THE POSITION:
Under general supervision, performs enforcement of State laws, City Ordinances and regulations relating to animal control; captures and impounds stray, unwanted, or dead animals; and performs related duties as required.The following duties and responsibilities are representative of those typically performed by positions assigned to this classification. Any single position may not perform all of these duties and/or may perform similar related tasks not listed here.
 
  • Answers complaints regarding domestic and wild animals 
  • Explains the provisions of various codes and ordinances regarding animals
  • Writes violation notices and issues citations; and testifies in court proceedings 
  • Patrols the City for violation of laws pertaining to animals 
  • Impounds stray animals understanding some may become violent; and removes dead animals from public and private properties
  • Transports impounded animals to the contract Animal Care Facility
  • Captures and transports sick and injured animals to contract veterinarians 
  • Performs emergency euthanasia on irredeemably suffering animals 
  • Investigates animal bites and arranges for the quarantine of animals involved 
  • Keeps records and submits reports of animal impounded and investigations conducted 
  • Drives a motor vehicle
  • Operates a two-way radio 
  • Carries and uses tranquilizing guns, as well as various types of animal traps, ropes, and restraints in the performance of duties 
TRAINING AND EXPERIENCE: Graduation from high school or successful completion of a GED; AND one (1) year of work or volunteer experience in a position involving a high level of public contact in an animal related environment or public service capacity.
 
Highly Desirable:  One (1) year of work or volunteer experience in the care and handling of domestic and/or wild animals with a recognized agency or enterprise; OR one (1) year of animal control experience.

KNOWLEDGE AND SKILLS IN: Laws pertaining to animal regulations; safe and efficient methods of animal capturing; breed identification; operating and maintaining tranquilizing guns; maintaining basic animal traps; lifting and handling large animals.

ABILITY TO: Complete the 832 Penal Code Course; attend job related training that may be out of town for several days; read maps of the local area. Able to work assigned shifts including weekends and holidays. Knowledge of and ability to recognize the more common symptoms of diseases hazardous to humans such as rabies; maintain records and prepare reports, communicate effectively; establish and maintain effective working relations with all levels of staff and the general public.

ESSENTIAL PHYSICAL CHARACTERISTICS: The physical characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this classification. Reasonable accommodations may be made to enable an individual with a qualified disability to perform the essential functions of a job, on a case-by-case basis.Constant lifting and carrying of objects weighing up to 10 pounds and occasionally up to 100 pounds with a maximum distance of five feet. Frequent standing and walking; sufficient stamina to exert physical effort to restrain animals for a substantial period.Continuous: upward and downward flexion of the neck. Frequent: sitting, repetitive use of hands to operate computer. Occasional: walking, standing, bending and twisting of neck, bending and twisting of waist, squatting, simple grasping, reaching above and below shoulder level, and lifting and carrying of animals, equipment or files weighing up to 100 pounds.Sufficient manual dexterity and eye-hand coordination required to operate vehicle and special animal handling equipment. Wears a utility belt that may weigh up to 10 pounds.

LICENSES, CERTIFICATIONS, OR SPECIAL REQUIREMENTS: Possession of a valid California driver's License prior to appointment. Completion of P.C. 832 certification within 12 months of appointment.  Possession of, or the ability to obtain, a certificate for the euthanization of animals.
