Performs a variety of skilled technical trades work in the maintenance, repair and upkeep of recreational facilities. 


Distinguishing Features of the Class


An employee in this class performs a variety of skilled work related to the maintenance and repair of buildings and facilities including cemeteries. Work involves maintenance and trades work such as plumbing, carpentry, electrical, HVAC, construction, flooring, painting, traffic signals, Street signs, pavement marking repair in accordance with MUTCD standards, and related repairs to buildings and related facilities. The employee performs routine inspections and responds to work orders and requests for maintenance, troubleshoots maintenance problems, performs required repairs, and performs routine preventive maintenance. Work requires independence and initiative and a knowledge of trade practices. The employee is subject to hazards in the work including working in inside and outside environments; extremes in temperature; working in high places, close quarters, and small rooms; and exposure to hazards associated with equipment operation including moving mechanical parts, electrical current, noise, vibrations, dusts, fumes, gases, and oils. Work in cleaning and plumbing subjects the employee to compliance with the final OSHA standards on blood borne pathogens. Work is performed under the general supervision and is inspected while in progress and upon completion for adherence to instructions, established standards, and effectiveness.  

Performs a variety of skilled and semi-skilled facilities maintenance work involving carpentry, plumbing, general construction, and electrical repairs to buildings and facilities.

Responds to calls for service and work orders regarding facility maintenance; troubleshoots maintenance problems and makes improvements and repairs; refers higher level repairs to supervisor.

Repairs and maintains plumbing fixtures; maintains irrigation systems; repairs leaks, replaces pipes and drains, installs valves, and unstops drains; maintains restrooms and plumbing systems.

Maintains and repairs traffic signals, street signs and pavement markings in accordance with MUTCD.

Performs minor carpentry tasks including drywall repair, changing ceiling tiles, building cabinets and steps; repairs and replaces doors, walls, windows; repairs furniture and cabinets.

Performs basic electrical tasks; replaces receptacles, outlets and light switches, light fixture valances and light bulbs; changes cords on machines; ensures safe electrical operation.

Replaces HVAC filters and performs minor maintenance to HVAC units to keep drains unplugged.

Constructs, repairs, and/or installs flooring; paints and refinished interior and exterior surfaces to protect against wear; performs interior and exterior painting; power washes building and windows.

Fabricates and modifies parts, brackets and components for repairs requiring the use of welders, grinders, and saws to complete projects.

Performs routine preventive maintenance on facilities following preventive maintenance schedules; replaces air filters, furnace filters, light bulbs; reports potential hazards, unsafe conditions and maintenance needs to supervisor.

Performs grounds maintenance on facility grounds including mowing grass, trimming shrubs and trees, blowing leaves, and picking up trash; operates zero turn mowers, chain saws, leaf blowers and other handheld equipment.

Performs general preventive maintenance on equipment and tools including oil changes, filter replacements, greasing, adjustments, and basic repairs.

Follows all safety rules and regulations to minimize risk and enhance the safety of employees and visitors; checks properties and grounds for unsafe conditions.

Prepares and maintains detailed records and logs of repairs and maintenance activities; maintains inventory of supplies, parts and materials.

Opens and closes graves; places sod and re-seeds grassy areas; assists visitors in locating graves; ensures safe grounds for funeral services and ensures cleanliness of cemeteries and grounds.

Performs related work as required.

Knowledge, Skills, and Abilities

Working knowledge of the methods and standard practices used in a variety of building trades such as carpentry, general construction, electric, plumbing, painting and heating/air conditioning systems. 

Working knowledge of the tools and equipment used in a variety of building construction and maintenance trades. 

Working knowledge of hazardous chemical usage and safety.

Working knowledge of safety regulations, occupational hazards and related safety precautions in the work. 

Skill in the use and care of assigned tools and equipment.

Ability to learn to perform skilled work in the maintenance and repair of City facilities.

Skill in customer service excellence and teamwork.

Skill in paraprofessional plumbing and carpentry maintenance and repairs.

Ability to operate a variety of motorized vehicles and equipment used in a safe and effective manner. 

Ability to diagnose maintenance and construction problems and plan appropriate corrective actions. 

Ability to understand and follow oral and written instructions.

Ability to detect broken or worn parts upon inspection.

Ability to effectively contribute collaboratively to a team effort.

Ability to maintain records of work activities.

Ability to establish and maintain effective working relationships with coworkers, supervisors, and the general public.

Ability to operate a small backhoe and dig graves in absence of Crew Leader.


Desirable Education and Experience 

Graduation from high school, preferably supplemented by coursework in mechanical and/or electrical trade skills, use of backhoe and considerable work experience in construction and general building maintenance work; or an equivalent combination of education and experience. 


Special Requirements

Possession of a valid North Carolina Driver’s License (CDL may be required).



Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and repetitive motions. Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently; and/or up to 20 pounds of force constantly to move objects. Must possess visual acuity to operate power equipment and motor vehicles, inspect small parts and defects, perform trade tasks, use measurement instruments, maintain various records, and inspect work for accuracy and thoroughness.
