, evaluation, and oversight

  • Significant experience in oversight of services which support child development, health or education related programs/services.

  • Traveling between sites and other locations is required as an essential function of the job. Must have a car, a valid California driver’s license, and proof of minimum levels of car insurance as required under California law, although limits of $100,000 are recommended. An acceptable driving record is also required. California law requires all drivers to obtain a valid California driver’s license within ten days of establishing residency. Mileage and other reimbursement governed by policy.

Experience/Specialized skills (including Language):

  • Cultural and linguistic sensitivity to populations served; experience with medically underserved populations

  • Knowledge about and experience with diverse populations

  • Knowledge of supervisory practices and techniques, including performance management and employee development.

  • Possess excellent verbal, written and listening skills.

  • Strong analytical and critical thinking skills.

  • Desired – Bilingual English/Spanish.
